Annotation.

Purpose: to investigate the main methods of compensation for damage in the industrial development of the Arctic territories, which is caused by subsoil users of the indigenous peoples of the North. Discussion: The article discusses the main methods of compensation for damage during industrial development, which subsoil users inflict on the local community of the northern territories. Certain areas of direct compensation for damage to the local community are identified. The reasons have been identified why conducting a traditional economy in the immediate vicinity of industrial facilities is considered impossible. Results: the main methods of compensation for damage in the industrial development of the northern territories to the indigenous small-numbered peoples of the North were identified, such as: organizing support for the participation of the local community in the conclusion of agreements, ethno-social monitoring, support for various programs in the social, educational, cultural spheres; and the development of joint management procedures. To address the issues of protecting the rights and interests of indigenous peoples, it is necessary to develop a mechanism for legal regulation at the federal level.

Annotation.

Purpose: to show the relationship and interdependence of the concepts that form the category of “reindustrialization” in the context of the development of the digital economy as the basis of economic security at the national level and to substantiate the key areas of achieving targets Discussion: the article is devoted to the problem of identifying the relationship and interdependence of concepts that characterize the new industrial policy in the context of digitalization. A new content of interrelationships of ensuring economic security of the innovative component of economic development is presented, the significance of the digital component of the segment of the economy in ensuring economic security is revealed. Results: the main components of ensuring economic security are formed from the economic opportunities for creating jobs, the level and degree of protection of the population’s income, existing long-term economic growth, and the level of competitiveness of the economy. The revealed relationship between the considered concepts demonstrates the importance of re-industrialization processes based on innovations and formalized using digital technologies for solving priority strategic tasks of industrial development in the system of ensuring economic security.

Organizational aspects of the strategic analysis of the enterprises of the arctic Norilsk metallurgical cluster

Annotation.

Purpose: to present and characterize the main organizational aspects of the strategic analysis of the enterprises of the Norilsk Subarctic metallurgical cluster, revealing the main provisions of the methodological approach to its implementation. Discussion: to achieve this goal, the authors briefly considered: the methodology and informational basis for the analysis of the external environment of the micro-, meso- and macrolevel; a methodology for a comprehensive assessment of the internal environment, which integrates assessment data of its production and non-production components. The procedure for the formation of a graphical model for reflecting the state of the external and internal environment, which clearly represents the position of an enterprise in the Arctic Norilsk metallurgical cluster under conditions of exogenous impact and in the context of the main strategies of corporate development (inertial strategy, strategy of intensive development, strategy of extensive development, recessive strategy). Results: the presented methodological approach can be used to formulate strategic and tactical management decisions by the heads of enterprises for the processing of recyclable copper that are part of the Arctic Norilsk metallurgical cluster, and also adapted to the activities of other metallurgical enterprises.

Results: the development of social and ethical marketing has led to the formation of the so-called consumer society, in which materialistic values are of primary importance, and which largely determines all economic and socio-cultural processes of our time. As a kind of protest to traditional values and attitudes in the consumer society, alternative consumer behavior practices based on the principle of priority of intangible values appear, strengthen and develop, which leads to changes in consumer behavior.

The scheme of marketing communications in the digital environment of a service organization has been clarified. Identified bottlenecks of digital transformation and transition to remote work in the service sector. Results: current trends in business transformation using digital technologies lead to the fact that the demand for specialists capable of working in a remote (digital) format is growing. Working forms are being replaced by non-standard ones: flexible working hours, remote meetings, project work.

Diagnostics of territorial imbalances in the russian economic space

Annotation.

Purpose: to study the current problems of the spatial development of the Russian Federation and the tools for its diagnosis. Discussion: the article provides a scientific search for relevant approaches to the study of the characteristics of economic space within the regions, federal districts and the Russian Federation as a whole. Scientific approaches to the diagnosis of territorial features are analyzed, a conclusion is made about the need to significantly reduce territorial disproportions and monitor problem situations and the sources of their occurrence, in relation to specific problem locations as an extreme form of instability of socio-economic processes. Results: substantiated the main indicators and factors of territorial imbalances that have formed within the federal districts and the country as a whole. The rating of the constituent entities of the Russian Federation is calculated by the main indicators characterizing the level of spatial inequality. The monitoring has shown the urgency of solving such important tasks of the spatial development of the Russian Federation as increasing the accessibility of remote regions, increasing their connectivity with the main regions (economic poles), as well as comfort for the population. These tasks are among the most important strategic goals of the state, which will have to be addressed in conditions of external instability, a complex political environment and the interest of western countries in destabilizing the Russian economy.

Ensuring social and ethical parameters of advertising as part of the development of modern marketing

Purpose: to study the issues of advertising ethics and the correctness of methods of influencing the consciousness of consumers. Discussion: the article analyzes the ethical aspects of advertising. Developments are proposed that make it possible to move from prohibited mechanisms of adherence to ethical standards in the production of advertising products to voluntary control and expert procedures that ensure compliance with ethical restrictions at each stage of advertising production. Results: the presented author’s approach to the formation of the assessment system is focused on counteracting unethical advertising, and can also be used to highlight advertising that actively uses various value attitudes, referring to socially ideal values or to individually material ones. If the sum of assessments of the socio-ethical correctness of advertising for a long time testifying to its ethics can be considered as the level of implementation of socio-ethical attitudes, then the number of assessment procedures, tests of advertising for ethics is an indicator of its work on their development.

Because Since the 2020 crisis is associated with the coronavirus pandemic and people are afraid to visit public places, the delivery service has become one of the demanded service business processes, as a natural market reaction to changes in consumer behavior, linking the catering company with the consumer and reflecting the prospects of online services. Results: in this vein, the IT infrastructure, operational management and optimization of the efficiency of the delivery service, as well as the marketing promotion of the enterprise service based on the CRM system and cohort analysis are relevant, which is the focus of this article.

The frame analysis of managers’ notion about target market characteristics: a significance of business strategy expected effectiveness

Annotation.

Purpose: to study the structures of managers’ perceptions of the target market, obtained during a questionnaire survey of practicing managers, the results of which were compared with the reference structure of the Target Market and Business Strategy frames, formed on the basis of interviews with experienced experts. Discussion: on the basis of the results of expert polls, frames were formed that characterize the reference structure of ideas about the properties of the target market and business strategy. An incomplete correspondence of the ideas of practicing managers to the “reference” structure was found; the most significant differences relate to the assessment of the role developed for the implementation of the business strategy in the target market, the functional strategies that form the business strategy, as well as the use of M. Porter’s typology of business strategies. Results: The results obtained indicate the feasibility of using frame analysis to identify defects in managers’ perceptions of the target market and business strategy.

Social capital as a resource of regional development

Purpose: to consider social capital as one of the components of regional development. Discussion: Social capital is not always taken into account in regional development research. This often leads to the following negative consequences: the trust of a social group to the government is reducing, oligarchic structures are strengthening, and the level of corruption is growing. Applying the matrix of negative social capital, authors has analyzed the directions of its influence on the formation of programs for the socio-economic development of regions in the Russian economy. As the result, it was found that economic entities, not being members of the oligarchic structures, can not avail tax benefits and have some difficulties while obtaining state support. Results: Inadequate attention to social capital has led to increased corruption. It acts as a key barrier to the involvement of large enterprises in the socio-economic development processes of the regions of the Russian Federation.

Strategic planning of industrial park residents’ activities

Annotation.

Objective: to study the process of developing a business strategy (BS) by companies-residents of industrial parks (IP); the organization of the strategic process in private IP and in IP created on the basis of public-private partnership (PPP) was analyzed. Discussion: the BS is the main tool for creating a competitive advantage, while it is a set of functional strategies( FS), each of which characterizes the organization of a specific function implemented by the company in the target market. Creating a database usually involves several stages, where appropriate strategic tools are used to process the information received. During the research, the characteristics of strategic planning implemented in practice were compared with the elements of the “reference” process described by experts. Results: when studying the content of the real process of developing the BS of resident companies, it was found that entrepreneurs (owners/managers of resident companies) are largely focused on markets with guaranteed sales opportunities (mainly within the framework of participation in regional economic programs). Another feature of the BS developed by entrepreneurs is the focus on price competition; when forming the product portfolio and developing the FS, the IP managers ignore the opinions of external experts and a significant part of the available analytical data. The results obtained are discussed from the point of view of the advantages of IP organization based on PPP, which allows using analytical data, as well as the strategic planning skills of well-trained employees of management bodies.

It has been proven that the development of the sustainability of a corporation’s product supply chains in relation to three dimensions is influenced by the use of operational management aspects to minimize non-value-added technological operations in order to achieve operational efficiency. Investigated the traditional division of labor and the demarcation lines between types of economic activity in industry have changed. Results: Currently, more and more attention is paid to the study of distribution infrastructure for reverse logistics, as more and more researchers realize the economic, social and environmental benefits of its effective management. Purpose: to study the expansion of the methodological groundwork in the field of strategizing the development of territories based on the use of a set of instrumental solutions integrated into the process of the agglomeration-concentrated approach. Discussion: the formation of any strategy for the development of territories requires the development of new provisions in the management process, which should take into account various aspects of a socio-economic nature. The agglomeration-concentrated approach implies new contours of development and the development of new provisions in the process of territorial management, which justifies the chosen topic of work, being an important issue of the regional economy. The methodology of the article consists in identifying the fundamental sequence of the process of forming a regional development strategy, which makes it possible to implement economic policy in the constituent entities of the Russian Federation, matching it with the socio-economic policy of individual agglomerations, districts and municipal districts. Purpose: to analyze the possibility of creating eco-industrial parks as an instrument of environmental industrial policy implementation using an example of an interregional eco-industrial park in the Cisuralian area. Discussion: the article discusses the perspective of implementing environmental industrial policy of the Russian Federation by means of forming eco-industrial parks (EIP). An argument is presented for a connection of EIP with already implemented environmental industrial policy, i.e. best available techniques. A concept of forming an EIP in the Cisuralian area is provided as an example. Global experience of EIP or industrial symbiosis is examined (China, Japan, United Kingdom, Finland). Results: it is demonstrated that EIPs are capable of playing a major part in implementation of environmental industrial policy. Formation of an interregional EIP will allow to improve economic and social integration of regions and to facilitate achieving the goals of the Russian Federation’s strategic planning and sustainable development goals.

Results: Based on an analysis of information from major global sources, it was concluded that the implementation of the green economy concept strengthens sustainable production, marketing and consumer chains by increasing social, economic and environmental benefits. The formation of a green economy and sustainable development contributes to a significant reduction in environmental risks, solving the problem of environmental scarcity, increasing human well-being and social justice. Sustainable development of industrial systems is based on environmental requirements, energy efficiency, the use of voluntary sustainability standards, environmental labeling.

In modern economic conditions, one of the causes of inflation is inflationary expectations – forecasts of economic entities regarding the development of inflationary processes in the future. This work is devoted to the analysis of the most significant factors affecting the inflation expectations of individuals and legal entities in the Krasnodar Territory. The relevance of the problem under study is due to the fact that the nature of inflationary expectations largely determines the results of disinflation programs aimed at improving the effectiveness of economic policy. Results: the practical significance of the results obtained during the research is that the conclusions and suggestions contained therein are aimed at increasing the level of understanding of the inflation process, including the effect of inflationary expectations of the population on the process of its formation. A correlation and regression analysis of inflationary expectations factors identified during the survey of individuals and legal entities was carried out to further explore possible ways of developing the state’s anti-inflationary policy, including by developing a mechanism for managing inflationary expectations that can be applied today.

Implementation of the best available technologies in Azerbaijan

Purpose: to present the results of a study on the implementation of the best available technologies in the enterprises of the Republic of Azerbaijan. Discussion: the study presents approaches to the terminology of “sustainable development”. The table shows the indices of sustainable development of countries for 2019, including Russia and Azerbaijan. The author defines BAT as innovative technologies used in the production of goods and services with the least negative impact on the environment. Pollutants released into the country’s atmosphere from stationary sources are presented. The paper gives a formula for calculating the economic efficiency of the technology. The research results highlight the decision-making process when evaluating the cost effectiveness of enterprises ‘ transition to BAT. Recommendations are given to industrial enterprises and the Ministry of ecology and natural resources of Azerbaijan to switch to BAT. Results: to increase resource efficiency and reduce the negative impact on the environment, it is necessary to carry out comprehensive measures. Greening and transition to BAT in Azerbaijan is undergoing its initial development. The set of measures should consist of state support and proper treatment of the environment by the population.

To meet the difficult task of balancing industrial development and environmental aspects, it is necessary to use all available reserves. The priorities of the environmental industrial policy outlined in the article are a reflection of the priority national goals and strategic development objectives of the Russian Federation. Among the main tasks is the creation on the territory of the Russian Federation of infrastructure for the development of complex industrial production, using, among other things, the material resource of waste and secondary resources. Results: international experience in the implementation of industrial policy shows that reindustrialization leads to an increase in the role of state regulation and planning of industrial development in both advanced and developing countries. The modernization of industry, which ensures an increase in resource efficiency and a decrease in the negative impact on the environment, as well as contributes to the involvement of secondary resources in the economic turnover, is the basis for the implementation of the environmental industrial policy of the Russian Federation.
