Features of the formation of the organizational structure

of an innovative company at various stages of the life cycle

Annotation.

Purpose: to consider the features of the formation of the organizational structure of an innovative company. Discussion: the study was conducted using the methods of questionnaires and interviews with individual participants, comparative and factor analysis, synthesis, modeling, grouping and generalization method, tabular and graphical methods of data visualization. The respondents in the survey were participants in the TechUp rating and participants in the Skolkovo Foundation. The theoretical basis of the study is the organization life cycle model of Hanks S.Kh., Watson K.Zh., Jansen E., Chandler G.N. for high-tech companies, as well as scientific papers and monographs by domestic and foreign scientists and researchers on organizational design, life cycles of organizations, the impact of organizational structure on the results of innovative activities of companies. Results: as a result of the study, the contextual factors that determine the design of organizational structures of innovative companies (IC) were identified. Factors are ranked by importance at the stages of the life cycle according to Hanks S.Kh. Scientific and methodological recommendations are proposed that describe the procedure for considering contextual factors when designing the organizational structure of an IC. The results of the study show that personnel is one of the key contextual factors in the design of an innovative company, at the same time, managers do not always realize when and how this factor has an impact.

The role of network structures in the development of spatial integration of regional economy

Annotation.

Purpose: to consider the phenomenon of network structures and their influence on the integration processes of the region’s economy. Discussion: the article proposes the definition of network structures depending on the object and subject of research, describes the properties of global network communities and their role in the development of spatial integration of the regional economy. The study highlights the main actually existing types of networks that fit into a two-dimensional matrix, according to the strategic goals of the merging companies and the functions that the network structure performs. Results: in conclusion, networking options for effective regional development are proposed. Important at the stage of creating a network, as well as increasing their competitiveness, is knowledge, which is a special form of intangible resource in the post-industrial economy, contributing to the creation of the core competencies of all its participants and the entire network as a whole.

Annotation.

Purpose: to consider the impact of benchmarking social and ethical marketing standards on the environmental education of young people and the formation of a range of career guidance services at the university. Discussion: managing the effective activities of universities, their role in the development of societies, associated with the function of educating young people, including the focus on environmental education of young people, which is significant at the present stage of development of society, is implemented already at the stage of formation and promotion of career guidance services. It is substantiated that in this range of management decisions, benchmarking of social and ethical standards of university marketing plays a key role. Results: the formation of benchmarking assessments of the SESM will allow building career guidance work in a new way, increase the responsibility of organizations operating in the field of constitutive services, and will qualitatively improve interaction with consumers and the efficiency of market mechanisms. All this, ultimately, is an important factor in the competitiveness of higher education, which should also be involved in career guidance in the implementation of social and ethical marketing in the environmental education of students.

Purpose: to study managerial and political decisions in the social and infrastructural development of the territory based on the concept of “smart city”. Discussion: the article examines the role of management decisions in the social and infrastructure development of the territory based on the design of the “smart city” concept. The very concept of “smart city” is interpreted as a management strategy for territorial development. The authors clarify client-oriented solutions for the use of information and communication technologies in managing the development of a territory based on the design of “smart cities”, which involves assessing the participation of the “smart city” concept in the transformation of territories based on ICT. Results: “smart cities” are becoming a place of attraction for intellectual capital in the person of highly educated individuals involved in the problems of ensuring the future of territories based on the adoption of the targets of the concept of sustainable development and realizing their communication capabilities within the framework of modern ICT.

Issues of management of social and infrastructural development of Russian regions

Annotation.

Purpose: to consider the issues of managing the social and infrastructural development of Russian regions. Discussion: the article actualizes the issue of the need to find a managerial approach to the socio-infrastructural development of Russian regions, since pronounced specializations (for example, tourism) are not able to fully provide the socio-economic system with resources for self-adaptation and prompt recovery in the current realities. Territories need a full-fledged audit and search for an effective management strategy for social and infrastructure development, which involves a set of diversified sub-strategies that create a choice of opportunities for positive evolution. Results: an approach to compare infrastructure development indices characterizing social, economic and spatial blocks can contribute to the choice of best practices and the implementation of management in other territories based on the established management approaches in the leading regions. This also implies the concentration of efforts, according to the managerial approach of spatial interaction, on the interests of all representatives of target audiences in developing regions.

Marketing tools of the corporate culture of the transport and logistics business

Purpose: to study the diagnostic features of the corporate culture of the transport and logistics business. Discussion: the article clarifies the essence of the concepts of “organizational culture” and “corporate culture”. Methods for diagnosing employees of departments of a railway enterprise about existing and preferred types of corporate culture are outlined, the results of employee surveys are presented, and the strengths and weaknesses of the cultural order of a department of a railway enterprise are systematized. The article reveals the features of diagnostics of corporate culture in the divisions of a railway transport enterprise. Results: the actual and desirable types and suborders of organizational culture have been identified, a high degree of development and strength of the culture of Russian Railways units has been proved. The integrative and multi-level structure of the organizational culture in the subdivisions of the railway corporation, as well as the possibility of diagnosing its existing and desired state at the levels of top managers, confirmed.

Competence-based approach to HR management in conditions of sanctions limitations

Annotation.

Purpose: to determine the essence of the competency-based approach, to study the possibilities of its application in personnel management in the context of the imposition of sanctions against Russia by Western countries. Discussion: considering the changes that have arisen at the enterprise level, we should first of all mention the personnel management system: since the basis of any organization is people, personnel management in the current conditions becomes critical and takes on special importance. In particular, it is assumed that a competency-based approach to management, based on a comprehensive analysis of the personal and professional characteristics of an employee, as well as the subsequent assessment of the prospects for their implementation, has extensive application possibilities with increasing pressure from the West and can help managers solve problems within the current and strategic management. Results: based on the analysis of sources, the essence of the competence-based approach in personnel management was determined; established the relationship between the concepts of “competence” and “competence”; the main approaches to the definition of competencies were studied, some systems for assessing competencies were considered; assessed the impact of sanctions restrictions on the labor market in the Russian Federation; an outline model for the formation of general competence has been developed, based on competencies that are relevant in the near future, provided that the trends towards the nationalization of the Russian economy and a moderate focus on reliable foreign partners continue.

Purpose: to study modern trends related to HR technologies, establishing relevant relationships between HR management and economic sustainability. Discussion: the article contains a theoretical justification for the use of the “general views” approach in modern conditions, based on the division of ideas and principles of the employee by the employer, in particular, through logical judgments, a relationship has been established between such a personality quality as patriotism and its positive impact on the economic well-being of the organization. Results: the result of the research work was the establishment of relationships that arise between the current trends in personnel management and the formation of relative tolerance to market fluctuations, in particular: the prospects for the development of human resources in the field of information technology in the Russian market were assessed; after substantiating the role of industrial conflict management in ensuring economic stability and analyzing the issues of anti-crisis personnel management, a mechanism for preventing industrial conflicts in modern conditions; the approach of “general views” is proposed, which makes it possible to increase the attractiveness of the employer company, strengthen the HR brand and form a positive image of the organization by means of searching and influencing the reference points.

For a retail enterprise that implements a growth strategy with the development of market niches, a massive dissemination of information about the enterprise and about the innovative product is required, which implies the adoption of a promotion strategy. Results: the relevance of the study is explained by the ever-increasing need of the modern generation, the formation of new behavioral patterns for buyers and manufacturers in the digital economy, as well as the need for industrial sector companies to use modern marketing platforms in innovation positioning technology.

Intersectoral balance is the basis of the methodology of economic justification for the implementation of digitalization projects of supply chains

Annotation.

Purpose: to substantiate a modified model of the inter-sectoral balance of production and consumption of goods and services in the context of the introduction and use of digital solutions by participants in supply chains. Discussion: the following methods were considered in the article: matrix modeling, supply chain modeling in the form of “input-output”, balance method, forecasting based on the solution of a system of algebraic linear equations. The author presents the factors that cause a change in the existing methodology for constructing intersectoral economic models under the influence of digitalization, and proposes a modified intersectoral balance model that reflects the values of the cost of products and services of supply chain participants and assesses the parameters of the effects of using digital systems. Results: the study involves the creation of modified models of input-output balances of industries and supply chain participants, which, in addition to the parameters of the cost of products and services, reflect estimates of the effects of digitalization, correlated with the costs of using digital technologies and services.

Applying the best available techniques concept for the technological transformation of industry under the energy transition conditions

Purpose: to develop approaches to applying the concept of best available techniques (BAT) for the development of the effective mechanism for the low-carbon transformation of Russian industry under the energy transition conditions. Discussion: the article describes drivers of the fourth global energy transition. Authors emphasize that in order to re-structure the industry, it is necessary to form a comprehensive government regulation based on the standardized BAT concept approaches. Results: It is proposed that the priority attention should be paid to the development of the methodological basis necessary to make substantiated regulatory decisions. Authors amplify the new term “specific greenhouse gases emissions indicators” and identify possible directions of the practical application of such indicators for developing the mechanism of the low-carbon transformation of industry. It is underlined that positive mechanisms for motivating the industry are needed and that these mechanisms should be based on the system of indicators characterized by the repeatability and reproducibility.

Purpose: to study the current state of the personnel management system, including from the point of view of development prospects and the possibility of adapting to instability in the labor market. Discussion: the article analyzes the experience gained by researchers in the issues of strategic personnel management in the context of the formation of current trends, and suggests alternative strategies for the development of the organization’s human capital. It is noted that one of the key aspects that form the conditions for the dynamic development of the Russian economy is the use of strategic management as an effective tool for managing human capital. Achieving the goal of the study was made possible by using the method of expert assessments, system analysis, deduction and induction. Results: the conducted research allowed: to determine the essence of strategic personnel management; identify the benefits and justify the relevance of strategic personnel planning; to characterize the stages of setting goals in the formation of a strategic management system; evaluate the possibilities of using PEST-analysis in strategic personnel management.

Conceptual approaches to the analysis of the labor market in the conditions of the formation of a new socio-economic way

Purpose: to identify and substantiate the patterns of evolution of labor potential from the standpoint of finding reserves for sustainable economic growth. Discussion: the article discusses the features of the processes of reproduction of labor potential in the context of the transformation of socio-economic relations. Based on the principles of the theory of economic cycles, the theory of generations, the specifics of changes in the modern labor market are considered and directions for improving socio-economic policy are proposed. The hypothesis of the study is to substantiate, taking into account scientific and practical experience, the assumption that taking into account changes in the labor potential makes it possible to identify areas for increasing the stability of the economic system. Results: the development of theoretical, practical provisions is presented that provide a leading socio-economic policy, which will directly affect competitiveness and growth rates. The directions of regulation of the labor market and the reproduction of labor potential are substantiated, including the focus on highly qualified personnel, the transition to advanced training, the development of remote jobs, the retention of highly qualified personnel, and ensuring personnel security at the state level.

Digital transformation of the business process management system of a business subject

Annotation.

Purpose: to develop methodological foundations for the digital transformation of the business process management system of a business entity. Discussion: the article discusses the theoretical and methodological aspects of the digital transformation of the business process management system, which provides the possibility of a radical increase in production efficiency through optimal and operational management of financial, economic and production activities. The object of research is the business process management system. The subject of research is the business processes of operational and commercial activities. The digital transformation is positioned by the author as a radical reformatting of the production, commercial and operational activities of an economic entity due to the replacement of existing technologies with digital ones, which include artificial intelligence, big data, machine-to-machine interaction, digital design, etc. Results: based on the logical basic five-level architecture of the control system , describes the internal structure of business processes, focused on the upper levels – business, service and relationship management. It is shown that the internal goal of digital transformation is the redesign of business processes, which provides a significant increase in their efficiency, the external goal is defined as the promotion of products, services and services with high added value to the market, while, since the transformations are carried out simultaneously in several focal planes of the enterprise, it is required effective management system. The concept of a business process management system based on a goal-oriented integrated business model of an enterprise has been developed. The basic principles for creating a business process management system are described. The results of this study form the basis for the subsequent formation of a strategy for the development of digital production and the development of specific applied technologies for the practical implementation of digital transformation projects.

The article indicates the main contradictions that cause unstable trends in the development of socio-ecological and economic systems at the regional level, which determines the need to develop qualitatively new approaches to ensuring the development of these systems. The starting point for growth in the current realities should be mutually beneficial cooperation between regional businesses, governments and the local community. Results: one of the tools for sustainable regional development, the article proposes the use of corporate social responsibility, in particular, the issuance of so-called “green” bonds, the funds from the placement of which are directed to the implementation of large environmentally oriented projects.

Purpose: to study the development of methodological approaches to the formation of students’ competencies in the context of digitalization. Discussion: the article reveals the concept of competencies, as well as a list of competencies that should be formed in students of higher educational institutions; lists the types of end-to-end digital competencies; the algorithm for updating the main professional educational program of higher education (OPEP HE) is shown. In addition, the authors describe methods for improving the qualifications of higher education teachers, characterize the expected results of studying competencies in higher education students during digitalization; clarified the list of tools that contribute to the formation of students’ competencies and improve the quality of their training; the ecosystem of additional professional education of a higher educational institution has been updated. Results: any higher education institution should be focused on developing a strategy that meets the conditions of its functioning and the formation of professional and personal competencies of students in the digital economy.

Purpose: to substantiate the institutional distinction between the spatial and socio-economic policy of regional development through theoretical and methodological analysis. Discussion: the article substantiates that there are reserves for increasing the efficiency and effectiveness of regional development associated with the fullest possible consideration of the spatial factor in the processes of regional strategic goal setting. On the basis of the explication of political-forming elements of an organizational-methodical and instrumental-applied nature, a distinction is made between the subject-object spheres of the policy of spatial and socio-economic development of regional subjects. Results: Synthetic mechanisms for erasing tectological boundaries between two types of regional development policy are determined. The results of the study can be used in further theoretical and applied research in the field of regulation of regional development, the formation of holistically effective tools for its stimulation and support, as well as in the system of regional and municipal management.

Purpose: to consider the territorial and sectoral clusters of small-scale subjects in the agro-industrial complex. Discussion: the article is devoted to the conceptual and methodological substantiation of various options for activating and introducing associative cluster forms of organizing a small-scale commodity structure in the agricultural sector of the economy based on an agglomerative-concentrated approach. It is shown that the domestic and world practice of organizing productive forces, including in the agricultural sector, has developed enough model options that are rational in certain regional conditions. Results: Based on the consideration of the functional features of territorial and sectoral clusters in the matter of ensuring food security, assessing the role and advantages of various institutional actors of the small-scale commodity structure in their activities, the most rational options for associative cluster transformations in the agricultural production sector were determined. At the same time, interregional differences in the level of development of regions were taken into account. The article can expand the basis for practical activities in the field of improving the mechanisms for ensuring food security and conducting further scientific research.

The effectiveness of the rail transportation system in the context of the emergence and growth of a private fleet: marketing and operational aspects

Purpose: to consider the effectiveness of the rail transportation system in the context of the emergence and growth of a private fleet. Discussion: the effective organization of ensuring the transportation of goods for the elimination of emergencies and other cases of state transportation is the correspondence of the volume of transportation to the availability of a working fleet of the necessary rolling stock, as well as ensuring the timing of loading and delivery times. The main measures that need to be taken to improve the efficiency of the system for providing state transportation with railway rolling stock (in particular, in emergency situations) are measures to increase the working fleet, the speed of collection and loading of freight cars, as well as to reduce the time of transportation to the destination. Results: further consideration of the proposed activities in the process of modeling the system in a private park using economic indicators will provide an opportunity to obtain results that will allow us to evaluate their practical significance.

Purpose: to conduct a quantitative assessment of the impact of the library as a social institution on the level of education of society. Discussion: The socio-political and economic transformations of the last decades have logically led to a change in the functioning of libraries, which are the concentration of information resources of society. The library, playing the role of a social institution in the conditions caused by the global processes of digitalization of the economy, performs the most important adaptive function, contributing to social stability, expressed in the preservation, exchange and dissemination of the accumulated spiritual, scientific and technical potential. This, in a way, unique position of libraries in the socio-economic system of the state predetermines the need for the formation of new, innovative approaches to managing their activities. The object of research is the library as a subject of socio-economic activity in the information environment. The subject of the study is the processes of storage, processing and dissemination of knowledge in the conditions of uncertainty of their receipt. Results: the integration of modern technologies into library activities, providing the relationship between the physical and virtual worlds, will bring the library to a completely new level of relationships with readers and significantly increase the efficiency of information use. The further direction of the author’s research is the development of tools for strategizing the digital development of a modern library.

Purpose: to research the mutual formation of strategic marketing and management inside the economic theory, to identify their interrelation and interdependence. Discussion: in the article the “strategy” terminology analysis is conducted, its essence characteristics is identified, and attention is also drawn to the fact that in the terminology of various authors, the concept of “strategy” of insufficient reveals the factors of the external environment, internal resources and organizational abilities of the business. The analysis of the interrelated formation of strategic marketing and management is carried out, methods and tools of joint use are identified in the formation of the strategic vector of the organizational development. Result: strategic marketing is indivisible related to management of the organization, which is very relevant in times of instability, while the essence of strategic marketing is the development of long-term growth for the company’s market to achieve the desired market position, taking into account the most optimal distribution of available unique resources and dynamic abilities of the company, effectively adapting to changes in the external environment.

The role of innovative technologies of high-speed traffic of railway transport in infrastructural development of regions

Annotation.

Purpose: to consider the role of innovative technologies of high-speed railway transport in the infrastructure development of the region. Discussion: the formation of modern regional centers and interregional cooperation programs leads to a significant increase in both the road network and the intensity of traffic flows, which, in turn, increases the negative impact on the environment. Accordingly, these factors should be taken into account in the development of transport and infrastructure development policies. This primarily applies to the design and construction of innovative high-speed rail transport systems that can take on large volumes of passenger and freight traffic and create additional potential for interregional connectivity and integration of agglomerations of different levels. Results: such innovative rail transport systems should be characterized by high operational reliability, safety (by orders of magnitude superior to road transport) and high levels of comfort. In the article, the authors consider innovative models for the development of railway transport, including two recognized technologies for high-speed traffic: HSR (high-speed lines) and magnetic levitation transport systems (MLTS), which provide high operating speed and minimize the negative impact on the environment.

However, companies that give digital technologies a physical form and impetus for development in the field of high technologies also play an important role in the development of the digital economy. Therefore, in order to achieve digital maturity, it is also necessary to attach importance to the development of the semiconductor industry. Results: the article analyzes the world market of semiconductor components, considers a certain nomenclature list of manufactured products in this industry. The features of the domestic semiconductor industry are revealed, and benchmarking with world trends is carried out. Conclusions are drawn regarding the state of the domestic semiconductor industry.

The analysis of the norms of state regulation in terms of the implementation of the economic activities of such organizations, including their changes due to the current political situation in the world in relation to the Russian Federation, legal entities and individuals, was carried out. The article deals with the problem of the impossibility of ensuring the basic principle – information openness, established in the legislation on the procurement of goods, works, services by individual legal entities, which include, among other things, such civil aviation transport organizations as airports and large airlines with predominant state participation. Modeling the intercondition of processes of reproduction of health capital and regional development on the basis of the cognitive approach

Purpose: to consider modeling the processes of reproduction of health capital and regional development. In this regard, we can rightfully state that it is the skillful management of this most important resource that contributes to the achievement of many strategic goals facing the Russian regions. Based on the use of cognitive modeling tools, the article developed scenarios for the development of the processes of reproduction of health capital and regional development. Results: the constructed scenarios show that an increase in the degree of support for the processes of reproduction of health capital by regional authorities leads to a significant improvement in the parameters that reflect the development of the absolute majority of the key elements of the model of reproduction of health capital at the regional level. At the same time, the greatest progress is being made in the development of such elements as health capital, the health care system, the cost of health care services, regional development and investment. It is noted that the key conditions for the formation of an effective mechanism for managing the health capital of the population of the region is to ensure the systemic nature of the impact on the process of reproduction of this capital at the territorial level, as well as the adaptability of this process to constantly changing conditions.

Monitoring of factors influencing the cost of medicines

Purpose: to monitor and benchmark factors that affect the cost of medicines. Discussion: The modern pharmaceutical market provides a wide range of medicines with different characteristics and a wide cost range. The article examines the factors that affect the cost of drugs with the construction of mathematical models of their cost. With the help of correlation analysis, the basic factors that have a significant impact on the price of medicines have been identified. Using regression analysis, models were built that estimate the cost of different categories of medicines. Results: the analysis made it possible to show the dependence of the cost of medicines on the conditions of storage and transportation, on packaging and the country of origin. To a lesser extent, the price depends on the category of ATS and the list of Vital and Essential Drugs. In other words, all medicines belonging to the same group do not have pharmacological differences, and differences in their price are due only to marketing factors.

Discussion: the article discusses the features of the production process from the point of view of human nature, i.e. establishing interdependencies between efficiency and performance potential. The combination of the target interests of the subject of relations makes it possible to economically achieve results both at the micro and macro levels of the economy. It should be recognized that the existing management mechanisms, in terms of potential efficiency, have exhausted themselves. In order to overcome urgent problems, it is necessary to rethink the management mechanisms in terms of target priorities for growth and capacity development. Results: the development of theoretical, methodological and practical provisions is presented, involving organizational and technological renewal of production, which should interconnect motivational interests with the aim of developing production, which necessitates the development of new strategies for managing resource potential. The materials presented by the authors of the gross domestic product and the population of the countries of the world, their specific weight allows us to form an idea of the production process of national economies. This determines the consideration and disclosure of certain international unions and their goals, to identify the negative and positive sides of the globalization of the economy. The advantages of each type of transport in the considered direction of cargo transportation are highlighted, the main of which are: reliability; universality; large load capacity; possibility of transportation of non-standard cargoes, bulky, dangerous. Results: in today’s difficult conditions caused by sanctions and restrictions, it is necessary to adapt to new realities: the closure of the airspace of many countries, the sea blockade require a revision of the established supply chains. Changing suppliers in the market leads to a change in supply routes. Freight traffic from China to Russia has not changed much, most of the goods are sent by rail, in second place is sea transportation. Implementation of sustainable development goal 7 (SDG 7) in African countries: assessing the progress achieved to date

Purpose: to assess the progress achieved to date in implementing the Sustainable development goals in African countries with special reference to Goal 7 of the SDGs. Discussion: criteria for assessing the level of accomplishment need further consideration. Africa is the least developed continent in terms of its population’s access to electricity. A significant difference is noted in the rates of access to electricity between the North African countries and South Africa on the one hand and the Sub-Saharan states, on the other. A big gap is also present in the access to electricity between urban and rural population. A review of the energy resources available in the African states has shown that the most promising resource is solar energy. Results: Utilisation of solar energy does not require long-distance transmission lines and may provide the population with access to electricity in a relatively short period of time. The exploitation of other energy resources particularly hydropower takes a considerably longer period of time and requires bigger financial resources. Apart from electric energy it is necessary to accelerate efforts to provide the population with clean cooking fuels. Reorientating part of official development assistance could help quicken the process of Africa’s electrification.
