Issues of implementation of financial and production trends in the economic sphere in the strategy of socio-economic development of the region (on the example of the rostov region)

Annotation.
Purpose: to consider the implementation of financial and production trends in the economic sphere in the strategy of socio-economic development of the Rostov region. Discussion: the article actualizes the understanding of the role of the strategy of the socio-economic strategy of the region in its positive transformations. Using the example of the Rostov region, the authors analyzed the indicators of the development of the region laid down in the strategic documents in a number of areas, identified the main trends in the regional economy, and also identified the breakpoints of the planned and actual development indicators presented in the strategy for socio-economic development. Results: conclusions are drawn about the need to supplement indicators and indicators related to the implementation of the goals of the socio-economic development of the region, which will allow, based on the trends in the economic sphere, to improve the corresponding strategy and, on its basis, to implement positive evolutionary changes in the regional economy.

Digital transformation of agriculture in russia: current situation, forecast changes and marketing-management features

Annotation.
Purpose: to consider the main trends and problems in the development of digitalization in the field of Russian agriculture. Discussion: the article updates the importance of digital transformation for the agricultural production in Russia, taking into account the need to ensure food security and technological sovereignty. Based on an analysis of the current situation and a forecast of changes in the demand for digital technologies, as well as objective difficulties in deepening digital changes, the authors conclude that it is necessary to form an integral ecosystem of digital agriculture, including not only planning, managing and controlling digitalization processes, but also the participation of all stakeholders and their business processes. Results: in the current situation, in order to achieve the target setting for ensuring technological sovereignty in the field of agricultural production in Russia, it is necessary to deepen the digital transformation being implemented in relation to it. The implementation of measures in conjunction with the steps already being taken will make it possible to achieve the forecast indicators and deepen the processes of digital transformation in agriculture.

Research of regional and marketing aspects of import substitution policy formation

Purpose: to explore the process of forming a regional policy on import substitution as one of the effective tools for the socio-economic development of regions in modern realities. Discussion: first of all, the article discusses the content of the concept of “import substitution”, defines approaches to the formation of import substitution policy in the regions of Russia, as well as the positive effects of the implementation of this policy as one of the tools for developing and maintaining the security of the Russian economy. The features of the regional policy on import substitution in the Belgorod region were studied, as well as an assessment of the region’s foreign economic activity in the context of import substitution. The main problems of the implementation of the regional policy on import substitution, which are typical for the subjects of Russia, are characterized. Results: on the basis of the identified problems, the main provisions for the formation of a regional policy on import substitution in the Belgorod region were formulated.

Purpose: to consider the issues of import substitution in the energy sector of Russia. Discussion: The article explores the theoretical aspects of the restructuring of the world economic market and the reorientation of enterprises to their own production in the context of import substitution, which is the main task in the transformation of business in the conditions of the “new reality”. The government supports import substitution processes by helping businesses: establishes the priority of Russian goods in public procurement; allocates subsidies for the production of prototypes and pilot batches of products in the fields of mechanical engineering, equipment and instrumentation; improves customs regulation and administration; simplifies export controls; reimburses VAT for certain types of activities, etc. Results: recommendations are given regarding the introduction of innovations in the activities of domestic energy enterprises by the type of national technology initiative (NTI) and lean technologies.

Model of the level of economic protection of the interests of the region

Annotation.
Purpose: to study the formation of a model of the level of economic protection of the interests of the region. Discussion: in the context of rapid changes in the global economic environment, as well as growing threats, including military ones, leading to a sharp decrease in the economic potential of individual regions, and in some cases states, the issues of ensuring the economic security of the interests of the regions become relevant. In the course of the research, a general model of the level of economic protection of the interests of the regions was proposed. At the same time, the author’s approach to the formation and analysis of the model allows us to consider the level of security in the context of the mutual influence of its constituent factors. In addition, the author considers not only financial and economic factors affecting the level of security, but also social, demographic, and managerial ones. Results: based on the results of the study, during which the analysis of randomly modeled data was carried out, evaluated depending on the specified criteria in the scoring, a general model was obtained. The results of the study can be applied in practice by the administrative, managerial and statistical services of enterprises and government agencies.

Comparativistics of spatial structure of regions of agrarian and industrial type for the purposes of specification of regional economic policy (by the example of Belgorod and Rostov regions)

Annotation.
Purpose: to carry out the development of specific methodological approaches for operational diagnostics and identification of the spatial and economic profile of the regions of the agro-industrial type. Discussion: the article formed a set of organizational and methodological provisions for compiling a methodology for operational screening of the existing spatial profile of regions of the agro-industrial type. Practical testing of the developed logic for carrying out analytical actions and procedures was carried out on the factual basis of two typical regions of the agro-industrial profile – Belgorod and Rostov regions. Despite the relative similarity (isomorphism) of the sectoral structure of the economy, its spatial component and the archetype of the organization of the economic space in the two compared regions differ significantly. It is shown that as reference points of the spatial structure of the economy, it is advisable to use both the nodal (nodal) districts-leaders of the sectoral rating of economic development, and the cities of the second echelon, the growth of which most quickly reformats the structure of the spatial-economic “fabric” of the subjects. Results: the final recommendations on the use of the results of spatial screening for the purpose of clarifying and specifying the principles, approaches and provisions of the regional economic policy have been formed. The study can be useful for the regional management system, as well as in the context of a cycle of similar surveys for other regions.

Purpose: to study the regional aspects of the motives underlying the professional activities of modern specialists. Discussion: the study conducted in the article made it possible to highlight modern views on the regional nature of labor motives. At different life stages, labor motives will depend on a number of factors, for example, the presence of certain social roles, personality characteristics, working conditions, level of education, level of aspirations, etc. It seems to us legitimate to focus on the regional features of motivational mechanisms as the core of the personnel management functionality. Results: the essence is described, the conditions for the emergence of the motive of the professional activity of the employee are highlighted, various approaches are considered that describe the nature of the motive of labor, in particular, the possibilities of using psychodiagnostics are studied in order to determine the nature of the relationships that arise between the types of professional self-relationship and the activity of the subject of labor.

The views of scientists on the possibility of introducing technologies of the core of the sixth technological order are analyzed. Results: the mechanism for the formation of digital human resources in the regional labor markets is described, the content of the cluster of basic digital competencies is disclosed, the possession of which in the current conditions determines the prospects for the development of the regional economy. Regional management allows you to modify existing mechanisms and rules, taking into account the peculiarities of regional labor policy, as well as some inaccuracies and errors that occur at the initial stages of digital integration.

Purpose: The article explores the possibilities of using the advantages of Industry 4.0 in the context of industrial development in Russia. Discussion: Analysis is carried out on the basis of the presented strategic recommendations, which are based on current scientific research and theoretical foundations. Industry 4.0 represents a new phase of industry development, combining advanced technologies such as automation, the Internet of Things, machine learning and data analytics. The article justifies the importance of introducing Industry 4.0 principles into industry, explored the potential benefits and challenges associated with this process. Results: analysis shows that the use of Industry 4.0 technologies in the Russian industry can lead to improved production efficiency, optimization of processes and resources, as well as increased competitiveness. In addition, they contribute to the creation of safer and more sustainable production, reducing risks and improving working conditions than those that exist now. However, the successful implementation of Industry 4.0 in Russia requires consideration of several factors, such as cybersecurity, training and retraining of personnel, as well as cooperation between various stakeholders, including the government, industrial enterprises and research institutions.

Purpose: to assess the improvement of existing methods of monitoring the implementation of the socio-economic policy of the region. Discussion: the study substantiates the need to expand the methods of monitoring the effectiveness of the socio-economic policy of the region by assessing the satisfaction of the population with the activities of the authorities. For this, the provisions of the regional policy developed in the Rostov region, measures for its implementation and the methods of control used are analyzed. Results: supplementing the existing system of indicators of the effectiveness of regional policy with assessments of satisfaction with the work of government bodies and verification of the popularity of development programs. The proposed assessments are new and significantly improve the quality of information for making managerial decisions. The proposed approach makes it possible to clarify the quality and significance of the achieved results of regional policy, the rationality of spending budgetary funds, and to determine the directions for its improvement for the harmonious economic, social and political development of the region.

Rural territories of the region: trends and state regulation of development

Purpose: to develop proposals for improving the measures of state regulation of the development of rural areas in order to increase its sustainability. Discussion: this article attempts to determine the trends in the development of rural areas of the Republic of Mordovia, compare the indicators of their socio-economic development with the average Russian, average for the Volga Federal District; analysis of measures and instruments of state regulation of the development of rural areas, which largely determine the trends in their development. Substantiated are proposals for improving the program-target approach in the state regulation of the development of rural areas in order to achieve a balance in the development of the economy, social infrastructure, and improve the level and quality of life of rural residents. Results: the problems of development of rural territories of the Russian Federation and its regions require a comprehensive study. Despite a number of regulatory measures taken by the state in recent years, the development of rural areas of the country can hardly be called sustainable and inclusive. The goals of strategic documents on rural development should be recognized as unambitious and not meeting modern challenges.

Regional policy as an agent of digital transformation of russian regions

Purpose: to develop a comprehensive methodology for assessing the Quality Index of regional policy in the field of digital development of the constituent entities of the Russian Federation. Discussion: the methodology provides for ranking subjects according to an integral indicator, as well as in the context of four thematic areas that reflect key aspects of regional policy (availability of initiatives to create points of growth in the field of ICT; active participation of organizations in supporting projects in the field of digital development; assessment of the level of organizational support for digital development of the region; assessment of the completeness of the regulatory legal framework governing the digital development of the region). The basis of this methodology was the segments reflected in the documentation of the Ministry of Digital Development of the Russian Federation, the data for calculating the Index indicators were used official statistics from the Federal State Statistics Service (Rosstat). Results: the results of the calculations carried out using this methodology allow us to comprehensively study the structure of the digital development of the subjects of Russia, as well as make effective decisions in the field and strategic development of digital technologies in the regions.

Assessment of progress the strategy for the development of the waste management industry in the russian federation

Purpose: to analyze the results of monitoring the implementation of the Strategy for the Development of the Waste Processing Industry in Russia. Discussion: The Strategy of the waste recycling, treatment and disposal to 2030 was approved in 2018. This is the first strategic act directly aimed at the creating of an integrated waste management system, including the development of a national industrial industry and infrastructure for the treatment, recycling and environmentally friendly disposal of waste, its applying as secondary raw materials in the manufacture of products and the provision of services. Later, an action plan was also approved for the implementation of the Strategy, that placed the main emphasis on achieving its purpose and objectives in the field of improving legislation and regulatory methodological support for the development of a new industry and creating conditions that ensure the innovative development of the industry for the treatment, recycling and disposal of waste. Results: in progress based on several information sources, the manuscript analyzes the results of monitoring the Strategy implementation: positive trends, problematic issues and prospects for the new industry development are identified.

Dynamics of transformation of the semiconductor products market: assessment and forecast

Purpose: to study the dynamics of the share price, as well as to present a forecast for the further development of TSMC. Discussion: The article examines the dynamics of the semiconductor market using the example of TSMC, a world leader in the production of integrated circuits and semiconductor products. An analysis of the dynamics of the company’s shares is carried out using time series analysis tools: the equations of the main trend are built, the length of periodic fluctuations is determined. At the next step, based on fractal analysis, the real lag of the influence of previous periods is determined, which turned out to be 32 levels for a series of daily stock prices, 28 levels for a series of monthly values, and 26 levels for a series of quarterly value of shares. Results: at the last step, the hypothesis about the impact on the value of TSMC shares of scientific and technological progress in the 21st century is tested using the tools of cointegration analysis of time series. As a result, a forecast for the value of the company’s shares at 4 levels in 2023 was built.

Purpose: to develop methodological provisions for the economically sustainable development of the oil and gas complex in Russia. Discussion: in modern conditions, there is an increasing need to make well-considered decisions aimed at the sustainable development of the national economy. Of particular relevance is the development of methodological foundations for state regulation of the oil and gas complex (GR OGC) as a source of GDP formation, state budget revenues and export earnings. The OGC GR mechanism should function effectively in any situation, be involved in operational regulation and use reserves under special conditions. The oil and gas complex as an object of state regulation is considered from the standpoint of a system-functional approach. Methodological provisions are based on accumulated experience, have internal flexibility and practical applicability to internal specifics. Results: the developed methodological tools allow to increase the effectiveness of state regulation, to ensure the economically sustainable development of the oil and gas complex.

On the basis of the study, the directions for the development of industrial enterprises in the context of changes in the geopolitical and economic situation are substantiated. The significance of the results of the study lies in the fact that the main provisions and conclusions can be used in the formation of a set of measures and the development of recommendations for the formation of the industrial policy of the region. The impact of reserve requirements as a monetary policy instrument on macroeconomic targets

Purpose: to contribute to the discussion on the use of macroeconomic policy instruments to stimulate economic growth and achieve macroeconomic targets, to develop Tinbergen’s “target-instrument” approach. Discussion: The article develops J. Tinbergen’s approach to the development of economic policy from the standpoint of goals and tools. The aspect of time lags is included in the development of monetary policy from the position of “goals – tools”. The time lags of the impact of a change in the monetary policy instrument – the required reserve ratios – on the achievement of macroeconomic targets: GDP, inflation rate and unemployment rate for the period 2000-2020 are determined. in Russia, China, Japan, Norway, USA. Results: the study structured the principle of Tinbergen’s “goals-instruments”, taking into account the aspect of the time lag for the instrument of the required reserve ratios for a number of countries: Russia, China, Japan, Norway, the USA. The most significant relationship between the required reserve ratio and GDP was revealed: in Russia, the expected negative character is -0.66 with a lag of 15 months; in China, the expected positive character is 0.66 with a lag of 13 months. In Russia, the instrument of monetary policy, reserve requirements, works not only as an instrument of macro- or microprudential supervision, but also as a full-fledged instrument of monetary policy that affects economic growth. Correlations of the required reserve ratio with GDP, the inflation rate and the unemployment rate demonstrate the greatest relationship in Russia with the required reserve ratio and GDP of a negative (expected) nature, also with a positive (not expected) inflation rate and with a positive (expected) unemployment rate. The time lags of the correlation of the required reserves ratio with GDP and with the level of inflation in Russia are 15 and 14 months, respectively, with unemployment of 9 months.

Purpose: to update the elements of financial literacy in the face of high uncertainty in the financial services market. Discussion: the article discusses the main areas of financial literacy, current problems of developing financial literacy in the Russian Federation, financial skills and tools that can ensure financial well-being for every citizen of the Russian Federation. The Government of the Russian Federation is implementing a policy of increasing the level of financial literacy of citizens. Since July 2011, the project of the Ministry of Finance of the Russian Federation “Assistance in improving the level of financial literacy of the population and the development of financial education in the Russian Federation” has been operating in the Russian Federation. The main objective of the project is to form reasonable financial behavior among citizens, considered decisions, increase the protection of their interests in the field of finance and responsibility. Results: financial literacy of the population determines the financial stability of the country. The special attention of the state to this area emphasizes the importance of the ongoing changes related to the digitalization of public life, as well as education, advanced training and retraining in core and financial literacy topics.

Analysis of the impact of the transition to project financing of participants of the primary real estate market

Purpose: to identify the consequences of the transition of the domestic primary real estate market to a scheme of using project financing and to assess its impact on market participants. Discussion: the paper examines changes in quantitative and qualitative indicators of the real estate market, including the volume of housing commissioning and housing under construction, as well as the number of developers in the period after the legislative consolidation of the project financing scheme in 2018 to the present. Results: based on the results of the study, the author made conclusions about the growth of the volume of housing commissioned annually with a decrease in the number of developers. At the same time, the conclusion is substantiated about the increase in the share of housing being built by twenty leading developers of the domestic market due to the displacement of small players, mainly those who do not have access to project financing.

Assessment of the potential for the growth of municipal budget revenues due to the improvement of urban areas

Annotation.
Purpose: on the example of the cities of Pskov and Veliky Novgorod to assess the growth potential of municipal budget revenues due to the improvement of urban areas, as well as to describe possible limitations for achieving this growth. Discussion: the research was conducted based on the Urban Environment Quality Index (developed by the Russia’s national economic development institution VEB.RF), indicators of the Federal State Statistics Service and information from the municipal budgets of Pskov and Veliky Novgorod. The analysis makes it possible to assess the contribution of landscaping from the point of view of the budget structure, to estimate the amount of money lost annually and to draw the attention of city governments to the areas of the urban economy that need development to obtain a budget effect from improving the quality of the urban environment. Results: The potential of Pskov for the growth of municipal budget revenues is estimated at 171,6 million rubles per year. Nevertheless, during the analysis of the economic indicators of Pskov and Veliky Novgorod, it was found out that the conditions prevailing in the labor market in Pskov currently limit the possibility of increasing the value of land and real estate in the city.

Purpose: to explore fiscal instruments of environmental sustainability and assess the impact of fiscal incentives on the development of sustainable cities. Discussion: the issues of ecological fiscal stimulation of the development of territories are described; the evolution of building environmental taxation systems in the leading countries in terms of the number of sustainable cities in the Asia-Pacific region (Japan, Singapore, China) was studied; studied works on assessing the impact of fiscal incentives on the sustainable development of territories; substantiates the impact of fiscal instruments to ensure environmental sustainability on the rate of economic growth, company profits, the introduction of eco-innovations, pollutant emissions, including carbon. Results: the impact of environmental fiscal incentives on the development of sustainable cities is substantiated, a comprehensive approach to ensuring environmental sustainability in the Asia-Pacific region is identified. In particular, measures to improve energy efficiency have been identified and the widespread use of “green infrastructure” has been identified: renewable energy sources, the construction of “green” buildings and enterprises, recycling and waste recycling systems.

Annotation.
Purpose: to study the applied aspects of managing a closed socio-economic system on the example of Cuba. Discussion: The experience of the Republic of Cuba, as a closed socio-economic system, is invaluable for the Russian Federation, which has been under sanctions since March 2014. The study is carried out taking into account the principle of self-sufficiency of any state, i.e. is considered as based on the available internal resources of five types: material, information, energy, financial and labor, thanks to which it is possible to ensure the sustainability and evolution of SES, i.e. a sustainable transition to a high level of the economy and a high level of quality of life for its citizens. At the same time, the stability of the socio-economic system of Cuba is analyzed from the point of view of the main properties of the system: autonomy, communicativeness, internal heterogeneity, structuredness, functionality, manageability, variability, and emergence. Results: based on his own practice and research, as well as research by Soviet, Russian, Cuban scientists, the author answers the question: how the Republic of Cuba maintains and strengthen stability through negative feedback and increase its economic sovereignty through positive feedback. Negative feedback made it possible to harden and make sustainable the socio-economic system of Cuba through a timely response to various kinds of challenges. Without positive feedback, namely, without timely updating of the country’s economic model during every crisis, Cuba would be doomed. Based on the analysis of applied aspects of the Cuban experience pilot on a global scale, and also taking into account the reasons for the collapse of another closed SES – the USSR, the author proposes to pay attention to the importance of neutralizing cognitive attacks and the growth of the mental mass of the population through the use of negative and positive feedback similar to SES.

Russian companies are faced with a shortage of highly qualified personnel. This article focuses on the scientific and practical problem of increasing the risk of a brain drain from Russia, for the solution of which it is proposed to integrate the practice of attracting highly qualified foreign personnel into the marketing HR strategy of Russian companies. Based on official IMD statistics for 2022, the author systematizes the international experience in building a company’s image as an element of a marketing HR strategy and determines its contribution to attracting and retaining both local and foreign highly qualified personnel. The study was conducted on the basis of a sample of 10 dynamically developing countries, the experience of which is most useful for Russia and can be adapted to Russian realities. Results: broad prospects for improving the marketing HR strategy of Russian companies through increasing the efficiency of forming the company’s image are substantiated. The key finding is that a company’s image is much more important for attracting and retaining highly skilled foreign personnel than it is for attracting and retaining highly qualified local personnel. The results can be applied to improve the marketing HR strategy of Russian companies.

Purpose: to clarify the concept of educational tourism, to study the opinion of foreign students regarding their belonging to the category of educational tourists. Discussion: despite the fact that educational tourism originated quite a long time ago, there is still an active debate in the academic field regarding the essence of this phenomenon, the motives of travel, the need to take into account time limits in achieving educational goals. Undoubtedly, the absence of a legally defined term, statistical data, makes this area even more problematic, but at the same time interesting from the point of view of its conceptualization, the formation of theoretical foundations, as well as determining the potential for further development. Results: the study revealed gaps in the knowledge base of educational tourism, clarified the concept of educational tourism taking into account time boundaries. Based on empirical studies based on a survey of foreign students studying in two countries (Russia and the Republic of Kazakhstan), the conclusion is made and the hypothesis is confirmed that students studying in host countries do not always consider themselves to be educational tourists. It is noted that the role of universities should not be limited only to teaching foreign students. When implementing strategies to attract foreign students, universities should also take into account the tourist component, offering foreign students various opportunities to travel. At the same time, the main task is not only to attract foreign students, but also to maintain a continuous cycle of interaction with them. Future research should be based on obtaining additional empirical data illustrating behavioral, structural and functional differences between foreign students depending on their culture, nationality or ethnicity.

Analysis of the composition and structure of the organizational capital of municipal administration

Based on the analysis of legal and institutional factors, greenhouse gas emission performance, author’s classification of the main stages of development of the system of the state regulation of greenhouse gas emissions in Russia is offered. Results: the author concludes that, despite the relatively lengthy and multi-step process of developing Russian climate legislation, carbon regulation in the country today is in the early stage of its existence.

The article presents the materials of the fifth conference on the topic “Human Resource Management in Pharmaceutical Companies”, which took place on February 3, 2023. It reviewed new approaches to the process of attracting and hiring first-table employees, as well as key methods in working with personnel in 2023. , digital solutions were proposed in the practice of personnel management, a number of measures were considered to reduce the outflow of personnel. Results: as a result of the work, the conference participants formulated recommendations, emphasizing their unique nature, and also expressed hope for their approval and increased interest of the core business community.

SROI as a method of evaluating the effectiveness of projects of non-profit organizations

Purpose: to analyze the possibilities and prospects for applying the SROI (Social return on investment analysis) methodology in evaluating the effectiveness of projects of non-profit organizations (hereinafter referred to as NPOs). Discussion: Currently, there are many NGOs that spend at least 20% of the total budget on their operational activities, while their main activities do not always help to solve certain social problems. Therefore, there is an increasing need to measure the social or even socio-economic efficiency of NGOs using methods that allow assessing the social result (contribution) from projects and initiatives. Results: Based on interviews and analysis of the Inclusive Family Club Preodoley-ka project, questionnaires were developed to achieve the goals of this work, which helped to collect the necessary information for SROI analysis. All collected data were processed and analyzed, and subsequently the social benefits for each group of stakeholders were calculated in monetary terms. When analyzing the effects, the negative effects received by certain project participants were also taken into account, and it was also calculated what weight other factors have for obtaining a social result and the project’s own significance.
