Analysis of the prospects for the use of ecological rice husk packaging for the pharmaceutical industry

Annotation.
Purpose: assess the prospects for the introduction and use of a new type of rice husk packaging in the pharmaceutical industry. Discussion: the urgency of the problem of environmental friendliness of packaging is associated with the growing consumption of pharmaceutical products and the difficulties of processing and disposal of currently existing types of packaging. The paper examines the existing type of packaging and its characteristics, the costs of disposal and examines the impact of packaging on the environment. The arguments in favor of using rice husk packages for the manufacture of packages are given. The prerequisites for the use of rice husks as raw materials for eco-friendly packaging have been studied, the prospects for the use of husks as the main component for the production of blisters for the pharmaceutical industry have been determined. The problem of storage of rice production waste is touched upon. Results: a schematic diagram of the production of eco-friendly blisters is proposed, the risks associated with the composition of rice husks and possible cleaning methods are considered. The possible ways of collecting and processing the type of eco-friendly packaging proposed by the author are highlighted. The analysis was carried out and the main potential suppliers of rice husks for the production of blisters were identified. The economic feasibility of using rice husks as raw materials for the production of packaging for the pharmaceutical industry is given.

On the issue of innovation in the Russian oil and gas sector

Purpose: to study the latest trends in innovative activities of Russian oil and gas companies. Discussion: digital transformation has not bypassed the Russian fuel and energy complex; the largest companies are in search of solutions to optimize business processes at all stages, including the initial ones related to geological exploration of the area, field development and its direct operation. Analysis of sources made it possible to form an idea of the trends emerging in the field of oil and gas production. Results: leading technologies have been identified, thanks to which companies in the Russian fuel energy market increase their own potential, increase capitalization and remain leaders in the production of “black gold”. Today, high technologies have already firmly entered the field of mining, and the result of their integration is assessed by analysts in the form of cost reduction, the involvement of a larger volume of reserves, and the optimization of the circulation of hydrocarbon raw materials.

Conceptualization of the scientific foundations of the system of spatial-associated monitoring of socio-economic development of the region

Annotation.
Purpose of the article is to carry out a conceptual rethinking of the existing scientific foundations for the formation of a system for monitoring the socio-economic development of regions, taking into account the ever-increasing importance of the factor of economic space. Discussion: The study was initiated under the influence of understanding the set of prerequisites for the modernization of instrumental support for the regional management system in terms of information and analytical support for making managerial decisions to regulate the development of territories. It is shown that the regulation of territorial proportions, the nature and dynamics of the socio-economic development of regions should follow the path of comprehensive consideration of the spatial factor, and the “spatial association” of socio-economic processes should be among the key approaches to monitoring. As a result of the study, the basic conceptual provisions of the system for monitoring the socio-economic development of regions are systematized, the transformation of its conceptual core in favor of “spatially associated monitoring of socio-economic development” is proposed, and the contours of the chronological boundaries of its renewal are outlined. The study was carried out within the framework of obtaining elements of conceptual novelty related to its highest level – transformation.

Trends in post-crisis recovery of Baltic basin ports

Purpose: to analyze trends in changes in cargo turnover of ports of the Baltic Basin with an emphasis on restoring the volume of port cargo transshipment. Discussion: the article considered the following methods: supply chain modeling, geo-economic analysis and parameterization of the main technical and operational indicators in transport and logistics systems. The author notes that the market for transshipment through Russian seaports in 2022-2023. (based on the available data for the 1st half of the year) underwent a significant transformation. Results: an analysis of changes in cargo transshipment through the ports of the Baltic Sea Basin of Russia was carried out in comparison with the dispatch of goods through the ports of the Azov-Black Sea, Far Eastern basins and other directions, changes in participants from among global and national sea container operators in directions through the Russian ports of the Baltic Sea Basin were determined, and new container lines, also shows the dynamics of cargo turnover at Russian ports in the context of various types of cargo.

Discussion: на основе анализа некоторых руководящих документов и исследований специалистов по вопросам оценки качества в бурении глубоких скважин на нефть и газ установлено, что понятие качества крепи скважины не определено, имеются различия в наборе оценочных показателей качества крепи, способах их группировки и свертки, параметрах весомости, в большинстве случаев единичные и комплексные показатели не систематизируются по группам свойств оцениваемого объекта. Regional and sectoral features of agricultural development in the Lugansk people’s republic in the transition period

Purpose: assessment of regional and sectoral features of agricultural development in the Lugansk People’s Republic. Discussion: a PESTLE analysis was carried out based on a combination with the results of a SWOT analysis, which made it possible to characterize the situation in agriculture comprehensively, taking into account the influence of political, economic, social, technological, environmental and legal development factors. Results: it was found that the level of development of the industry under the influence of threats and negative factors of the internal environment is characterized by uncertainty, which manifests itself in the instability of the pace of development, the instability of positive external conditions and the possibilities of economic activity of agricultural enterprises. During the discussion of ways to solve the problems of agricultural development, the need was substantiated to preserve the quality of land resource potential, increase the productivity of land use, improve material and technical support, increase the volume of agricultural production based on the introduction of rational farming systems and the formation of a rational production structure of agricultural producers, allowing to ensure food security of the region.

Purpose: to reveal various factors that influence the leasing services market in Russia. Discussion: By highlighting the current situation in Russia, the article identifies the challenges and opportunities facing leasing companies and how they can overcome these challenges to be competitive in a rapidly changing economic landscape. There are a number of features that determine the political and economic situation in Russia and accordingly affect the development of the leasing services market. Results: the article discusses the use of new technologies when concluding contracts, which can lead to lower costs, but have little direct impact on the liquidity of options. Changes in the structure of the leasing portfolio are considered, including the distribution of leased objects across various industries. An analysis of the impact of sanctions in Russia on the leasing services market was carried out, and the features of leasing operations and changes in risks for leasing companies were identified.

Purpose: to analyze the features of the introduction of innovative technologies and production programs to increase the volume and pace of agricultural production, as well as to develop algorithms for improving the qualitative and quantitative effect of introducing innovations into the production and economic activities of economic entities. Discussion: in modern conditions, innovative digital technologies are becoming an important tool for the development of individual sectors of the national economy and the economy as a whole. Scaling up the positive experience of using such technologies in the agricultural sector makes it possible to significantly increase its efficiency, which will contribute to strengthening the country’s food security and increasing the competitiveness of products at the international level. Results: the introduction of innovative solutions in the activities of the agro-industrial complex while consolidating the efforts of the public and private sectors in the field of agriculture will help to minimize disadvantages associated with weather conditions, including allowing for prompt monitoring of sown areas and work on the introduction of chemical reagents when growing crops, and also reduce the theft of material assets.

Purpose: to analyze the Concept of Technological Development of the Russian Federation, which had been legally approved in order to create a favorable environment for the technological sovereignty of the economy and its sectors. Discussion: the implementation of regulations for import substitution is associated not only with the fundamental change in the paradigm of the economic development of the Russian Federation, but with the task of effective distribution of the educational, scientific, industrial, and financial resources. The research follows the selection of end-to-end and critical technologies, minimizing the period of adaptation to new conditions and reproducing the best practices during their constant improvement, which should escape from sanction caused failures, implement the growth of the resource efficiency of the enterprise, and form the Best Available Techniques of the new generation. Particular attention was paid to the issues of staff coaching; the foundation plan of innovative scientific and technological glass industry center based on a cluster of enterprises of the Vladimir region is submitted for discussion. Purpose: is to theoretically substantiate, analyze and systematize the socio-economic consequences of climate change in the Arctic. Discussion: the article is devoted to a theoretical analysis of socio-economic consequences caused by climate change in the Arctic. The authors analyze the main trends of climate change in the Arctic and propose a typology of the consequences of climate change affecting the socio-economic development of the Arctic territories according to the following characteristics: source and nature of influence, sphere and level of influence, type of assessment, type of socio-economic damage. Based on the theoretical analysis of the scientific publications the characteristics of a wide range of consequences of climate change depending on the spheres of influence are presented: environmental, social, economic. Results: an in-depth understanding and study of the nature of climate change, the identification of risks and threats, and consideration of regional specifics of the manifestation of climate change effects underlie the development of adequate management mechanisms to ensure the sustainability of the Arctic socio-economic systems.

Methods: The oil and gas complex as object of research is considered from the standpoint of the system-functional approach. Practical implementation of the developed methodology of state regulation of the oil and gas complex is carried out taking into account internal specifics and long-term economic priorities. Results: The adoption of methodologically sound regulatory decisions contributes to improving the sustainability of the national economy in new technological conditions, ensuring national security and energy sustainability. The tools for influencing, preserving and strengthening one’s own positions can vary significantly, but they must be pragmatic and, in their entirety, imply coordinated interaction.

Purpose: to conduct a study of the current situation in the digital transformation of the fuel and energy complex in Russia, implemented by initiatives, along with foreign experience, as well as clarify the difficulties that arise, and evaluate the forecast for increasing the digital evolution of the industry. Discussion: the article notes that the digital transformation of the fuel and energy complex is actively developing in the world, where, as part of the global trend, the focus on decentralized provision of services and increasing the share of “green” energy is leading. Results: the authors concluded that at present, in terms of the level of digitalization, the energy complex of Russia does not occupy a leading position and measures are appropriate to develop regulatory support, both in terms of supporting the work of a single digital platform, and reducing the risks of cyber threats and creating a mechanism for attracting government and private investment.

Applycation of objective indices to assess the economic efficiency of public investments in the construction of social objects: a case of the irkutsk region

Purpose: justification of a methodology for the evaluation of economic efficiency of the social facilities construction in a specific region (municipality). In addition, the practicability of such methodology development is analyzed. Preliminary recommendations concerning critical selection of the criteria and their possible applications are discussed. Discussion: The social infrastructure facilities are necessary to improve the living standards of the population. However, the need for the construction of these facilities exceeds the budget capacities of the constituent units of the Russian Federation. The annual selection of certain objects at the regional level, which are planned to be constructed in the current and planned period, requires the determination of criteria of such selection in terms of territorial priority. By the moment, this issue still remains underexplored. Results: the work is aimed to the analysis of the budget expenditures of the Irkutsk region for the design, construction and reconstruction of social infrastructure facilities, and identification of the municipalities that received the largest amount of funding for the above purposes in 2016-2020. The survey of literature and available approaches has allowed the criteria for the assessment of the economic efficiency of the social facilities construction on a territorial basis to be proposed. The possible application of some criteria for the evaluation of economic efficiency of the social facilities construction in certain municipalities is considered. A formula for calculation of economic efficiency of budget investments for social infrastructure facilities is developed. The possibility of practical application of the selected criteria on the example of objects implemented in various municipalities of the Irkutsk region is determined.

The characteristics of emerging changes related to attracting investments in strategic development are analyzed. Purpose: to identify trends and prospects for improving the taxation of the e-commerce industry in order to achieve sustainable development in the field of the environment. Discussion: The authors analyzed the environmental impact of e-commerce in the context of sustainable development; highlighted the trends in the current tax regulation of e-commerce and the prospects for the introduction of new taxes to reduce the negative impact of the industry to environmental sustainability. Results: it was determined that important areas for improving processes in e-commerce to achieve sustainable development in the field of the environment are to reduce the amount of harmful transport emissions during the transportation of online orders, as well as to reduce the amount of packaging used for online purchase. The authors propose the use of additional taxes and fees that take into account the characteristics of the industry, which will change the behavior of e-commerce participants for environmental well-being.

International market of nuclear power plant construction in the context of world economy decarbonization

Purpose: assessment of the international market on nuclear power plant construction in the conditions of decarbonization, carried out on the basis of a description of the activities of key exporting companies, a network analysis of trade in nuclear reactor parts, and an analysis of current market events. Discussion: in the context of decarbonization of the world economy, nuclear energy is receiving new impetus for development, in particular related to the low-carbon nature of nuclear power generation and the need to increase nuclear power capacity to achieve carbon neutrality. The article examines the key trends in supply and demand within this segment of international trade, driven by the global energy transition. Results: growing demand for international projects for the construction of nuclear power plants, partially due to the reorientation of the nuclear energy development center to developing countries, intensifies competition among suppliers of nuclear energy technologies for obtaining new export directions. The article concludes that innovativeness is the most important factor in increasing the competitiveness of the company due to the increase in demand for small modular reactors and the expectation of commercial commissioning of generation IV reactors. Despite the geopolitical tensions in the world, Russia remains the leader in the market of nuclear energy technologies, which is confirmed by the growth of export earnings, the continued implementation of international contracts and the expansion of international cooperation in the field of peaceful atom.

Purpose: to illustrate the practical application of the author’s methodology for assessing and planning sustainable development of territories based on a comprehensive model developed by the author. Discussion: the relevance of the problem under study is due to the fact that the world community is facing a number of complex challenges, such as climate change, depletion of natural resources, demographic changes, inequality and social injustices. These problems require an integrated and sustainable approach to development that would combine economic, environmental, social and managerial aspects. The author’s methodology for assessing and planning sustainable development of territories based on an integrated model is a valuable tool for solving these problems. Results: The model includes an assessment of the overall growth of the country’s well-being, as well as an analysis of drivers (strengths) and drivers (weaknesses) of sustainable development. The model is based on data from the World Bank, the UN, the OECD and other international organizations. The article provides a brief description of the methodology of the author’s model for assessing the sustainable development of countries, as well as a comparative analysis of the development models of South Korea and Vietnam.

Assessment of the environmental and economic efficiency of the use of energy resources by the decoupling method (on the example of the regions of China)

Purpose: to assess the environmental and economic efficiency of using energy resources using the decoupling method using the example of regions of China. Discussion: The article examines issues of sustainable development in the energy sector in China. A modification of the methodological approach to assessing the environmental and economic efficiency of using energy resources using the decoupling method is proposed. The gradation of decoupling according to the level of sustainable development is justified. Decoupling calculations were carried out using indicators characterizing trends in economic growth, energy resource consumption and CO2 emissions for Beijing and the coal-mining province of China, Shanxi. Results: the results of calculations of environmental and economic efficiency for these provinces made it possible to identify and analyze the points of transition to an anti-sustainable development trend. In general, a gradual increase in the level of sustainable development in China is shown, but the strong decoupling indicator characteristic of a sustainable development economy has not yet been achieved.

Problems and prospects of development of mutual investments of the countries of the Eurasian economic union

Purpose: study of mutual investments of the EAEU countries in each other’s economies and their dynamics as evidence of the progressive development of integration ties between the EAEU countries. Discussion: the development of national economies in the context of economic integration determines not only an increase in foreign trade between countries included in integration associations, but also an intensification of investment activity in them. The reason for this is the increase in the volume of investments made by member countries of integration associations in each other’s economies. The increase in such investments is evidence of increased integration between them and the formation of a single economic space. This fully applies to the countries of the Eurasian Economic Union. Results: modern realities of the EAEU countries require further development of the methodological framework for the implementation of interstate investment projects and its regulatory consolidation in terms of the formation of a terminological base on a unified methodological basis that mediates the implementation of interstate investment projects; improving the system for assessing investment projects of the EAEU and detailing the corporate legislation of the EAEU member states.

Research of the features of modern transformation of procedures and technologies of personnel management

Purpose: having optimized and updated the methodological approaches used in analyzing the quality of HR management, to propose an original approach based on the use of universal criteria for assessing the personnel management system. Discussion: the analysis carried out in the article is based on a study of the authors’ publications describing methods of analysis and evaluation of the HR management system. Problems have been identified related to the complexity of consolidating the social and economic aspects of assessment, the informal nature of the processes, and the lack of working criteria for assessing the system. Results: the authors proposed to use universal criteria for assessing the effectiveness of the personnel management system, taking into account the social nature of work. Application of the proposed approach is possible in the practice of human resource management of organizations in various fields of activity; the number of factors can be increased taking into account the specifics. Further development of thought in a given direction, according to the authors, will make it possible to unify and systematize methods for assessing the effectiveness of a management system.

Theoretical model of the competency-based approach to remuneration

Purpose: to create remuneration model that ensures the integration and adaptation remuneration mechanisms within the framework of a competency-based approach, which represent practical interest for assessing interaction of logically interrelated elements and remuneration processes with personnel management functions. Discussion: the theoretical model represents a structural system pattern in remuneration, which allows to create scenarios for the implementation of the remuneration function, taking into account the current state of the personnel management system, resource provision, goals and objectives of the organization. The theoretical model includes six structural blocks: theoretical, methodological, organizational, practical and results, which allows taking into account conditions and limitations of the application of the competency-based approach in remuneration. Results: the practical application of the theoretical model makes it possible to model the interaction between the elements of remuneration and personnel management functions, assess the degree of integration of the competency-based approach in order to achieve a symbiotic effect, adjust the elements of the remuneration system, taking into account the economic situation and external factors, as a result, ensure an increase in the efficiency of the payroll.

Purpose: to identify and systematize the most essential elements of the methodological concept in this field of science and update them against the backdrop of the universal influence of digital transformation. Discussion: the dynamics of modern processes of development of the regions of the Russian Federation noticeably actualizes the already quite high interest in its relatively new direction of the regional economy, which is territory marketing. Publications on this topic, despite the apparent abundance, do not allow us to consider a number of methodological concepts in this area as fully developed. Moreover, the unsystematized variety of its different interpretations is an obstacle not only to the further development of theoretical constructs, but also does not contribute to the development of applied solutions to improve the effectiveness of regional development. It is shown that the variety of approaches to the presentation of methodology in relation to territory marketing can be systematized according to several key platforms, within which the differences between definitions differ in minor nuances. Results: as a result of the study, the key elements of the methodological concept of spatial marketing were systematized: goal, objectives, object, subject, glossary of key definitions. The influence of external determinants and industry specifics significantly affects the theoretical constructs of the topic under consideration.

Purpose: to consider methodological approaches to the integration of climatic risks into the corporate risks management process of vertical integrated holdings (hereinafter – holdings). Discussion: the relevance of the direction in which the study was carried out and the expediency of taking into account climatic factors in the practice of corporate governance are shown. The definitions of the concept of climate risks are given. An illustrative example of the distribution of functions of participants in risk management is presented. It is emphasized that management of climate risks requires coordination of the activities of the holding’s structural divisions, methodological support, preparation, collection and analysis of reports on climate factors, their systematization and comparison. Results: а standard list of categories of physical climatic risks of the economic activity of the organization has been developed. On the examples of Russian holdings within the framework of the sustainable development agenda, the features of the integration of climatic factors into the overall process of managing the risks of an organization are considered. It is concluded that integrated climate risk management can increase the long-term value and investment attractiveness of the holding.

The metamorphoses of the domestic educational system are caused not only by the accession of new federal subjects with their own “way of life”, somewhat different from the Russian one due to objective reasons, but also by the fact that Russia no longer participates in the Bologna process, and this, in turn, promises a revision “ rules of the game” in the educational services market. The results of the study, namely the consideration of the experience of supporting VITI NRNU MEPhI in the process of integrating Donbass into a single educational space of Russia, can be tested by other universities in the region and the country as a whole.
