On measures to overcome crisis processes in the economy of the Sevastopol region

Annotation.

Purpose: to study the state and trends of the socio-economic development of the city of Sevastopol during crises; to investigate the problems inherent in the region and to propose measures to improve the current situation in socio-economic areas. Discussion: the article discusses the current state and features of the socio-economic development of the city. The trends in changing the structure of the labor market, the peculiarities of the demographic situation taking into account the migration increase are shown, problems in the development of budget funds are identified. Results: various problems caused by objective external circumstances, namely the crises that have shaken the Russian economy in recent years, are considered. Based on the statistical assessment, methods of solving problems are proposed, taking into account the current geopolitical situation in the world, as well as with the emergence of new crises that will further limit the development potential of the region.

Evolution of state regulation of the activities of the authorized body in the context of the formation and development of the institute of bankruptcy

Annotation.

Purpose: to identify and systematically comprehend the processes of reforming the activities of an authorized state body endowed with unique competencies in the field of functioning of the institution of bankruptcy, in the historical sequence of the development of the institution of bankruptcy in Russia. Discussion: the stages of reforming the activities of the authorized body in bankruptcy processes are considered in conjunction with changes in bankruptcy legislation, which has undergone three editions and numerous amendments and additions; shows the transformation of the regulatory and authorized bodies of the institution of bankruptcy in Russia; systematized foreign experience in the formation of bodies of state regulation of bankruptcy processes. Results: the periodization of the reforming processes of the activities of the authorized state body was carried out in conjunction with the current bankruptcy legislation; a grouping of foreign countries was made from the standpoint of the presence of a specialized state agency for bankruptcy in state regulatory bodies; the conclusion is made about the growing role of the authorized body represented by the Federal Tax Service of Russia in the current conditions of the functioning of the institution of bankruptcy and in increasing its efficiency.

Study of the features of technologies of interpenetration of systems of higher education and personnel management in a new reality

Purpose: to reveal the relationship between the personnel management of higher educational institutions and the results of the functioning of an educational institution. Discussion: the article defines the concept of “higher education staff” and characterizes the cycle of managing the efficiency of the work of university teachers; a model of personnel management of a higher educational institution is presented. The authors note that the project approach to personnel management in higher education can contribute to the improvement of the motivational system and will attract employees to self-development in the long term. Results: disclosed the process of practice-oriented training in the basics of personnel management in higher education; the organizational structure of the project team formed to solve the management tasks of the university is presented; it is proposed to pay attention to the formation of an expert advisory service (ECS) to improve the efficiency of higher education personnel management.

Semantic core of the brand of territories

Annotation.

Purpose: to consider the semantic core of the urban identity and brand of the territory. Discussion: the article discusses the term “semantic core” as a tool for building a brand of territories, promoting it on the Internet and developing a promising direction for the work of modern territorial branding on the example of the Lipetsk region. Results: The Lipetsk region is highly dependent on the “domestic consumer”, search queries in most cases are of a local nature, which, in our opinion, is a deterrent in the brand promotion strategy of the territories. The semantic core method can also reduce the cost of promoting the brand of territories with CEO and SMM, if key queries for specific regions are introduced into the materials of sites and portals. A feature of the work in the formation of the brand of the territory is its multipolarity, vastness and difference in the views of different categories.

Economic development of the tobacco industry in Russia in conditions of reducing output of commercial products

Purpose: to study the level of development of the tobacco industry in the Russian Federation, to identify the key trends in this process, to substantiate the strategic vector of further development in accordance with the Concept of protecting public health from tobacco smoke. Discussion: justify the need in conditions of limited consumption of smoking products in accordance with Russian legislation. The domestic tobacco industry is based on the large tobacco business of transnationalization of corporations, in which up to 90% of the income of the tobacco industry of the agro-industrial complex of Russia is concentrated, it is closely linked to the global consumer market through the implementation of import-export operations, taking into account the necessary raw material capacity of the consumer national market. Results: tobacco production in the Russian Federation is developing and remains a budget-forming component of the economy. In modern conditions, the development and preservation of a sustainable and efficient economy of tobacco production largely depends on the quality management of economic and financial resources, which largely determines the efficiency of the production activities of tobacco industry enterprises.

Economic impact assessment of green infrastructure on attractiveness of territories

Purpose: to study the impact of the green infrastructure of the city on the attractiveness of the region. Discussion: Recently, the topic of creating a comfortable urban environment has been rapidly developing. There is an understanding that ecosystem services can improve the health and well-being of citizens. Society is aware of the potential of the ecosystem. The value of the economy of ecosystem solutions is increasing, which shows the importance for economic science in general and brings the country to a green economy. The article analyzes the existing classifications of environmental services by international organizations, approaches to achieving sustainable development goals. The international methods of formation of high-quality spaces and territories are considered. The authors consider Russian national projects, federal programs and standards for the formation of spaces. The article focuses on studying the impact of the ecosystem during a pandemic. The study points to the economic value of ecosystems and their services. Results: The authors explain nature-like technologies. In addition, the authors give recommendations on the development of water-green infrastructure in cities. The authors demonstrate the calculation of the impact of eco-infrastructure on the increase in the value of real estate using the example of the city of Krasnodar, an increase in the efficiency of land use in cities is considered. The rational use of ecosystem services in cities, accounting for natural resources will allow the development of the green economy of Russia, the implementation of priority national projects and compliance with international climate agreements.

It is noted that higher education personnel management develops more effectively on the basis of KPI (Key Performance Indicator), which allows the implementation of a specific system of numerical indicators of the effectiveness of the functioning of an educational institution. Results: the main problems of personnel management in higher education have been identified and measures have been developed to eliminate them; the key role of the personnel management system in ensuring the competitiveness of the university has been proved. Personnel management is one of the most important functions that is associated with the development, acquisition, stimulation and motivation of the human resource of the university to achieve its main educational goals.

In the emerging unstable economic conditions, many companies found themselves in a situation requiring a change in their current cost management and search for reserves to increase business sustainability in the circumstances of a real economic and social crisis. Results: Having a well-functioning corporate governance system in a company is the basis for effective cost management and business quality improvement. The corporate cost management system at the strategic level is considered as one of the subsystems of the corporate governance system, the quality of which directly affects the quality of corporate business and the continuity of its operation during a pandemic.

Purpose: to confirm the fact that branding and rebranding, in a situation of fierce competition, has become one of the most effective mechanisms for differentiating filling stations in the motor fuel market. Discussion: Thanks to brand management, as a powerful tool for developing the fuel business and increasing its capitalization, long-term relationships with consumers are built. The world is moving more and more confidently towards the transformation of gas stations into service centers. With the development of business and with the development of civilization, we, in any case, will come from the usual traditional gas station to the integrated provision of services, and it is rebranding that is the tool, thanks to the successful implementation of which an ordinary gas station can turn into a multi-complex that combines fuel and non-fuel segments. Results: rebranding in the conditions of the gas station business will lead to an increase in car traffic by several times. After all, a comfortable, modern, high-quality and stylishly designed gas station offering a wide range of goods and services is the business card of the enterprise, which inspires confidence in the client, convinces him of the high quality of fuel, which accordingly enhances the image and status of the company.

Spatial and economic objectives of the implementation of regional infrastructure projects in the power industry

Annotation.

Purpose: to consider the spatial and economic tasks of the implementation of regional infrastructure projects in the electric power industry. Discussion: in the article, from the standpoint of the provisions of the theory of economic space and the implementation of spatial and economic transformations, the tasks of infrastructural development of regions are updated, the dialectic of the pace and directions of economic development of the area, as well as the trajectories and dynamics of infrastructure saturation of territories, is emphasized. The authors draw analogies between the economic development of territories and the content of the theory of diffusion of innovations projected onto this process, on the basis of which a conclusion is made about the system-defining role of branches of regional infrastructure complexes in the economic development of economic space. From these positions, the article formulates aggregated blocks of spatial and economic tasks that can be solved through the development of the electric power infrastructure in the regions, and concretizes them, taking into account the imperatives of the Energy Development Strategy of Russia. Results: in this regard, promising directions for further analytical and methodological research in the subject area under consideration are outlined. The meaningful results of the article can be used in the future when conducting theoretical, methodological and practical-instrumental research in the field of substantiation and implementation of regional infrastructure projects, networking and infrastructuralization of the regional economic space, mechanisms for the economic development of problematic and hard-to-reach subjects.

Approaches to assessing the effectiveness of the development of transport corridors in the regions on the basis of innovative technologies of the VSM and Maglev

Annotation.

Purpose: to consider the existing approaches to assessing the effectiveness of the development of transport corridors in the regions on the basis of innovation. Discussion: The subject of the study in the article is a set of theoretical, methodological and practical issues regarding the increase in the efficiency and level of innovation of existing and newly organized transport corridors in the regions of the Russian Federation. In the article, the authors show that the economic effect of investing in the stimulation of the socio -economic development of the regions, including the development of transport corridors and networks is very significant and forms synergy. At the micro level, transport networks bind manufacturers and consumers, increase the level of well -being of the population by increasing production volumes, the corresponding level of wages, reducing costs and prices for products, and creating new jobs. Results: The functioning of transport networks also facilitates the access of the population to education, places of employment, healthcare and other social and cultural infrastructure facilities. At the macro level, indicators of the functioning of the transport network are correlated with indicators of the volume of national production, employment and incomes of the population, the effectiveness of the sale of supply and distribution chains, a decrease in carbon trace of freight transportation during the introduction of innovative technologies.

The evolution of the russian management model

Annotation.

Purpose: to consider the evolution of the Russian management model on the example of industrial organizations. Discussion: the article discusses the evolution of the Russian model of management of industrial organizations, starting from the end of the planned economy with the absence of a competitive environment and ending with the twenties of the 21st century with a pandemic crisis and severe Western sanctions against Russia, using the principles of a systematic approach to building management models in the periods: 1991–1993, 1994–2011, and from 2011 to the present. Results: it has been established that the modern Russian management model is an interaction of three subsystems: imported and intellectual technologies, finance and management. At the same time, this model was detailed with a refinement of the evaluation criteria for each subsystem and the elements of their constituents, which makes it possible in practice, upon reaching the best values of the final results, to assess the quality of the functioning of an industrial organization, its sustainability, i.e. the detailing of the management model provides an approximate basis for conducting regular internal audits.

Purpose: to study the influence of modern realities on the methodology for assessing the sustainability of industrial organizations. Discussion: in the article discusses the existing and proposed methods for assessing the sustainability of industrial organizations in terms of their advantages and disadvantages, which enhances the relevance of the chosen research topic in the face of global uncertainty and the new economic reality. At the same time, for the first time, in the specialized literature, sustainability, the quality of the functioning of the organization and the performance of the business are considered by the authors as identical concepts reflected in the national standard “Guidelines for achieving the sustainable success of organizations”. The authors also proposed an original assessment of the quality of the management model of any industrial organization with a specification of its elements and clarification of the relevant performance indicators, which, ultimately, allows us make a conclusion about the quality of the corporate organization i.e. its, its sustainability. Results: The paper draws an unambiguous conclusion about the need to further improve of the sustainability assessment methodology with maximum consideration of all components of the multifaceted concept of sustainability of industrial organizations, the choice of any considered and proposed method in conjunction with the national standard and the need for regular monitoring.

Modern approaches to the assessment of regional socio-economic policy and ways to increase its efficiency

Annotation.

Purpose: to consider modern approaches to the assessment of regional socio-economic policy. Discussion: the relevance of the study is related to the need for a qualitative increase in the effectiveness of regional socio-economic policy in the context of overcoming its phenomenological nature and giving territorial socio-economic processes a controlled positive dynamics. The key problem of modern socio-economic policy in relation to a specific territory is the use of an object-resource approach that does not take into account the structure of the regional society and differentiated socio-economic positions and vectors of dynamics of the main social actors (individuals, households, small social groups). The solution to this problem lies in the proposal and implementation of a subject-partner approach, in which the population of the territory and its subjects become key initiators, actors and beneficiaries of socio-economic processes. Results: substantiation of the need for a transition to a subject-partner type and a qualitative change in the subjective role of the population as a partner of the subjects of government, economy and business in spatial economic formations as a critical factor and determinant for the implementation of the goals and priorities of sustainable development of the territory (space) ; demarcation of targeted decisions of regional socio-economic policy within the framework of object-resource and subject-partner management approaches; identification of the features of the implementation of the subject-partner role of the population of the territory in the processes of development, implementation, evaluation of the effectiveness and adjustment of the content of the regional socio-economic policy; characterization of the main directions of systemic support and development of the regional society as a “tree of sustainable development goals” and an integrated strategic result of the implementation of the regional socio-economic policy.

Purpose: to identify project and marketing areas necessary for use by organizations and institutions of the state and municipal sector at the stage of modern transformations and determine the possibility of increasing the effectiveness of their application. Discussion: the article is devoted to the study of innovative development of organizations, including in the state and municipal sphere in the project and marketing format in the context of an actively emerging digital management platform. The scientific literature continues to search for methods, tools and forms of project and marketing management at the state and municipal levels. The authors revealed the presence of a fairly close relationship between the innovative development of organizations and project marketing activities. Results: the importance of the project orientation of the innovative development of organizations and institutions of the state and municipal sphere was confirmed. Attention is focused on such a tool that actively influences the innovative development of the economy as marketing, which is perceived by modern organizations, including those in the state and municipal sector, as a concept for managing innovative development. Prospects for the development of “green financing” in the system

of state regulation of sustainable development

Annotation.

Purpose: the purpose of the study is to assess the prospects for the development of “green” financing mechanisms in Russia and to develop recommendations for the formation and implementation of the state policy on the development of “green” financing mechanisms in Russia. Discussion: in Russia, the transition to sustainable development is developing quite slowly, so only in 2018 the national environmental program was adopted. At the same time, the share of investment in the “green” economy in Russia is only 0.9% of the total investment in the country, which is too small for the development of green economy system at the moment, but there are great prospects for the development of this sector. Results: over the past five years, Russian government authorities have already made significant efforts to develop green finance mechanisms. However, in addition to the measures already taken, such as the creation of an interagency working group and a green financial methodology center, participation in international organizations related to green finance, adoption of a national taxonomy, development of bond market infrastructure, the state should also take a number of additional measures to promote “green” initiatives and projects, including through “green” financing.

Discussion: Recently, the priority importance of marketing research aimed at finding and systematizing the portrait of the target audience, consumer preferences and key factors influencing the choice of residential real estate buyers. The accumulated and applied experience in conducting such research requires a more structured and practice-oriented. Results: marketing research made it possible to determine the priority of various levels of the complex of parameters of a residential complex in terms of consumer characteristics. Based on the hypothesis that the most complete satisfaction of the main preferences has a positive effect on the growth of the selling price, the article provides aggregated recommendations for creating an optimal marketing concept for residential real estate projects in Krasnodar.

Marketing audit of customer experience and key limiting factors of consumer activity

Annotation.

Purpose: audit of negative customer experience and limiting factors in the acquisition of residential real estate. Discussion: the modern market of new buildings in Russia is characterized by the passage of a stage of high turbulence, a strong influence of macroeconomic and geopolitical challenges and a simultaneous decrease in the capacity and solvency of demand. In such conditions, marketing research aimed at updating the portrait of the target audience, its consumer preferences and key factors of choice is of priority. Results: more than half of all potential requests that did not end up as apartment buyers were generated by a fairly young generation – people aged 20-34. Women have become much more active in choosing apartments, but they are less resolute in making a final decision and more often do not make a purchase for various reasons. The vast majority of all those who applied for a purchase were going to purchase an apartment for personal residence. The housing strategy of the target audience over the past year has changed towards permanent residence, the share of investors has greatly decreased. All of these factors must be taken into account when building business processes in the sales departments of developers, prepare the necessary materials to work out typical objections.

Analysis and forecast of national potential cargo transportation

Annotation.

Purpose: to analyze the volume of rail traffic both by regions of the country and in Russia as a whole. Discussion: Based on the analysis of time series data, the key trends in the development and formation of the railway sector of the economy are revealed, which showed a decrease in passenger traffic and an increase in freight traffic at all levels. In order to determine the basic trends in the study of time series, a two-sample F-test for dispersion was carried out; for periodic components – analysis of autocorrelation functions, showing the oscillation period at τ=3 in the series of freight traffic and τ = 4 in the series of passenger rail traffic. Component analysis makes it possible to identify additive relationships between trend and periodic components of the series levels. Results: based on the results of the study, additive models with a seasonality index for assessing freight and passenger traffic were calculated, and a forecast of traffic volumes for the period 2022-2024 was built. with an average approximation error of 6.86%.

It should be noted that the quality of educational services provided depends on the competitiveness of the staff, including their skills, knowledge and skills in the university system. That is why the function of the personnel service of the organization for the prompt and effective recruitment and selection of personnel is important. Results: the advantages of a project-oriented approach to personnel management in higher education are highlighted; the main trends in the development of technologies for managing the personnel of a higher educational institution are characterized.

Purpose: to give recommendations on the development of marketing promotion of the scientific and innovative potential of universities in the Belgorod region. Discussion: the article discusses the demand for a university for training personnel for the agro-industrial complex, while analyzing the number of scientific and pedagogical workers working on a permanent basis. The university is technical, it trains IT-specialists, specialists in engineering and construction, economic orientation, specialists in the field of heavy engineering, robotics, cybernetics, architecture, etc. Results: according to the information provided on the universities of the Belgorod region from an open source, we can draw the following conclusion : there is no interaction of universities with the real sector of the economy. In our opinion, it was the development of the human resources potential of universities that made it possible to promote high-tech products and developments. There is an urgent need to revise the basis for research and development, as well as exploratory research with the conversion of the results of scientific developments into commercial ones.

Discussion: the course of the research, methods of system, comparative and factor analysis, individual elements of the method of grouping, generalization and systematization were used.  As part of the study, based on an analysis of a number of key documents in force on the territory of the European Union, it was revealed that in order to reduce the pace of agro-inflation in the EU countries, it is planned to use integration practices to create new value chains and strengthen the relationship between regional innovation ecosystems. Unlike the European Union, in the People’s Republic of China, when solving the problem of ensuring food security, they adhere to an isolation strategy based on building an economy independent of foreign trade operations. Results: it was revealed that in the Russian Federation over the past five years, consumer prices for major food groups have more than doubled, while the growth rate of food prices exceeded those for non-food products, which is an obvious sign of agro-inflation. The possibilities of combining integration and isolation strategies for achieving food security used in the EU and China to stimulate the development of the agro-food complex of Russia in the context of new global challenges are substantiated.

The authors note that the use of a specific and structured system of indicators that analyze the main signs of financial stability will allow management to develop and implement measures that will effectively affect the financial stability of the enterprise. Results: thanks to the analysis of the financial stability of an economic entity, it is possible to identify its level of efficiency in managing economic resources. A lack of financial stability can lead to a state of insolvency of an enterprise, and a financial analysis of the effectiveness of an economic entity will eliminate the main obstacles to its normal functioning, develop and implement measures to overcome existing problems in the development of an enterprise, and ensure the stability of its financial position.

Analysis of the impact of the tax burden on economic growth: theoretical and empirical aspects

Purpose: to review the evolution of theoretical views and analyze the empirical results of Russian and foreign researchers on the impact of the tax burden on economic growth. Discussion: ceteris paribus, in order to stimulate economic growth, taxes should be reduced, but only to a certain level, in establishing which specific circumstances of place and time, including the effectiveness of the investment component of public spending policy, are important. Results: the ambiguity of the obtained theoretical and empirical results regarding the impact of the tax burden on economic growth actualizes further research on this issue. It is also important to take into account the fact that differences in the levels of taxation between countries are often a reflection of circumstances external to taxes, related to dependence on the trajectory of past development, the result of public choice in public spending, etc. Therefore, an acceptable level tax burden to stimulate socio-economic development should be considered as the compromise of interests of the majority of subjects of economic relations in a particular tax jurisdiction.

Results: the article proposes methods for neutralizing cyber threats, which, according to the authors of the article, are the most effective for banks. It was also concluded that it is necessary to invest large amounts of money in the computer security of banks in modern realities.

Investment attractiveness of russian electric grid companies in the transition to private investment

Purpose: to study the reasons for the low level of attractiveness of Russian power grid companies for private investors. Discussion: Uniform requirements for assessing the attractiveness of energy companies are not developed. The tariff measures are not able to activate the attraction of private capital. The urgency is confirmed by the growth of energy consumption, limited public resources and the increasing need for private investment for the capital-intensive projects. The methodological basis is the formed approaches to the attractiveness assessment. The empirical basis is the Energy Strategy, the Scheme and development program of the Russian UES. The methodology makes it possible to conduct a comprehensive analysis of the external and internal key indicators of the electric grid company. The final indicator uniquely determines the current level of the company attractiveness for a given type of investor. Results: The paper systematizes the investment features of the Russian electric grid complex. A review of approaches to assessing attractiveness is carried out. The factors influencing the energy companies’ attractiveness for private investors are identified. The approbation is carried out on the example of Rosseti subsidiaries. Conclusions are drawn about the current low level of attractiveness of electric grid companies for a strategic investor. The structural analysis of the final indicator allowed authors to develop ways to increase the attractiveness of the electric grid company. The results of the study can be used to create an algorithm for managing the investment attractiveness of the sector companies.

The development of sino-rissian trade and economic relations under rising protectionism

Purpose: of this paper is to identify the perspective ways of how Russian-Chinese trade and economic relations may develop under the dominating protectionist policies which the governments of both countries adhere to. In this paper the authors argue that strategic tasks of state economic policies, the dynamics and complementarity of the commodity structure in mutual trade predetermine the potential for strengthening bilateral ties. Cooperation can be reinforced in the spheres of investment, finance and currency. The participation of both countries in the projects associated with “One Belt, One Road” Initiative and in the Eurasian Economic Union will have a positive impact on the diversification of geographical structure of foreign trade. The study relies upon and utilizes analytical methods based on the statistical data issued by international organizations and Russian and Chinese scientists, which make the conclusions drawn in this article relevant. The results presented are as follows: there have been identified promising areas for the development of bilateral trade and economic relations which will allow Russia and China to reduce the dependence on the economic influence of western countries and to increase their own production and export.

The main task of the cluster is to create a transport system with the participation of transport on a magnetic suspension, which is many times superior in its characteristics to the existing types of transport and is intended for passenger and freight traffic.
