Motivational, economic and organizational mechanisms of low-story housing construction in the conditions of urbanization

Annotation.

Purpose: to substantiate the motivational and economic-organizational mechanisms of low-rise housing construction in the context of urbanization. Discussion: culturally-historically and organizationally-economically, low-rise housing, which refers to one-three-story residential buildings, is the fundamental basis for the formation of settlements and their economic structure. Modern achievements in the field of housing and communal services technology make it possible to provide such houses with a level of comfort that is not inferior in technical and economic parameters to multi-storey housing. Along with this, low-rise buildings require increased infrastructure costs: increased length of power networks, water supply and sanitation pipelines, gas supply networks; the length of roads and sidewalks is increasing; the issues of providing the population with places in children’s institutions, polyclinic services, and public transport are becoming more complicated. A high degree of freedom in the design and construction of low-rise residential buildings, the lack of expertise for such objects and the associated limitations in architecture, the indifference of local authorities in this matter lead to a situation of lack of proper order in low-rise construction, which results in uneven and irrational development of territories, flaws in their arrangement and communication support. Results: proposals were formed on promising forms of financing and organization of the development of low-rise housing construction on the basis of complexity and consistency, taking into account the urban planning features of the territories.

Issues of updating the development of foodsharing in Russia

Annotation.

Purpose: to consider the issues of updating the development of foodsharing in Russia. Discussion: The article examines the problems of environmental consequences from the growth of food waste in the world and in Russia. The authors note that this stimulates interest in the significance of the development of foodsharing and the growth of involvement in these processes among the Russian population. They study the existing experience in the development of foodsharing in foreign countries and the emerging projects in the regions of Russia. Results: conclusions were made about the advisability of improving legislation in terms of taxation in the charitable donation of food products. Also, efforts to involve the population in a socially oriented agenda are also considered no less significant. It is the involvement of the population that will expand the participation of citizens in the implementation of food-sharing projects and form a demand for socially responsible business behavior.

Development of the world-class scientific and educational center in the health-resort sphere

Annotation.

Purpose: to develop proposals for the implementation of the functions of a world-class scientific and educational center in the south of Russia in the sanatorium and resort area, which will serve the most complete fulfillment of the tasks of the REC. Discussion: in order to develop scientific and technological potential and ensure the competitiveness of domestic products in the world market, 15 world-class scientific and educational centers (RECs) have been created, including in the south of Russia, including the union of scientific, industrial and information technology initiatives and infrastructures of the Volgograd region, Krasnodar region and Rostov region. When studying the value orientations, tasks and activities of the REC, the insufficiency of measures to ensure the social development of the population was revealed. Results: since more than 30 resorts of federal, regional and local significance are concentrated on the territory of the Krasnodar Territory, it is proposed to create a consortium “Resorts of the South of Russia”, in which the participants are identified and activities are substantiated within the framework of the road map of the REC of the South of Russia. Thanks to the network interaction of the interdisciplinary nature of the participants, the tasks of the REC of the South of Russia to ensure social well-being and health of the population will be fully implemented.

Statistical analysis of industrial production in Altai territory for the period 2015–2021

Annotation.

Purpose: to conduct economic and statistical analysis of industrial production of Altai Territory for the period 2015-2021 in dynamics and evaluate its role against the background of the Russian Federation and the Siberian Federal District (SFD). Discussion: changing legislation in the field of statistical accounting, on the one hand, expands the opportunities for analysis, on the other hand, makes certain information confidential, which makes it difficult to link statistical indicators.  Results: an economic and statistical analysis of the state of industry in Altai Territory with the use of a limited range of indicators that directly characterize the intensity of production was carried out. As a result, it is concluded that capital-intensive production in Altai Territory is losing its already low position. The next indicator, indicated in the territory’s development strategy till 2024 – the index of industrial production – has not been reached and differs from the actual one considerably.

Income concentration and prospects for the development of agricultural consumer cooperatives in the region

Annotation.

Purpose: to reveal income differentiation of agricultural consumer cooperatives and regional problems of their development in the Altai Territory. Discussion: the article reveals the stages of change in the number of consumer cooperatives in Russia at the present stage of their development: in 2006-2013. – increase in the number, in 2014-2019. – a decrease in the number, from 2020 to the present – an increase in the number with an increase in income per organization. Based on the construction of statistical groupings, a high concentration of income was shown in a relatively small number of agricultural consumer cooperatives – 10.0% of cooperatives concentrated in 2017-2021. 75.21-80.47% of the total revenue of the analyzed organizations. Results: the work carried out a structural analysis of current trends in the development of small forms of management in the agriculture of the region, including households: in this category of producers, the number of livestock and poultry is decreasing, the number of bee colonies is increasing; households remain the main producers of potatoes, vegetables, wool, marketable honey, milk and meat from livestock, poultry; the marketability of production tends to increase, but remains low. The distribution of municipal districts and cities of the region according to the potential for the development of cooperation of small forms of management in dairy cattle breeding was carried out. It is generalized that the reserve for the growth of sales volumes due to the development of production and marketing cooperation in the region is practically not used, since no more than 6 cooperatives actually operate.

Purpose: to consider the issues of assessing the priorities of the economic, environmental and social development of the region, taking into account the concept of “green” marketing. Discussion: the article examines the issues of revising the priorities of regional development, understanding the objective presence, in addition to the economic criterion, the criteria of social and environmental well-being in the region. The emphasis is on the consideration of existing approaches to such an assessment, taking into account the focus on building a “green” economy, identifying contradictions and difficulties in their implementation. The leading role in this issue of the concept of environmental marketing is emphasized, as well as the need for corrective measures to determine the economic, environmental and social development in the region. Results: an approach that makes it possible to assess the demographic well-being in the region, the composition of the population, the number of people with higher education, the number of young people working in the region, as well as the number of innovators and the number of industries using advanced developments is reasonable. In addition, it is advisable to assess the dynamics of spending on environmental initiatives, the criteria for landscaping, the availability of drinking water, the volume of emissions into the atmosphere and waste generation.

Dynamics and trends in the development of the Krasnoyarsk region fishery complex

Annotation.

Purpose: to analyze the current state of the fisheries in the Krasnoyarsk Region, to identify the main trends of its development and current problems. Discussion: The article presents the results of a study of the fisheries current state in the Krasnoyarsk Region. The dynamics of commercial catches, volumes and structure of fishing are presented. The main indicators of the development of fish resources are analyzed. Trends such as a decrease in the percentage of development of the total allowable catch and a decrease in the number of commercial fish species have been identified, with the overall dynamics of the increase in catch volumes over the past five years. Over a number of years the main types of fisheries in the region are commercial catch and fishing to ensure the traditional way of life. The growth rate of consumption of fish and fish products per capita in the Krasnoyarsk Region over the past decade has outpaced the same indicator, both in the Siberian Federal District and in Russia. At the same time, a comparative analysis of the chain growth rates of the fish catch and other bioresources made it possible to conclude that the economic entities of regional fisheries are more vulnerable to the impact of systematic risks on the industry than the national average. Results: the article presents the main factors that determine the unstable dynamics of fishery development in the region – a low level of investment in the fishery complex, poor infrastructure and local products weak marketing, insufficient state support and the unattractiveness of the fishing industry for qualified professionals and young people.

Evaluation of the efficiency of the implementation of the import substitution program at high-tech enterprises (for example of federal state-owned enterprice «Russian television and radio broadcasting network»)

Purpose: to assess the effectiveness of domestic software and hardware solutions implemented within the framework of the import substitution program at backbone industry enterprises. Discussion: the article presents a mathematical model of production and logistics route planning for crews serving a complex of geographically distributed complex engineering facilities, an economic assessment of the software application that implements it is given. The main characteristic of the Mobility digital platform (Russian development) is given, the operation of which makes it possible to reduce the operating costs for the maintenance of the television and radio broadcasting network and improve the quality of the services provided. Results: the results of the practical application of digital technologies implemented as part of the RTRS digital transformation project in accordance with the strategic directions of digital development in force at the enterprise are presented. The implementation of digital transformation measures focused on domestic solutions showed the need to complete the entire range of work.

Assessment of the readiness of the region – «pole of growth» to digitalization of the economy

Purpose: to identify the period of appearance of references to digital technologies in strategic documents of the socio-economic development of the Krasnodar Territory as a region – a “growth pole” on a national scale, to compare the declared goals of digitalization and the actual digital progress of the region. Discussion: in the epistemological aspect, documents that are strategically important for the region are a component of an imitation vision of the future, including the nature of the work of regional management bodies to achieve their goals, while the introduction of advanced technologies to solve the socio-economic problems of territorial development must be carried out taking into account the readiness of localities and the demand for these technologies by the population and business. In addition, it is advisable to take into account the different levels of digital progress in the intra-regional socio-economic sphere, which is most clearly observed when comparing urban and rural areas: the first group is more adapted to the introduction of digital technologies than rural areas. Results: the key documents that influenced the course of digitalization in the Krasnodar Territory as a leading region were systematized, the subject’s progress in achieving a high rating level of digitalization on a national scale was considered, and “problem areas” for the effective implementation of planned activities were identified.

Digitalization of the oil and gas sector and its impact human resources in the industry

Purpose: to determine the role of digitalization of the oil and gas sector using the example of Norway and to study its impact on the personnel potential of the industry. Discussion: the paper explores the processes of technological development of the oil and gas sector on the Arctic continental shelf of Norway and specific innovative technological solutions related to “unmanned” technologies, the experience of which is useful in taking into account the personnel and technological development of the Arctic Zone of the Russian Federation. Digital solutions in the oil industry in Norway, as well as throughout the world, are being implemented in the field of remote control, automation and robotization of work on drilling rigs, the creation of offshore platforms with remote control, the development of automated drilling control, advanced analytics – with the prospect of creating fully digitalized production systems with minimal “human” current support. Results: the direct participation of human personnel as performers of technological processes is reduced to a minimum, but at the same time, the need for personnel setting the initial algorithms of such processes and exercising remote control over their progress and troubleshooting if necessary increases.

Territorial marketing as a source of business activity activation in the border region (on the example of the Belgorod region)

Purpose: to consider territorial marketing as a source of revitalization of entrepreneurial activity on the example of the Belgorod region. Discussion: Regions are an essential part of achieving national goals. Of course, without regions, the state is nowhere. And when it comes to the socio-economic state of the border regions, the issue here is especially acute, since they occupy an important place in the national security system of the Russian Federation, which is associated with the peculiarities of its geopolitical and geo-economic position. The article will focus on the features of territorial marketing and those of its tools that the leadership of the Belgorod region (as one of the border regions) uses to maintain the investment climate, to maintain leadership positions in the ranking of the socio-economic “well-being” of Russian regions, to attract investors and increase image of the region in their eyes. Results: marketing practice helps to create a positive image of the Belgorod agglomeration and its administration at the federal level, including active work on creating a positive information agenda, systemic response to external influences, a systematic response to external influences, and an emphasis on large and significant projects for society and business and much more. Territorial marketing is considered in the article as a source of revitalization of entrepreneurial activity in the Belgorod region in those economically and geopolitically difficult realities that have developed today.

Models of formation of regional growth pole in the conditions of spatial differentiation of development of its innovative sphere

Annotation.

Purpose: to systematize the existing and substantiate our own conceptual additions to the organizational and methodological approaches to the formation of the region’s growth poles in the context of spatial differentiation in the development of the innovation sphere of its economic space. Discussion: In the course of conducting an experimental study on the development of model options for implanting growth poles in the economic space of the region, it was substantiated that such innovations can be implemented in three ways: “top-down” as an initiative of regulatory institutions of regional and federal authorities and management, “bottom-up” at the initiative of economic entities and as a mixed option, involving elements of both models. In addition, it is shown that when planning transformations in the sphere of formation of growth poles in the regional economic space, it is necessary to take into account the degree of its differentiation in terms of the level of innovative development. This determining factor influences both the choice of a model variant of spatial transformations and the range of tools used in the regional policy of spatial innovations. Results: organizational and methodological approaches, principles and conceptual provisions for the formation of growth poles in the economic space of the region with an uneven level of innovative development of its territories have been developed.

Discussion: The article discusses the drivers that are characteristic of the model of economic growth in the sectoral industry on the international market, lean production and consumption, the impetus for the development of the domestic industry, structural shifts in the sectoral economy, taking into account the period of the COVID-19 pandemic, industry trends 3.0 and 4.0. It has been established that the use of information technology has allowed shoe manufacturers to increase the efficiency of design development, design and technological design of shoes through the computerization of these operations through the introduction of design automation systems. Results: the main factors that accelerate the sustainable development of the economy in the industry sector (in the footwear segment) are identified through the introduction of innovations, the digital transformation of the industry, and the greening of production processes.

Agro-industrial complex of the Russian Federation: possible consequences of the “sanctions tsunami” sample of 2022

Purpose: to consider the main problems of the agro-industrial complex of the Russian Federation, as well as the introduction of innovative technologies into it. Discussion: the article discusses the impact of sanctions pressure on the agro-industrial complex of Russia, assesses the risks of applying large-scale sanctions against agricultural enterprises, as well as the impact of Russian agricultural products on the provision of the world economy with food. There are also factors of sanctions risks, the implementation of which can have a negative impact on the enterprises of the agro-industrial sector. Results: some of these factors, such as a high share of imports in seed production, the provision of feed additives, plant protection products and others, are considered in more detail. Not only the stability of the Russian economy, but also the opportunities for its further effective functioning will depend on the effectiveness of management decisions in the agro-industrial complex.

Economic evaluation of the ecosystem services of agriculture soil under the conditions of long-term radioactive pollution at the regional level

Annotation.

Purpose: to assess the ecosystem services of soils used for agricultural needs at the regional level under conditions of radioactive contamination. Discussion: The objects of study were agricultural areas in the Bryansk region, located on soddy-podzolic soils of different granulometric composition (sandy, sandy, loamy), which were exposed to radioactive contamination as a result of the accident at the Chernobyl nuclear power plant in 1986. An assessment was made of reducing the economic damage to soils due to self-purification and sorption of radioactive elements for the production of feed products (hay, silage, haylage, straw, green mass, and fodder beets), as well as food products (grains of winter and spring wheat, grains of winter rye and potatoes). Results: In the course of the work, it was found that soils, due to self-purification and sorption of radioactive elements in the period from 1987 to 2022, reduced the annual damage to the production of fodder and food agricultural products from 304.3 million rubles. up to 163.2 million rubles, i.e., by 46.4%. The total amount of the provided ecosystem service amounted to 3.4 billion rubles.

Pricing within the framework of regional energy infrastructure and improving energy efficiency in the formation of growth centers

Annotation.

Purpose: to reveal the concepts of renewable and non-renewable energy sources, to study their essence, role in the development of the region and the formation of a growth center within it. Discussion: The analysis carried out by the authors allows us to identify the main problematic aspects of the development of regional energy infrastructure and energy efficiency. To identify the main trends in energy infrastructure pricing, the authors analyze data from programs and energy development programs established by the regions and the Government of the Russian Federation. In addition, the work also analyzed statistical data regarding the energy sector of the region. Results: in the conditions of an exclave region, the most important factor is the creation of an energy infrastructure within its boundaries, which will have a direct impact on its autonomy. According to the authors of the article, it is necessary to create alternative energy sources in the regions, which will allow “balancing” the consumption of non-renewable energy, and will also affect pricing in the industry. Among such alternative sources, the authors of the article distinguish solar radiation, the energy of small rivers and wind. In addition, the authors propose to introduce automation processes in the energy industry in the region in order to provide the population and the business community with better energy with minimal risks of power fluctuations.

Problems of compliance with labor legislation of labor payment of the far north and equivalent status territories

Purpose: analyze the impact of changes in the minimum wage on uphold labor legislation in the Far North and equivalent status territories. Discussion: the article highlights subjective and objective approaches to the study and development of the regions of the Far North. These approaches influenced on the formation of the wage system. The largest number of complaints about incomplete payment and delay of wages, dismissal in violation of labor legislation in 2020 per 100.000 employees was registered in the Murmansk oblast and the Khanty-Mansi autonomous okrug. With the proper implementation of marketing activities, an organization can make high profits and significantly increase financial performance, which will further expand production and create new types of products and services. Results: this work helps to understand which banks in the Russian Federation became more successful after the introduction of new information developments into their activities, which greatly facilitated the work of the bank for consumers and new clients of services.

The dynamics of changes in a number of market characteristics is assessed, special attention is paid to market liquidity and volatility. The factors and features of the market that have the strongest influence on approaches to the formation of trading strategies in the new conditions of the Russian market are identified. Results: further prospects of the Russian stock market are considered, taking into account the trend that has formed on it. The possibility and prospects of applying strategies of various types, as well as using models for predicting the future movement of an asset’s price, based on the use of technical analysis methods, are assessed. The most promising strategies are identified, taking into account the changed market conditions.

The portfolio investment specifics in the russian stock market in 2023

Purpose: to consider a set of issues related to the specifics of portfolio investment in the Russian stock market in 2023 is considered. Discussion: in the article substantiates the position that the changes in relations between Russia and other countries that took place in 2022 led to severe deformations of traditional market characteristics, industry stock indices, the assets structure under brokerage services and in the portfolios of investment funds. There was a transformation of the risks associated with investing in securities of various types in the current market conditions, which immediately affected the effectiveness of investment strategies in various assets. Results: the way out of this situation is to find additional opportunities to develop portfolio investment strategies, to use new approaches to selecting stocks and issuers that are most suitable taking into account the current trends and prospects for the development of the Russian stock market, to greatly increase attention to political factors affecting the work of the country’s stock market, to change and complicate its relations with the global financial market.

Analysis of the effectiveness of logistics schemes for cargo delivery

in the direction of Chindao – Almaty under covid restrictions

Annotation.

Purpose: to analyze the implemented options for the delivery of goods from China to Kazakhstan through the Khorgos border crossing in the context of pandemic restrictions. Discussion: a comparison of delivery options was made based on the analysis of logistics costs. The possibility of using piggyback transportation in this direction is considered. Implemented supply chains are represented by delivery schemes. The structure of logistics costs is considered. The total value of logistics costs for the delivery of goods is taken as a comparison criterion. Results: a significant increase in logistics costs during a pandemic was revealed when transported by road. The most effective in these conditions was the option of transportation by rail. The proposed piggyback transportation in terms of the amount of logistics costs is comparable to rail transportation. Restrictive measures to a lesser extent affected just such a delivery scheme.

It was clarified that the upselling itself contributes to the fact that the client is aware of the individualized approach to service and makes an additional purchase, being mentally prepared for it. Results: the study allows us to note that upselling has mainly become part of the practice of pharmacists, however, there are groundwork for intensifying this area. Comparison of our results with previous research done by others on upselling shows that efforts are needed to train pharmacy staff, since most of them currently need digital or paper reminders to apply this practice.

This is the allocation of two streams of innovation – incoming and outgoing, the requirement to create an infrastructure in the organization for decryption, systematization, the creation of a system for assessing the validity of knowledge, building a hierarchy of their importance for solving the innovative tasks of the company. According to the specified parameters, a matrix of typologies of growth strategies is built, which includes four types of strategies: market, partner, network strategies and a strategy based on crowdsourcing. Results: The optimal conditions for the application of these strategies are analyzed. Market strategy means acquiring innovative technologies on the market and does not involve long-term cooperation between buyers and sellers of technologies. A strategy based on crowdsourcing is characterized by a low concentration on a single source of innovative knowledge, but on a large number of involved sources. The partnership strategy involves building sustainable relationships with one or a small number of external partners and characterized by a high concentration on the source of open innovation and a small breadth of coverage. The network strategy involves the creation of a network structure or inclusion in an existing one, uniting several organizations actively exchanging information about innovations. To understand the behavior of an organization in such a network, it is useful to use the methodology of population-ecological niche economics.

The unstable political situation is considered as one of the acute problems for the Russian market. The problem of sanctions is highlighted. The problems faced by Russian enterprises due to the imposed sanctions restrictions are described. It is noted that there is an opportunity for the development of Russian business in an unstable situation. Examples of successful import substitution in the Russian market under sanctions are considered. Analogies with innovative strategies are drawn. Results: the directions in which Russian business should move in the current conditions are highlighted. Relief of sanctions oppression and removal of restrictions on exports and imports for our country will not be objectively soon, therefore, now Russian enterprises should actively develop in order to occupy the empty market.

It is noted that ensuring the personnel security of an economic entity depends on three factors, the control and analysis of the results of which is the responsibility of personnel department. Results: timely analysis and implementation of the necessary HR measures will help avoid dissatisfaction on the part of employees, increase their job satisfaction and the economic security of the enterprise as a whole. Effective personnel management has a positive effect on the economic security of the enterprise. Discussion: the article explores the advantages of hydroeconomic modeling to ensure the rational use of water resources and effective management of the water sector of the Russian Federation; the architectonics and algorithm of complex modeling of water use, water disposal and water supply based on the reuse of water resources are characterized; recommendations are given, focused on the sustainable development of the sectors of the domestic economy that introduce water-saving technologies; clarified the strategic priorities of the state water policy as a key set of management decisions that ensure economic growth in Russia. Results: one of the main strategic priorities for long-term sustainable development is the rational use of water resources, maintaining a balance between economic growth and the accumulation of natural capital against the backdrop of a growing global shortage of water resources. It is proposed to introduce a set of key indicators, which will be based on the compilation of a large amount of data and the construction of complex interrelated models.
