Arteries of urban planning in conditions of information and suburbanization

Annotation.

Purpose: to study the features of the development of information support for urban planning activities in the context of digital transformation. Discussion: the problems of the formation of residential and economic agglomerations from the perspective of the location of productive forces and social progress are considered, relatively new for modern Russian urban planning practice. The thesis about the feasibility of BIM modeling in programming the formation of residential and economic agglomerations and corresponding monitoring is defended. The feasibility of a systemic-synergetic approach to the process of suburbanization is substantiated by programming the development of territories between closely located cities and towns with their transformation into integral socio-economic localities endowed with a specific production function. Results: the authors propose the option of forming a residential and economic agglomeration along the planning axis – the Novorossiysk-Krasnodar railway and the Don-4 highway parallel to it. Low-rise construction, implemented through the use of a motivational economic mechanism, is proposed as the main form of filling uninhabited areas along the route.

Issues of using personnel marketing to increase the motivation of university employees

Purpose: to determine the role of personnel marketing in the activities of universities, taking into account the assessment of existing approaches to performance validation and employee motivation systems. Discussion: the article examines the differentiation of types of marketing of an organization’s personnel, the motivation system for university personnel, as well as difficulties in the management of universities that affect personnel policy. It is necessary to study the strategic directions of personnel marketing; it is this phenomenon that should be fully disclosed in the university development program, for example, within the framework of social policy and human capital development policy, and an appropriate master plan should be developed. Results: conclusions were drawn about the need for a comprehensive implementation of personnel marketing in universities, namely the simultaneous development of external and internal, as well as strategic and tactical personnel marketing within the framework of university marketing management to obtain the desired effect of increasing employee motivation.

Demand for marketing tools in the market of additional educational services

Annotation.

Purpose: to consider the current situation in the market of additional educational services for schoolchildren and to substantiate proposals regarding the justification of the use of certain marketing tools in the work of organizations offering these services. Discussion: the article analyzes the features that have manifested themselves in the market under study, related to the dominant presence of educational programs offered by state organizations using support from regional authorities. The difficulties in the use of marketing tools by private organizations and their low demand by public ones are analyzed. Results: conclusions are drawn about the promising demand for product, pricing, distribution and communication policies in this market with the expansion of the segment of private organizations in it, which are recommended to use trial marketing in the form of testing educational products and strengthening communications. While state organizations are also recommended to strengthen communications with consumers, rather than with state authorities and school administrations, as well as to offer new educational products that are of interest to schoolchildren and meet the socio-economic profile of the region and the priorities of its technological development.

Modernization of retail trade services in the modern consumer market of the region

Purpose: to identify key trends in the development of retail trade services in the context of socio-economic instability in the regions of the country, the presence of sanctions on imports of goods from a number of foreign countries, leading to a fundamental structural restructuring of regional consumer markets. Discussion: retail trade services currently provided to the public and organizations are undergoing radical modernization in the context of their digital transformation, which finds its manifestation in the widespread development of e-commerce based on network IT technologies. Fundamental restructuring is also taking place within the trading industry itself in the most significant areas: the growth of retail chains; the transition to omnichannel; the evolution of retail trading companies; increased individualization of the customer service process. The modernization of retail trade services carries obvious benefits for consumers, but also a number of problems that need to be solved in the near future. Results: the end-to-end penetration of new digital technologies is accompanied by profound, radical changes in the consumer market, increased requirements for the development of retail trade and modernization of its classical model. Digital commerce is becoming the most effective tool for retail trade, having as one of its results a synergistic effect of long-term action. In this situation, it is necessary to implement a set of measures to minimize the factors hindering the development of retail services and implement a trading risk management system using government support.

Methodology and arrangement of capital reserves evaluation in accounting procedures

Annotation.

Purpose: analysis and disclosure of organizational and methodological approaches to assessing the capital reserves of an enterprise. Discussion: the process of reserving capital is important for maintaining the economic potential of an enterprise, ensuring financial and economic conditions for carrying out its activities during periods of uncertainty. Considering that the reservation in its economic content has turned into accounting procedures that ultimately do not provide for the formation of real assets and funds to cover future expenses, the allocation of any reserve of monetary or other assets, the methodology and organization of their accounting needs to be updated. The problem of assessing capital reserves is especially acute, since an insufficient volume of reserves neutralizes their protective function, and an excessive one limits the distribution of capital. Organizational and methodological approaches to the assessment of capital reserves are studied, based on existing types of values and taking into account accounting principles. The influence of accounting principles on the formation of capital reserves is revealed. The conditions for recognizing and reflecting reserves for future expenses in accounting have been systematized. Methods for assessing capital reserves are analyzed and ways to improve them are proposed. Results: organizational and methodological stages for the formation of capital reserves at an enterprise have been developed and the role of assessment at each of these stages has been determined. Based on a generalization of accounting theory and practice, three approaches to assessing capital reserves are identified – based on legislative requirements, taking into account the experience of past years, and also in accordance with the financial policy of the enterprise.

Consumer preferences when choosing a private medical organization

Purpose: to study consumer preferences of medical organizations in the healthcare sector. Discussion: the article examines the issue of clarifying the factors on the basis of which consumers decide to choose one or another medical commercial organization depending on the specific situation, solvency, complexity of the case, requirements for the efficiency of service provision, etc. It is noted that a number clients actively use services in private medical organizations, the number of which has been steadily growing in recent years. Results: conclusions were drawn that in the current situation, when the total number of consumers of commercial medical centers shows a downward trend, it is advisable to focus on solutions to improve the level of service, friendliness of interaction, speed, cleanliness, etc. Comprehensive efforts in this direction will allow us to obtain digestible results in managing customer flow.

Marketing potential of biometric technologies in the credit activities of banks

Discussion: the article monitored the number of banks connected to a unified biometric system and people using a unified biometric system in banks, carried out a comparative analysis of the conditions for obtaining a loan in a bank branch and using biometrics, highlighted the advantages and disadvantages of using biometric technologies when lending in commercial banks . Results: this article is aimed at justifying the need to attract more potential bank clients to use biometric technologies in banking services, namely lending, because a unified biometric system allows not only to save clients’ personal time, but also to reduce bank costs, as well as increase speed and accuracy transactions.

Model of digital transformation of sea transport enterprise

Purpose: to develop a model for digital transformation of a maritime transport enterprise. Discussion: the article discusses current trends and key features of the development of maritime transport enterprises. The conditions of the new reality must be taken into account. For the practical implementation of the strategic direction in the field of digital transformation of the transport industry of the Russian Federation, it is planned to use a number of the latest technologies that will ensure this transformation in technical, economic, logistics and information aspects. Results: a model of digital transformation of a maritime transport enterprise has been proposed. The model is built on the principles of client centrism and process management. It takes into account industry peculiarities. The ultimate goal of the transformation is to create a digital ecosystem, which involves building and developing relationships with customers and business partners in digital format.

Methodological aspects of assessing the effectiveness of logistics container systems

Purpose: to analyze the theoretical and methodological problems of container transportation in maritime transport caused by sanctions restrictions. Discussion: a comparison of domestic and foreign methodological platforms was made, which made it possible to formalize the prospects of supply chains on the territory of the Russian Federation and abroad. Despite the multiplicity of participants in the process of processing and transporting a container, seaports play a key role in the efficiency of the international container system. Results: the possibilities of leveling the negative consequences of sanctions pressure have been proven by using the scientific achievements of domestic scientists, as well as foreign followers who have developed a number of promising concepts for the modernization of maritime container transportation within the framework of UNCTAD. There are prospects for increased competitive advantages for the national transport system in the implementation of transit potential and in building alternative transport links without the participation of Western container carriers subject to sanctions restrictions.

The article presents calculations of the necessary costs to attract distributors operating in the region to cooperate within the consortium and implement the functions of drug supply to remote areas. Results: the article substantiates that the creation of a system of regional drug supply operator will improve the quality of life throughout the region, ensure sustainable demographic growth and expand the opportunities for the formation of labor resources, the attractiveness of rural life, which in general will qualitatively improve the socio-economic situation.

Comparative analysis of the state of human capital by regions of the RF

Purpose: to analyze differences in human capital by region depending on the state of infrastructure. Discussion: this article provides a comparative analysis of differences in human capital depending on infrastructure development in the regions of the country. A comparative analysis of the features of infrastructure development in the regions of the country was carried out. In addition, the authors’ approaches to human resources as the main intellectual capital are considered, and the multidimensionality of factors influencing the development of human capital such as healthcare, education, etc. is revealed. The qualitative state of human capital is, on the one hand, a factor determining the development of socio-economic processes at different levels, and on the other hand, the goal of developing specific areas of social activity, such as education, healthcare, social security, etc. Each of these areas is based on a specific infrastructure, the development of which determines the provision of highly qualified human resources in each region. Results: the results obtained include the different degrees of manifestation of specific characteristics of human capital identified by the authors in the regions of the Russian Federation, which cannot but affect the differentiation of the socio-economic state of the regions. The problem in the development of human capital in the region can be used to adjust the socio-economic development strategy.

Wave concept of changing consumer behavior models within economy cyclic development and marketing theories

Purpose: to present the results of the author’s research into trends in the development of consumer behavior models and the formulation of the wave concept, taking into account scientific theories of the cyclical development of the economy and marketing. Discussion: the market-shaping factors of demand, supply and pricing within each new technological structure are subject to qualitative and quantitative changes; the vector and intensity of the impact of ecosystem factors are variable. The alternation of phases of economic cycles is manifested in changes in a set of macroeconomic indicators, including indicators of consumption and savings. Cyclical changes in the spheres of production, distribution and exchange are widely discussed in the works of Russian and foreign scientists, but the sphere of consumption has not been sufficiently studied, which determines the relevance of this study. Results: as a result of a comprehensive system analysis of the provisions of scientific theories of cyclical development of the economy, as well as marketing concepts and theories of consumer behavior, it became necessary to streamline and systematize the conclusions in the form of the author’s formulation of the wave concept of changing consumer behavior models in the matrix form “Phase of the economic cycle – model of consumer behavior”.

Peculiarities of integrated planning implementation in metallurgical companies

Purpose: to explore the possibility of introducing integrated planning in companies in the metallurgical sector. Discussion: modern metallurgical companies are currently faced with a number of problems that are the result of the impact of anti-Russian sanctions, supply chain disruptions, etc. However, in many organizations there is inconsistency between different levels of planning, and the process itself is uncoordinated. This necessitates the introduction of integrated planning as an opportunity to increase their competitiveness and sustainability in the market. Results: firstly, negative dynamics of the main indicators of the metallurgical industry was revealed, which indicates the importance of increasing the efficiency of companies. Secondly, it has been determined that integrated planning consists of three levels that are interconnected and cover one or another area of the organization’s activities. Thirdly, indicators are proposed that can improve the efficiency of the company.

Environmental safety in the construction sector of the economy

Purpose: to assess the environmental and economic efficiency of using “green” technologies in the design and construction process in Russia. Discussion: The article discusses the issues of “green building” and “sustainable construction”. The definition of “green” buildings is a complex concept that continues to evolve and has numerous interpretations. Experts and relevant international organizations interpret the term “green construction” in different ways. A modification of the concept of “green” construction is proposed, which is continuously developing. The widely accepted definition implies the creation of healthy, comfortable, energy-efficient buildings with harmonious architecture, while ensuring maximum savings of resources (energy, land, water, materials), environmental protection and pollution reduction throughout the life cycle. Results: the analysis of normative acts regulating environmental safety measures showed the important place of construction in the issue of environmental protection, land use, water resources, energy conservation, etc. Russian building certification systems give priority to the environmental aspect, but their use remains voluntary and is not mandatory.

Purpose: to study the prospects for the development of the Russian economy in the context of the relevance of industrial robotization. Discussion: high rates of development of new technologies, the emergence of qualitatively different technological solutions from existing ones change approaches to the implementation of socio-economic processes, stimulate the improvement of management tools. One of the important directions in ensuring the innovative development of the production complex today is robotization. In modern conditions, robots are an important part of automated production systems at enterprises in many countries of the world. The reasonable use of industrial robots in production allows organizations to reduce resource costs, increase competitiveness and improve the effectiveness of their work. In the context of the global trend in the development of robotics technologies, taking into account these advantages, the issues of accelerating the introduction of this technology in Russia are of particular relevance. Results: the article presents data characterizing the use of robotics in the countries of the world, information on trends in the robotization of certain industries, special attention is paid to the problems of the development of robotics in our country, including the implementation of appropriate measures at the state level. The author has developed a universal algorithm for the implementation of robotic solutions at domestic enterprises of different scales of activity and industry affiliation. The use of such an algorithm will allow, among other things, to structure the stages of work on technological improvement of production processes, to conduct a timely analysis of the prospects for the implementation of the developed plans, taking into account resource constraints, to make informed and effective management decisions.

Sub-sovereign green bonds in government promotion of the financing for sustainable development: an institutional aspect

Annotation.

Purpose: to develop recommendations for the sub-sovereign green bonds market regulation in the Russian Federation based on behavioural economics tools. Discussion: the article analyzes the factors that can influence the growth of the green bonds market. In order to scale up the successful issuance of the city of Moscow’s green bonds to the public, the data collected by the sociological survey conducted by the authors is analyzed in the article, with a view to identifying attitude and willingness of the residents of Russian cities to invest in green projects, including those funded by the green bonds. Results: based on the barriers to scaling up the sub-sovereign green bonds issuance identified in the survey, approaches and tools for working with the population to involve them in the financing of green projects have been proposed. It is noted that the innovative nature of the green bond instrument lies in taking into account the importance of the emotional component for purchasers of such securities: the opportunity to directly participate in urban environmental projects.

Classification of archetypes of alternative food buyers

Annotation.

Purpose: to conduct research and analyze the main consumer behavior models in order to develop their own typology and identify the characteristics of consumers of alternative food products. Discussion: due to the weak institutionalization of the alternative food market, along with the high rate of their penetration into store shelves, there was no centralized information support for the objective advantages and attractive characteristics of these products for humans. On the contrary, alternative food products have become targets for hoaxes, fakes and everyday misconceptions. As a result, a classic business problem has formed in the market – with the successful completion of the product lifecycle implementation stage, there was no further growth, since most buyers did not switch from the status of potential to actual users of the product, including due to insufficient awareness or accumulation of misconceptions about the product. Results: in order to successfully overcome this gap, it is necessary to focus managerial focus on consumer behavior, detect deterrents and identify the most relevant methods of correcting it. Based on the analysis of more than three hundred different classifications, it is necessary, taking into account the peculiarities of consumer behavior of the alternative food market, to develop its own typology that will solve the identified business problem – the introduction of a new product to the market and the attitude of consumers to this process.

Discussion: The transition towards renewable energy sources has become a critical global concern for achieving sustainable development and mitigating climate change. This article investigates the genesis of the problem surrounding state policy formulation and implementation for sustainable development in the field of renewable energy.  Study and identification of historical context, political framework, social and economic factors made it possible to achieve goal. Through a comprehensive review of existing literature and empirical evidence, the article explores the evolution of public policy, highlights the key points that have influenced the trajectory of renewable energy development, as well as the threats and risks associated with renewable energy development. Results: a periodization of the development of state sustainable development policy has been proposed, relevant mechanisms and tools for its implementation have been identified. Further state regulation of the renewable energy industry and its effectiveness are the subject of debate.

Marketing assessment of the selling ability of the website of an additional professional education organization based on the oculography method

Annotation.

Purpose: to provide a rationale for the effectiveness of using the oculography method to solve the problem of increasing the attractiveness of online education in the segment of additional professional education based on classical universities. Discussion: the method is tested using the example of the Higher School of Management of the National Research University “BelSU”. The results of the conducted eye-tracking study are presented: analysis of maps of gaze movement, calculation tables. The calculation of the obtained data is carried out for three main types of clients of the market under study. Results: the viability of the hypotheses set at the initial stage of the study is tested. Directions for optimizing the website of the organization under study are proposed in order to attract clients of various types and increase the conversion of the sales funnel. Through a comparative analysis, it was revealed that the pages of the website of a higher educational institution with programs require optimization: reduction and structuring of information, adding visual objects and schematization, adding photographs of experts to the section with teachers, introducing elements of a personalized approach to working with clients.

Features of the development of economically safe principles for managing the implementation of support programs and projects of socially oriented non-profit organizations as a socially significant process in the context of global crises

Purpose: to develop effective methods of managing the activities of socially oriented non-profit organizations (SO NPOs). Discussion: a methodology for evaluating integral indicators of economically safe principles of management of the implementation of support programs and projects of SO NPO is proposed; a dynamic approach to managing the implementation of support programs and projects of SO NPO from the point of view of their investment attractiveness is considered; standarts for the effectiveness of management of the implementation of support programs and projects of SO NPO are established. Results: an algorithm has been developed for managing the implementation of support programs and projects SO NPO using economically safe principles. During the discussion, the marketing opportunities for promoting the region as a social territory were analyzed. It should be noted that the lack of territorial marketing activity in the region leads to a decrease in investment attractiveness indicators, and a weak focus on the formation and implementation of support programs and projects for SO NPOs leads to the prospect of degradation of the socio-economic development of the region.

Purpose: To ascertain prevalent forms of social cause advertising, methodologies of marker promotion, and governmental backing extended to the non-profit sector through a sociological inquiry involving stakeholders engaged in activities bolstering family, children, and maternal welfare. Discussion: revision in the necessity to disseminate information tailored to the preferences of the intended audience via social advertising, suggestions for strengthening the existing domain through governmental sector, and exploration of novel marketing instruments conducive to broader audience outreach. This highlights the immediate need to reevaluate critical aspects of governmental support measures, as well as to reconstruct marketing strategies within the non-profit sector. Results: Conclusive findings delineated the developmental trajectory of the third sector concerning marketing and the promotion of its services to target demographics. Additionally, observations highlighted the inefficient or insufficient support from local and regional authorities towards crucial areas for the state, such as the promotion of large families and traditional family values. Furthermore, several initiatives within the non-profit organization (NPO) sector were identified, proposing legislative or regulatory amendments aimed at optimizing the quality promotion of modern family values and priorities through social cause advertising.

Great importance is attached to the scientific approach to evaluating efficiency, which is directly related to the resources used by the enterprise and is an important component of its complex activities. Results: an example is given of using the resource approach to assess the efficiency of an oil production enterprise based on its units of production – fields. To assess the efficiency of such an enterprise and its production units, an integral efficiency index is proposed for calculation, formed on the basis of calculating resource intensity indicators. The results obtained during the study can be effectively implemented to develop resource conservation programs and strategies for companies engaged in oil production as part of their activities. The types of hydrogen have been investigated and classified according to the criterion of the types of primary energy used in the process of its production. Results: the expediency of the development of technologies related to the use of hydrogen storage devices is substantiated. The conclusion on the feasibility of using green hydrogen as an energy source in order to ensure zero-emission energy generation is supported.

Discussion: a number of dangerous natural processes and phenomena are widely manifested in the territory of Asian Russia, among which hydrological phenomena in the Lake Baikal basin are quite common. After the construction of the Irkutsk hydroelectric power station, the average long-term level of Lake Baikal began to exceed the natural level, and in this regard, the negative impacts on socio-economic and natural systems increased. The negative impact of water during hydrologically hazardous phenomena disrupts the process of normal life, leads to the destruction of the infrastructure of populated areas and poses threats, including to public health. Results: to practice effective management and make strategic decisions to minimize risks and potential damage due to hydrological risks in the Lake Baikal basin, research is needed to determine damage to economic and social facilities. The article substantiates the use of the results of an expert survey in the economic assessment of damage to the social sphere due to hydrological risks in the lake basin Baikal.

Framework for developing a platform for a fast-food restaurant brand

Discussion: The article is devoted to instrumental branding of fast food restaurants and contains a description of the framework for preparing a brand platform, as well as planning strategic and operational activities for its implementation. The work presents the predicted features of the Russian fast food industry in the period 2024-2027, which will require reflection in restaurant branding. The characteristics of the theoretical approach proposed for priority use in the fast food industry are given. The proposed framework includes seven sequentially completed sections, grouped by two groups of motives (emotional and rational) of potential customers: the essence of the brand; positioning; general description of the target audience and its division into groups; product brand advantage and marketing attributes. Results: the framework was developed based on the adaptation of the probability model of conscious information processing, the theory of planned behavior, the brand personality construct, the marketing mix concept and the structure of the brand platform for small businesses. Particular attention is paid to the author’s 6’S model, which evaluates the brand according to six personal characteristics important for target audiences – “Sincere”, “Similar”, “Surprising”, “Specialty” “(“Special”), “Styling” (“Stylish”) and “Strength” (“Durable”); the possibilities and prospects for using the framework in practice are presented.

Results and discussion: the article provides an overview of world experience in the implementation of CCS projects, the results of the analysis of the main carbon regulatory measures in various countries, and an assessment of the current situation in Russia with the definition of basic prerequisites for the development of CCS in industrial sector. It is shown that the number of CCS projects around the world is increasing, and interest in such a complex of technologies as a promising decarbonization option is growing. It is noted that the main problem on the way to scale CCS projects is connected with economic factors, and certain conditions are needed for the introduction of a complex of technologies into industrial practice. The analysis of the main regulatory measures and mechanisms for CCS in different countries is presented. It is revealed that in the leading countries the policy in this area is complex, which determines the systematic development of the entire technological chain. The key prerequisites for the implementation of CCS projects in the industrial sector of Russia are outlined, and a review of the country’s experience in establishing state regulation measures for the development of low-carbon initiatives, including CCS, is conducted.

Discussion: the rapid development of AI technologies in recent years has opened up new opportunities for optimizing human resource management processes. China, being one of the leaders in the field of AI, is actively implementing innovative solutions in the HR sphere. The study analyzed data from 150 Chinese companies in various industries that implemented AI systems in personnel management for the period from 2018 to 2023. The study revealed a number of problems related to the ethical aspects of the use of AI and the need to retrain HR specialists. There is significant potential for AI in transforming human resources management in China, but further study and strategy development are required for effective implementation of digital technologies. Results: the use of AI in recruitment has reduced the time to close vacancies by 37%, and the accuracy of recruitment has increased by 24%. Using chatbots and virtual assistants to communicate with employees increased staff satisfaction by 18% and reduced the burden on the HR department by 29%. The introduction of AI systems to analyze employee engagement and attitudes has increased talent retention in companies by 42%.

Transformation of china’s ferrous metallurgy in a circular economy: experience and strategic analysis

Purpose: this article is devoted to the analysis of the experience and strategic directions of the development of China’s ferrous metallurgy in the framework of the transition to a circular production model. Discussion: the key strategic directions for further transformation of the industry are identified: technological modernization of production, digitalization and intellectualization of processes, development of inter-industry cooperation on the involvement of waste in production, stimulating demand for “green” steel. China’s experience demonstrates the possibilities and effects of the transition of ferrous metallurgy to a circular economy model, which is important for the sustainable development of the industry on a global scale. Results: the study shows that China’s ferrous metallurgy, being the largest in the world (steel production in 2020 amounted to 1064.8 million tons or 56.7% of the global volume), is actively implementing the principles of a circular economy. This is manifested in an increase in the level of recycling of steel scrap (from 11% in 2000 up to 22% in 2020), reduction of specific energy consumption per ton of steel (by 28% in 2000-2020), reduction of CO2 emissions per ton of steel (by 31% over the same period).

Considerable attention is paid to analytics and assessment of the export of dangerous goods transported by rail, as especially significant in the total volume of supplies. Results: Cooperation between states is a key factor for successful exports. Risk-management for sustainable development of Russian mining companies

Purpose: to study the risks of sustainable development of Russian mining companies. Discussion: The article examines the key risks of Russian mining companies within the framework of the key elements of the concept of sustainable development (ESG risks). Based on the analysis of non-financial reporting of companies in this sector and other sources, a list of the most characteristic ESG risks of mining enterprises was compiled and specific examples of their management were considered. Results: as a prospect for the development of methods for managing the presented risks, it is proposed to consider the possibility of strengthening insurance protection, in particular, through the use of mutual insurance and the development of a corporate ESG risk insurance product. It has been established that through the use of innovative concepts, mining organizations reduce the volume of harmful emissions, increase the number and quality of jobs and working conditions, contribute to the optimal use of resources and improve the standard of living of the local population, which has a beneficial effect on the development of the country as a whole.

Purpose: to develop an algorithm for the implementation of personnel controlling in the multimodal transportation sector of the country’s general logistics system. Discussion: Economic security includes a number of functional components that ensure the company’s financial balance, systematic profit generation, as well as the achievement of current and strategic goals. The personnel component is a multi-level system of social and labor relations that arise between employees of an enterprise and are systematically aimed at minimizing threats to the external and internal environment through the use of various methods and tools, one of the leading among which is personnel controlling. Conceptually, it represents an innovative model of enterprise personnel management aimed at taking into account the interests of stakeholders represented by the state, the founders of the company, its creditors, shareholders and the local community as much as possible. Results: the internal essential content of personnel controlling is a concept of stakeholders in the development of the company’s personnel. The structure of the conceptual model of personnel management in the implementation of multimodal transportation is multidimensional and has as its main purpose the provision of relevant information to the management of the enterprise for making optimal management decisions in the field of its economic security. At the same time, minimizing the risks of personnel controlling is achieved through a set of measures, including collective staff education and outsourcing and leasing.

The use of an automated system allows you to significantly save time for human resource management specialists, as well as move to a new stage of HR management, where it is possible not only to evaluate the qualitative characteristics of personnel, but also to manage them.  Results: a meaningful analysis of the sources showed that the integration of information and digital technologies served as a driver for the development and automation of HR processes related to the assessment of personnel characteristics that were insignificant in the early view of researchers, as well as the characteristics of the internal psychological environment of the organization.

Agent approach to modeling an intelligent system for managing economic entities

Discussion: The article presents an agent-based approach to modeling an intelligent management system for economic entities; the prospects of the agent model of the intellectual system for managing economic entities are substantiated; The structure of this model is presented. Results: It is concluded that the proposed multi-level agent-based MIS model supports a mechanism for diagnosing the state of an economic entity as an “object-project-process-environment” configuration and is based on the integration of the latest IT data collection and analysis. The agent-based approach used in its construction ensures the parallel execution of operations at the project, process and environment levels, the distribution of decision formation between specialized agents, knowledge management, transitions between proactive management processes, as well as the integration of various information systems, methods, modes of data preparation and analysis within one model.

Study of a model of the relationship between financial market volatility and economic uncertainty as a source of irrecoverable risk in periods of instability

Purpose: to explore and assess the level of economic uncertainty in the niche of small and medium-sized enterprises (SMEs). Discussion: to assess lending conditions, the author chose a dimensionless indicator – the coefficient of variation. The study is conducted from the point of view of volatility levels. The volatility of lending interest rates is calculated as a statistical measure of the sample standard deviation. The level of volatility is associated with an assessment of economic uncertainty. For business, uncertainty in any of its manifestations is an environment for the emergence of risk, and one to which it is very difficult to apply the classical methods of elimination and avoidance known in risk management. Results: in conditions of unstable economic development, for various reasons, a source of business risk, among other things, becomes uncertainty, as an assessment of which volatility can be considered, in this case the volatility of the financial market. Taking this factor into account and managing it will contribute to the achievement of strategic goals for the development of the Russian economy.

Social advertising as a tool of socially responsible marketing

Many modern brands invest part of their profits in solving humanitarian and social problems, developing science, ecology, and medicine. The article examines social advertising as an element of the complex of marketing communications of modern organizations, emphasizing the possibility of studying social advertising in this context as a mechanism reflecting the content of the social and ethical concept of marketing. Results: it was determined that social advertising and its tools can perform image and reputation functions in the marketing communications system of commercial organizations.
