Purpose: to study the state and development trends of the pharmaceutical services market, due to the influence of factors caused by the Covid-19 pandemic; determine the directions of transformation of the economic behavior of pharmacy network structures and propose measures to improve their financial stability. Discussion: The article discusses the trends in the formation and functioning of pharmacy network structures in the country’s pharmaceutical market, and identifies promising areas for the development of the drug market. Trends in the change in the structure of the pharmaceutical services market are shown, factors determining the behavioral strategies of large and small companies are identified. Results: substantiated development targets and directions for improving the efficiency of the functioning of small and medium-sized businesses, aimed at increasing their financial stability, improving product and marketing policies. For this purpose, it is proposed to use an operational controlling tool – the ABC analysis method and IT technologies to optimize inventory and manage the assortment.

Ways to reduce the costs of the semiconductor industry during the pandemic

Purpose: to substantiate the expediency of introducing the cost-killing system at semiconductor industry enterprises. Based on the analysis, to determine possible ways to minimize the consequences of the pandemic crisis, in particular, by optimizing production costs at the enterprise. Discussion: in the face of uncertainty, caused, among other things, by pandemic restrictions, semiconductor enterprises are forced to resort to optimizing their financial and material resources, as well as production processes, including by reducing production costs. Results: the coronavirus pandemic has demonstrated to all industrialized countries of the world the unpreparedness of modern enterprises to quickly and flexibly adapt to new conditions. Thus, in order to stay “afloat” given the limited applicable mechanisms, the semiconductor industry must take drastic measures, in particular, by introducing complex cost optimization systems, namely “cost-killing”.

Transformation of value chains of socially significant food products: the effectiveness of the system of state regulation

Purpose: to consider the effectiveness of the state regulation system in terms of creating the value of socially significant food products. Discussion: the article examines the conditions that cause food inflation in the context of the transformation of food chains. Both the factors of the global crisis associated with the Covid-19 pandemic and the specific factors caused by the agri-food policy pursued in Russia are systematized. The barriers that hinder the integration of Russian companies with competitive products into global chains are identified. The priorities for the development of the system of state regulation of the agro-food system are determined. Results: Recognizing the importance of foreign trade regulation in order to balance the domestic market, it should be noted that these instruments redistribute the rent from government intervention among participants (stakeholders) within value chains, but they are not regulators of the price of the final product.

One of such systems of work with personnel is gamification, aimed at their maximum involvement and motivation for the result. Typically, a high percentage of layoffs followed by the admission of new specialists is considered as evidence of the unreliability of the company. Therefore, in most cases, staff turnover is a stain on the company’s reputation. Results: an increased turnover of personnel, whatever the reason, reduces the staffing of jobs by performers, distracts highly qualified specialists who are forced to help newcomers, worsens the moral and psychological climate, reduces the productivity of those who are going to leave, which as a result causes economic losses.

Strategies and business-models for open innovations

Purpose: to identify strategies for the effective use of open innovation technologies for the growth and competitiveness of the company, to formulate its requirements for a business model that provide optimal conditions for the implementation of the chosen strategy. Discussion: to achieve the goal, methods of building logical models were used to identify types of strategies for using open innovations, a hypothetical-deductive method to prove the need to coordinate the strategy chosen by the company and its business model. As a result of the study, it was determined that the whole variety of strategies for using open innovations can be reduced to four archetypes built on the basis of two variables – the degree of concentration on the source of innovations and the degree of openness in the search for sources of open innovations, i.e. breadth of coverage of sources, and the choice of a particular strategy requires such organizational changes that will ensure the compatibility of the strategy and the business model acceptable for its implementation. Results: the concept of the relationship between open innovation strategies and their corresponding business models, presented in the article, makes it possible to make the work of designers of open innovation strategies more rational and productive, and reduce the likelihood of strategy failure during its implementation.

Purpose: to study the possibilities of using HR tools in the framework of ensuring the sustainability and self-healing of regional economic systems. Discussion: modern researchers in the field of economics and management pay special attention to the effective management of socio-economic processes: it is suggested that, among other factors, it forms the basis for ensuring the sustainable development of the region’s economy, with a special role given to the possibilities of using HR- tools. Discussion: today, when COVID-19 is not losing ground, and society is forced to adapt to the new realities of life, for the scientific community, the impact of the pandemic on various fields of activity is becoming relevant. The article defines the features of training specialists undergoing professional training in economic and managerial programs related to the pandemic of a new coronavirus infection, and considers structural changes in training. Results: a study of the features of training economic and managerial specialists during the COVID-19 pandemic showed the following: pandemic-related transformations in the system of implementing programs for training economic and managerial specialists associated with the pandemic today exist mainly within two main components: content, including competence-based transformations, there are a number of problems associated with the implementation of educational programs remotely, including the lack of a regulatory framework adequate to the needs, changes in the workload of teachers, quality management of distance education, etc.; it is assumed that the development of professional competencies of economic and managerial specialists in the foreseeable future is associated with the development of three types of competencies: “soft”, professional and “digital”.

Purpose: to conduct a predictive-analytical study of the development of the meso-level economic system. Discussion: the article presents a predictive and analytical study of the dynamics of indicators of economic and demographic development of a municipal district based on data contained in various information bases and resources. An assessment of the influence of the spatial factor on the dynamics of the population of settlements in a rural municipal district is given. Results: according to the results of the study, strategic priorities for the development of the municipal district were formulated, recommendations were given for improving municipal management. One of the conditions for improving the quality of municipal management is a predictive and analytical justification for the development priorities of all areas of the municipality, including social facilities. A set of measures for the development of the municipality should be of a compensatory nature, weaken the trend of accelerated departure of the population from remote settlements, based on the results of qualitative and quantitative research.

Purpose: to analyze the problems and determine the tasks of the next stage of reforming the system of environmental and technological regulation and issuing integrated environmental permits to large industrial enterprises of the Russian Federation. Discussion: the article shows that the difficulties of the transition to environmental and technological regulation of the Russian industry are due to a one-sided understanding of the principles of the best available technologies (BAT) and gaps in the decision-making system at the regional and territorial levels. International experience shows that the peculiarities of the economic development of regions, territorial planning, and the state of the environment should be taken into account when determining the conditions for the IEP and establishing requirements for specific enterprises. Results: the author proposes to focus on the development priorities of the real sector of the economy, increasing the resource efficiency of production through the introduction of BAT and the use of approaches to assessing environmental indicators of environmental quality to take into account regional and local characteristics. The article emphasizes that the window of opportunity for improving the system of environmental and technological regulation must be used without delay, ensuring the use of tools originally provided for by Russian legislation and tested both abroad and in Russia.

Empirical methods are used in the form of a description, experimental – theoretical methods, including analysis, synthesis. Digital transformation of purchasing strategies in transport and logistics supply chains: tools, economy and management

Purpose: to consider the digital transformation of the procurement strategy in transport and logistics supply chains. Discussion: the article discusses the directions for the implementation of the Industry-4 program, the possibilities of introducing information systems into supply chain management, including the problems of implementing the VMI system, assesses the methods for optimizing the product matrix, proposes a procurement strategy methodology for introducing the VMI system into supply chain management . Results: in the context of the formation of the digital economy, the introduction of automated material flow management systems in the supply chain is of particular importance. The methodology proposed in the article allows, based on the use of a system of analytical methods, to optimize the product matrix, evaluate suppliers from the standpoint of their ability to work according to the VMI system, and identify risks when developing a supply strategy. Monetary policy: money supply and inflation in various countries

Purpose: to investigate the impact of the money supply as an instrument of monetary policy on inflation in various countries. Discussion: the article defines the impact of the main monetary aggregate М2/М3 on inflation (CPI) for a number of countries and reveals the time lags of this influence. In this paper, the study is based on an original model that does not use complex mathematical tools, and whose algorithm does not require significant periods to form a conclusion. Results: A study of the relationship between the money supply and the CPI for all groups of goods revealed the presence of three management scenarios. First, the change in the money supply determined the change in the CPI (inflation), with violations of the response to management in certain periods; the second scenario is the lack of response to the control action. The first scenario of managing the money supply as an instrument of monetary policy in order to influence the macroeconomic goal “inflation” is presented in such countries as Russia, the USA, Brazil, Norway, India, China; the second – Germany and Japan; the third is observed in Denmark. The greatest influence of the money supply on the CPI for the countries under study is recorded after 19 months.

Results: the study made it possible to clarify the needs of consumers in the audit services market, to characterize specific types of information and economic interaction between market participants, to identify segmentation criteria, to form and evaluate market segments. The competitive strategy of an audit company should be built on the basis of segmentation and market positioning, based on an understanding of the needs of the audited entities, the interests of competitors and the macroeconomic needs of the state as a whole, based on reliable and complete statistical and rating information.

Annotation.
Purpose: to analyze the accumulated international experience in the development of ESG strategies to ensure effective supervision and risk management, as well as financial support for water projects in the development of ESG strategies for any public companies. Discussion: the article analyzes the methodological aspects of ESG investments and the benefits of this type of activity. There is also an increase in the development of ESG strategies in many large corporations of the world, in which separate divisions are being created related to the strategic possibility of external financing of “Water Projects” for companies. Results: the principle of responsible investment – ESG-investing has already proven itself in foreign countries and began to develop in the Russian market in accordance with the goals of sustainable development. International organizations, research and financial alliances, governments of different countries, companies and banks actively participate in the development of this area. In Russia, the ESG policy is being actively developed by the Government of the Russian Federation, the Central Bank of the Russian Federation and the State Corporation VEB.RF. Given the pace of development of financial reporting, ESG investments will become an integral part of the corporate world. Studies have proven that companies that focus on ESG projects have higher returns on capital and market stability. ESG investments are a strategic opportunity to finance water projects.

Risk management of mortgage lending on the basis of introducing financial innovations

Purpose: to consider the problems of mortgage lending faced by credit organizations. Discussion: mortgage lending, as a banking service, is aimed at acquiring housing, it is issued for only one purpose. Financial innovations are the main means of achieving results and improving lending with minimal risks for credit institutions. In this regard, the author identified the need to introduce financial innovations in order to improve mortgage lending and attract more customers. The introduction of financial innovations in the field of lending will simplify the application for a loan, which will affect the increase in the number of customers, as well as reduce the risk of mortgage lending institutions. Results: after analyzing the analytics of mortgage lending, the authors came to the conclusion that when providing a mortgage loan, credit organizations are most at risk. In order to manage risks, there is a need to develop new financial innovations and introduce them into the practice of providing mortgage lending. The introduction of financial innovations will increase the number of customers who will apply for the provision of mortgage lending services.

Study of theoretical and methodological aspects of state financial control under a pandemic

Purpose: to study the theoretical and methodological aspects of financial control exercised by the state in the dynamically changing conditions of economic activity of economic entities under the influence of the COVID-19 pandemic. Discussion: the role of state financial control in the financial management system of the Russian Federation cannot be overstated, since by optimizing control activities, the authorities receive high-quality feedback that allows them to evaluate the effectiveness of decisions made in the field of budgetary legal relations and ensure compliance with the provisions of legal acts in the field of budgetary regulation. The issues of managing the activities of control bodies have been studied by domestic economists for a long time, but the works of past years are losing their relevance due to a significant circumstance – the pandemic of a new coronavirus infection. Results: various aspects of the implementation of the activities of the subjects of state financial control during the pandemic were identified; substantiates the need to develop a legislative framework in the field of state financial control, the distribution of functions and powers assigned to the subjects of control; reviewed the organization of the work of the Accounts Chamber of the Russian Federation during the pandemic; the relevance of digitalization of state financial control is substantiated, taking into account the trends noted in the period preceding the pandemic.

Imperatives of the strategic development of transnational corporations in the context of the global crisis

Purpose: the global crisis was the reason for the formation of a tendency to modify the corporate strategies of transnational corporations (TNCs), which was typical for many sectors of the world economy. The strategies of international marketing and approaches to international strategic management in general have undergone a significant change. Discussions: in this article, on the example of cases of specific companies, the goal of assessing the transformation of patterns of strategic transnational cooperation was set and solved. Results: using the example of particular TNCs, we showed in this article that the main factors of their development in a crisis are the next points: following the strategy of low cost innovation, optimizing financial planning, focusing on improving their global value chains (GVCs), and the increasing use of socially oriented methods of strategic development. Some of the TNCs, when operating in emerging markets use the strategy of localization of production, as well as a more flexible and adaptive marketing strategy.

Investment multiplier and the performance of the tourist and recreation system

Purpose: to consider the prospects for the development of investment policy and analyze the effectiveness of the tourist and recreational system. Discussion: The global tourism market is significantly dependent on new challenges leading to a rapid decline in tourism and income in foreign countries. In this regard, considerable attention is paid to the consideration of the contribution of tourism to the GDP of the countries of the world and the effectiveness of tourism and recreation systems (TRS) in order to develop domestic and behavioral strategies for the development of Russia in line with global trends. Results: a comparative assessment of the effectiveness of Russian and foreign TRS shows a fairly high business activity of Russia in relation to foreign partners. However, recently the external environment with high uncertainty has been manifesting itself very negatively for the Russian Federation. Nevertheless, the internal potential of the Russian TRS is quite sufficient for the development of inbound tourism and relations with many other friendly countries.

Global private investment in infrastructure projects and financial risks including COVID-19

Purpose: to evaluate the impact of the structure of investments in infrastructure projects while reducing investment risks. Discussion: based on the resource bases of the World Bank and databases on private investment of specialized and industry publications, the structure and volume of infrastructure investment projects in the world was estimated. Such an assessment is especially significant for Russia, because shows a large difference in the infrastructure investment market compared to the rest of the world. In Russia, the majority of infrastructure investment belongs to the state (70%). In most countries of the world, the state finances only 10% of infrastructure investments. The article presents an analysis of the structure of investment projects by region, as well as by the number of large projects by year in the world. Results: Four models were built in the article: a Pearson criterion evaluation model, two ARDL models with different lag values, and an OLS model. The variables were: the dependent variable – private investment (PI) and the explanatory variables – public investment (GI), total investment (AI), gross domestic product (GDP), number of projects (Q), conclusions were drawn about the policy of financing and participation of the state and private investors in infrastructure projects.

Purpose: to explore the essence and role of investment support in the development of international activities of Russian enterprises. Discussion: with current trends in the transformation and development of international activity, new conditions are being formed for the functioning of its basic links – individual enterprises, the management of which in the international context requires not only the definition of strategic development priorities, but, above all, the search for sources that will ensure this development, will increase the effectiveness of international activities of the enterprise, opening a new level of international opportunities for realizing one’s own potential. Results: the article presents the theoretical foundations of investment support for the development of the international activities of an enterprise. The essence of investment activity, its role in modern conditions and the impact on the activities of business entities are determined. The paper analyzes the system of mechanisms for investment support, in which such main groups are identified as: mechanisms for mobilizing own funds, mechanisms for borrowed funds, mechanisms for attracted funds. A model of the functioning of the system of investment support for the international activities of Russian enterprises is proposed, which focuses on the need for investment support for research and development systems for export-oriented products and the creation of export-oriented industries on this basis. Proposed measures of economic assistance in the system of investment support, which are able to stimulate the international activities of Russian enterprises.

Purpose: to consider theoretical and practical issues of an innovative approach to personnel management at the pandemic stage. Discussion: The V International Scientific and Practical Conference “Innovative Scientific Research in the Modern World” brought together speakers from various higher educational institutions and regions, as it was held online. On June 8, 2021, 14 specialized sections began to work simultaneously. In each of the sections, the most relevant issues for this period of the pandemic were raised. The most active discussion took place in the section “Economic Sciences”, in which 15 speakers actively participated. Results: the result of the conference was summing up the general results and awarding certificates to all participants and diplomas to the winners, materials of speeches are presented in the collection of scientific articles.

Purpose: to consider topical issues of the formation of digital competencies, as well as the features of personnel management in the context of the corona crisis. Discussion: more than 700 people participated in the scientific conference of the Institute of Agricultural Engineering, lecturers and students of higher educational institutions spoke. All reports were presented in the form of presentations using the necessary technical equipment. The speakers also used various kinds of interactives for a more complete immersion and involvement of listeners in the topic of discussion. The event was held in a traditional offline format, as a result of which all participants were awarded certificates, and the winners were awarded certificates of honor and memorable prizes. Results: the final stage of the National (All-Russian) scientific conference was the presentation of certificates of participants and winners of the conference. The reports of the conference participants were published in the collection “Actual issues of socio-economic, technical and natural sciences” edited by the vice-rector for scientific and innovative work Nizamutdinova N.S.

Activities are often seen as “ready to wear” sets of structural and infrastructural issues. The organization selects these activities in order to build the manufacturing capabilities needed by the market. Results: The traditional concept of competitive priorities as the main means of practical implementation is the basis of the production strategy. After all, operational competence is the degree of consistency between the importance attached to a particular ability and the strength of the organization in relation to competitive priorities. The strategy development approach places a strong emphasis on strategic integration, in particular the link between production and marketing. Most of these organizations do not have any clear operational strategy, so it is important to have a structure in place and implement a path to implement it.
