Method of calculation the recyclable plastics’ market size

Annotation.

Purpose: to develop a calculation methodology for assessing the capacity of the secondary plastics market. Discussion: plastics are the most demanded group of secondary material resources allocated from waste. Recycled plastics are used in a variety of products, such as packaging, building materials and compositions, and plastic films and coatings. Therefore, it is important to know the volume of their annual education. However, at present in the Russian Federation the very concept of secondary resources is not legally enshrined, statistical records are not kept, and there is no reliable information on the volumes of processing and movement of secondary plastics. The method of determination consists of four stages, including the assessment of the resource base of secondary plastic resources from the groups “solid municipal waste” and “industrial waste”, the assessment of exports and imports for the formed groups of secondary resources, and a direct assessment of the estimated capacity of the market. Results: the main contribution to the secondary polymer market is made by secondary resources of polyethylene (50%), polyethylene terephthalate and polypropylene (46%). The results obtained are close to the available expert estimates and are comparable with the estimates of the capacity of the plastic waste market given in a number of sources. In the calculations, publicly available data are used, which makes it possible to widely use the proposed methodological approach without spending significant material and time resources.

Efficiency and coherence assessment of strategic planning documents for fostering GHG emissions reductions in carbon-intensive industrial sectors of Russian Federation

Annotation.

Purpose: objective is to substantiate the need to take measures of state regulation of greenhouse gas emissions based on incentives and state support for industrial entities in the main carbon-intensive sectors of the economy, in particular through amending the relevant strategic planning documents and adopting the Long-term low carbon development strategy of Russian Federation until 2050. Discussion: in the article, the authors analyze strategic planning documents to identify performance indicators of the measures effectiveness laid down in these documents, which are key elements in achieving the long-term goals and objectives set by the state, including the field of sustainable development. Based on the identified performance indicators (output and/ or product export, natural resource extraction, involvement of secondary resources in industrial circulation, energy efficiency and resource efficiency indicators), the impact of these indicators on the reduction of greenhouse gas emissions in the main carbon-intensive economy sectors was assessed. Results: the result of the work is an algorithm for assessing the effectiveness and focus of strategic planning documents of the Russian Federation on stimulating the reduction of greenhouse gas emissions by direct or indirect methods, which consists of several stages.

The article will also be of interest to potential employers in the implementation of programs for the selection, selection, adaptation, development and promotion of young specialists (graduates) of universities. The article presents an algorithm for identifying the features of the official and unofficial market of educational services. Results: it was revealed that the unofficial market of educational services is the main the competitiveness of graduates, an analysis of the situation in the parallel market of educational services from the point of view of demand and supply of services in this market is carried out.

Labour mobility in the labour market during the pandemic COVID-19

Purpose: to analyze the labor mobility of workers in the local labor market in the post-like period. Discussion: the paper considers the process of labor mobility of workers in the local labor market, which is realized through the state of unemployment. General information on labor mobility is obtained from official statistics compiled by the Employment Center. In addition, a survey of clients of the Employment Center was carried out, which makes it possible to determine individual indicators of interfirm labor mobility: absolute (the number of organizations at which an individual was employed) and relative (the rate at which an individual changed employment organizations), as well as to assess the influence of the respondent’s demographic characteristics on his labor mobility. Results: a methodological approach to assessing labor mobility realized through the state of unemployment in the local labor market was developed, institutional (form of ownership of an enterprise) and personal factors (gender, age, level of education) that affect the labor mobility of workers were identified.

The current state of the fuel and energy sector of the Russian Federation is analyzed, the prospects for modernization and the complex nature of its development are assessed. The impossibility of economic growth based on the unrestrained consumption of energy resources and, in this regard, the transition to an intelligent economy based on digital transformation technologies is noted. The directions of innovative detailing of energy companies are considered on the example of PJSC “Rosseti Kuban” in the context of digitalization. Statistical analysis of the living standards of the population in the Altai territory for the period 2012 – 2019

Annotation.

Purpose: on the basis of state statistics data, to conduct a comparative analysis of the level of socio-economic development of the Altai Territory over the past few years based on a study of the living standards of the population of the Territory and to assess its changes against the background of data on the Russian Federation and the Siberian Federal District (SFD). Discussion: in connection with a significant number of indicators characterizing the standard of living, the analysis was based on average per capita money income, average monthly nominal accrued wages, real accrued wages, purchasing power of average per capita monetary incomes. The authors leave room for further discussion on the formation of the definition of “living standards”, the uncertainty of which led to the emergence of a number of indicators and the results obtained when analyzing them to assess the well-being of the population are also controversial (for example, GDP per capita, etc.). Results: An analysis of the living standards of the population of the Altai Territory shows that its level has remained low for many years, it lags behind the main indicators both from the national average and in the Siberian Federal District, which leaves it in the ratings at the lowest places.

Results: the relevance of the search for new instruments to stimulate the economic course is emphasized by new challenges, including non-economic ones (for example, COVID-19). Therefore, within the framework of this article, the hypothesis was tested: leasing as a form of investment is a factor in the economic course.

Purpose: to study the issues of defining a conventional portrait of a Russian entrepreneur. Discussion: The article examines the composition and characteristics of the modern entrepreneurial community in Russia, which is necessary for the formation of an average portrait of him (an entrepreneur) and understanding the effectiveness of the support measures taken. The author analyzes the gender composition, as well as the age distribution and representation in society, including the place of residence and educational level of early and established entrepreneurs in Russia. Conclusions are drawn regarding the trends that have emerged and the need to intensify support measures. Results: characterizing the conventional portrait of a Russian entrepreneur, we can say that he is rather heterogeneous and can hardly be reduced to a single “denominator”. As part of supporting entrepreneurship, it is necessary to raise the educational level, along with awareness of the available opportunities.

Purpose: to consider the conditions for the development of the entrepreneurial community in Russia. Discussion: the article actualizes the understanding of the role and importance of small and medium-sized businesses for the regional economic system. The existing complex of efforts to support entrepreneurship in Russia is noted. The main conditions for the development of entrepreneurship are characterized. At the same time, the results of the perception of these conditions in the current realities by representatives of the business community were analyzed and the conclusion was drawn about the need to promote the popularity of this area of activity in society and build interaction with small and medium-sized business segments. Results: representatives of small and medium-sized businesses note a number of constraints in terms of general and specialized infrastructure, inclusion in support programs, availability of financing, market openness, barriers and the presence of bureaucratic procedures. The author believes that some of these problems are justified by insufficient awareness of the real opportunities available to entrepreneurs.

Purpose: to consider the directions of reforming audit in the Russian Federation in terms of modification and differentiation of audit services to ensure a macroeconomic balance of benefits and costs of participants in the audit market. Discussion: in the course of the study, industry legislation, publications in print sources and the Internet were studied, expert opinions of representatives of the audit community were collected. The study of trends in the development of the audit market was carried out on the basis of official statistics of the Ministry of Finance of Russia and the Federal State Statistics Service. Results: in world practice, audit services are an important institution that effectively supports economic development. In the Russian Federation, the audit services market is steadily shrinking and the main reason for this is the lack of clients’ need for audit in its current form. In order to further develop the Russian audit market, it is necessary to revise the content of audit services, taking into account the real macroeconomic need for it, to clarify the categories of persons subject to statutory audit. The author proposes a new conceptual approach to the modification and differentiation of audit services, as well as principles for determining the circle of persons subject to mandatory audit. The application of the approaches and principles proposed by the author in the practice of state regulation of the audit services market will give an impetus to its long-term development.

Based on a retrospective analysis of the performance indicators of manufacturing enterprises, inflation and expert opinion, a KPI system for controlling the activities of enterprise employees is presented, systematized by management levels. Optimization of costs due to internal factors is the most economical method for identifying reserves for reducing costs and increasing the company’s profits.

Purpose: to analyze the problems of managing regional airports in the island and peninsular territories. Discussion: the experience of France and Italy proves the possibility of affective development of airports (on the example of the islands of Corsica and Sardinia) through the development of low-cost airlines. With the development of European low-cost airlines Ryanair, easyJet and Volotea, the Italian airport of Cagliari takes a leading role in the structure of the airports of the island of Sardinia. A regional airline “Air Corsica” operates on the territory of the French island of Corsica, which allows France to avoid dependence on foreign air carriers. The presented concepts have their advantages and disadvantages. It is important to note that the European experience can be applied in developing a strategy for the development of regional airports in the Russian Federation using the example of the airports of Simferopol, Kaliningrad, Yuzhno-Sakhalinsk, Petropavlovsk-Kamchatsky.
