Keywords: strategic management, strategizing, paradigm, V.L. Quint, noosphere, noospace, prioritization of values, realizability of strategies, innovative development.
Annotation.
Purpose: to critically analyze the key provisions of V.L. Quint’s methodology and substantiate its role in ensuring the conceptual unity and effectiveness of modern approaches to the development and implementation of strategies at the micro, meso and macro levels. Discussion: the methodology of strategic management, developed by Academician of the Russian Academy of Sciences V.L. Quint, represents a unique conceptual and instrumental basis for the formation of a new paradigm of strategizing in the conditions of increasing complexity and uncertainty of the global economic environment. Despite the widespread recognition of the importance of this methodology, its potential for the development of theory and practice of strategic management remains underestimated. Results: three key factors have been identified that determine the unique contribution of V.L. Quint’s methodology to the development of the theory and practice of strategizing: integration of the concepts of “noosphere” and “noospace” into the goal-setting process; emphasis on prioritizing interests and values as the basis for the formation of strategic goals; development of tools to ensure the feasibility and flexible adaptation of strategies. It is demonstrated that consistent application of the principles of this methodology can significantly improve the quality of strategic decisions and ensure their effective implementation. The results of the study convincingly prove that V.L. Kvint’s strategic management methodology creates a reliable foundation for integrating disparate approaches to strategizing and forming a unified research paradigm. Further development and testing of this methodology open up prospects for improving the validity and effectiveness of socio-economic development strategies at all levels of government.

Transformation of the financial system management model of Russia in modern conditions
Keywords: financial system, management model, financial mechanisms, transformational processes, anti-sanctions policy, regulatory mechanisms, sustainable development, government mechanisms.
Annotation.
Purpose: to identify changes in the management model of the Russian financial system in the pre-crisis period and in the context of countering the crisis caused by the imposition of sanctions. Discussion: in the article, based on a comparison of the pre-crisis management model of the financial system of the Russian Federation and its modern structure, changes in the composition of regulatory mechanisms and their impact on economic development are determined. Results: in the pre-crisis period, a financial system management model was formed in Russia, optimally combining state and market regulatory mechanisms with the dominance of the latter. The role of state mechanisms was reduced to the formation of business conditions, control and supervision of participants in the financial system. The imposition of sanctions against the Russian Federation has accelerated the process of transformation of the financial system management model. The main changes relate to the expansion of state regulation mechanisms and the reduction of market mechanisms. In crisis conditions, state mechanisms for managing the financial system have become dominant, due to the need to realize its anti-crisis potential, which is aimed at mobilizing internal reserves for the functioning of all sectors and participants in the financial system. At the same time, the strengthening of the state orientation of the financial system management model is carried out to the detriment of its market component. Thus, the transformation of the management model of the Russian financial system in modern conditions is aimed at ensuring its stability, which is achieved by new approaches of the regulator to monitoring and launching tools to ensure financial stability.

The concept of a 15-minute city as a polycentricity model urban agglomeration
Keywords: population, 15-minute cities, urbanization, agglomeration, urban infrastructure, polycentricity, million-plus cities, social interaction.
Annotation.
Purpose: to describe the essence and advantages of the creation and operation of fifteen-minute cities. Discussion: during the study, it was found that modern megacities need to be designed or modernized in such a way that within a quarter of an hour of walking, riding a scooter (bicycle) or public transport, anyone can reach six categories of everyday services: home, work, education, commercial premises, entertainment and medical facilities. The relevance of the initiated research is explained by the fact that in ordinary cities, residents spend a lot of time and effort on the road, whereas in cities that fall under the definition of fifteen minutes, citizens can enjoy life here and now. And it’s not just about convenience: this approach makes life in the metropolis healthier and more environmentally friendly. Traffic congestion decreases, the air becomes cleaner, citizens get the opportunity to move more – to walk and ride a bike, which can be called a focus on a healthy lifestyle and another trend of the XXI century. Results: in addition to the described advantages, the controversial aspects of the functioning of 15-minute cities are also presented, to which the authors attributed such as a total surveillance system in “smart cities” (inevitable, but still frightening and alarming to some residents), and the complexity and sometimes high cost of implementing the concept of a 15-minute city in the short term.

Keywords: recycled materials, circular economy, life cycle assessment, high-tech products, EPR, high-quality products, production, consumer properties, glass industry.
Annotation.
Purpose: to study various aspects of the impact of the institute of extended producer responsibility on technological development, including the creation of high-tech products. Discussion: it is proposed to define a high-tech product according to a number of environmental and economic criteria, a qualitative gradation of the fulfillment of these criteria for the glass container industry has been carried out. It is shown that extended producer responsibility is one of the tools for implementing the national goal of environmental well–being, while it is obvious that some of the ideas of this institution do not correspond to the achievement of another national goal – technological leadership. Despite the focus on the complete replacement of primary raw materials with secondary ones, in many cases this process can be an obstacle to economic development. Results: the expediency of diversifying approaches to extended producer responsibility (in regulatory, legal and practical aspects) depending on compliance with complex criteria of high-tech products is substantiated.
