Sustainable development of public-private partnership construction projects in the context of digital tools implementation

Keywords: public-private partnership, construction industry, construction project, digital platform, digital management, information modeling, digital tools, and design.

Annotation. Purpose: to identify the shortcomings and risks of managing construction projects without digitalization mechanisms and to develop recommendations for implementing digital interaction platforms in practice. Discussion: the article provides an overview of modern digital services that have been applied in the construction industry for implementing projects using the public-private partnership mechanism, which was carried out to achieve the main goal of the study. The relevance and importance of digitalizing decision-making processes are justified, taking into account the specific features of the interaction between private investors and government customers. For the further sustainable development of public-private partnership construction projects, improving the quality of the constructed facilities, reducing resource intensity and optimizing costs, and reducing risks, the existing models of interaction between participants have reached their limits. It is necessary to develop digital platforms and accelerate the implementation of digital solutions at the stages of design, surveys, and construction and installation works. Results: recommendations are proposed for the implementation of a digital comprehensive public-private partnership project management system, which will create a common data environment where the customer, designer, and contractor can interact more effectively with each other by automating the processes of document management, work planning, supply, and documentation preparation.

Assessment of factors of spatial differentiation of the unemployment rate in the Russian Federation

Keywords: unemployment, spatial differentiation, labor markets, regional development, socioeconomic development, correlation and regression analysis, constituent entities of the Russian Federation, unemployment factors.

Annotation. Purpose: to substantiate and evaluate the factors of spatial differentiation of unemployment in the Russian Federation. Discussion: the empirical base was formed on the basis of nine key socio-economic indicators for 85 constituent entities of the Russian Federation. Their values were taken from the official statistics data for 2023. The calculation was carried out using the method of correlation and regression analysis in order to identify stable interrelations of indicators. Results: the diagnostics of the model revealed the presence of multicollinearity between a number of variables, which required the exclusion of a number of factors in order to achieve the stability of the final results. The constructed multiple regression model is statistically significant and explains about 40% of the variation in spatial unemployment disparities. It has been established that two factors have the most statistically significant impact: the share of the urban population and the share of actual individual entrepreneurs in the total population. The results indicate the importance of supporting small businesses and developing the urban environment in implementing regional employment policies.

Anti-crisis potential of promoting local brands in the regional food market

Keywords: food market, regional development, anti-crisis potential, anti-crisis management, consumer stress, economic growth, food products, trademarks.

Annotation. Purpose: to develop anti-crisis tools in the regional food market. Discussion: food meets basic human needs, therefore, interruptions in the availability of these products can cause crisis processes caused by an acute consumer reaction, expressed in panic, stress, and excessive demand. The development of a crisis in the food market can lead to significant social and even political effects, therefore, regional authorities need to have sufficient anti-crisis tools to counteract crisis processes. One of these tools is to encourage producers in the region to ensure guaranteed food supplies and to support the promotion of their products under the local brand in the retail network in order to ensure consumer adaptation to the new conditions of food availability. Results: the results of the study make it possible to form anti-crisis measures based on the promotion of regional trademarks of guaranteed suppliers of basic food products, for which their goods are provided with places on the shelves of retail enterprises and are considered as an element of strengthening customer confidence in the availability of food in any conditions.

Impact of business model architecture on the company’s financial sustainability and scalability amid changes in consumer behavior and technological trends

Keywords: business model architecture, financial sustainability, scalability, platform ecosystems, digital transformation, technological shifts, market relations, consumer behavior.

Annotation. Purpose: to explore the business model architecture as a key factor in the financial sustainability and scalability of companies in the context of accelerating technological shifts and volatile consumer behavior, where traditional linear value chains are being replaced by service, platform, and ecosystem configurations. Discussion: Based on panel data from 450 companies for the period             2018-2023, it is shown that the rigidity of the operational and active structure increases vulnerability to external shocks through the growth of cash gaps, deterioration of liquidity, and limitation of investment maneuverability, while modularity, digital integration, and the transfer of fixed costs to variable costs increase the resilience of financial performance. A comparison of model types reveals the advantage of platform architectures in terms of liquidity (CR 2.14), debt load (Debt / EBITDA 1.87), and scalability (SI 1.43), with comparable return on assets, which is interpreted as a result of revenue diversification and network effects. Results: It is demonstrated that a high proportion of fixed costs increases operational leverage and profit volatility, while digital investments with a short development cycle accelerate monetization and improve capital turnover. The impact of monetization models on the predictability of cash flows is also discussed: subscription and freemium approaches are associated with lower churn, higher LTV / CAC, and less revenue variability.

The impact of infrastructure investments on the balance of socio-economic development of regions under conditions of labor and capital market asymmetry

Keywords: infrastructure investments, socio-economic development, regional development, regional balance, labor market, capital asymmetry, spatial polarization, GRP multiplier.

Annotation. Purpose: to examine how infrastructure investments affect the balance of socio-economic development in Russian regions with pronounced asymmetry in labor and capital markets, where improving the connectivity of a territory can trigger not only growth effects but also mechanisms of increased polarization. Discussion: the article discusses the ambiguity of the infrastructure impulse, where infrastructure reduces transaction costs and increases the mobility of production factors, but differences in the absorption capacity of territories can create an “agglomeration shadow” and lead to the “leakage” of human and financial capital from the periphery. Based on statistical data from 2012 to 2023 for 85 regions, panel estimates, inequality indicators, and spatial metrics, the study reveals significant variations in returns: the GRP multiplier is highest in the central macro-regions and decreases to levels below one in Siberia and the Far East; efficiency is positively associated with the involvement of private capital. The study also identifies a nonlinear response of the labor market to transport accessibility, which manifests itself in migration outflows and increased structural imbalances in agricultural and remote clusters. Financial asymmetry is reflected in the gap in long-term interest rates and the concentration of lending in low-risk regions, which perpetuates the cycle of underinvestment. The dependence of the fiscal efficiency of infrastructure transfers on the quality of governance and the ability to co-finance is highlighted, along with the significant delays and low fiscal returns in crisis-ridden regions.

Definition and classification of digital technologies in public administration

Keywords: digital technologies, public administration, classification, digital transformation, e-government, classification model, project portfolios, roadmap.

Annotation. Purpose: systematization and analysis of existing approaches to the definition and classification of digital technologies in the field of public administration, as well as the proposal of a multidimensional classification model that can serve as a basis for further theoretical research and practical developments in this area. Discussion: the study used a systematic, comparative legal, historical-logical, and hermeneutic approach, as well as the analysis of programmatic and strategic documents and international reports, which ensured interdisciplinary coverage and comparability of the results. The empirical base includes scientific publications on law, policy, and IT, national digital development programs, and e-government maturity indicators that allow us to trace the evolution of concepts from informatization to digitalization and digital transformation. The results of deconstruction and separation of related definitions (“e-government”, “digital government”, “digital transformation”) have been obtained, and three complementary classifications have been developed: evolutionary (based on paradigms and goals), functional (information and communication, service-oriented, analytical and predictive, and control and supervision), and based on the level of transformational impact (incremental, architectural, and radical). Results: it is shown that the choice of technology without taking into account the required level of organizational change leads to systemic implementation failures, while the combination of the functional profile with the depth of impact and the stage of evolution forms a coherent map of solutions and management priorities. The practical significance lies in the applicability of the model for digital transformation strategies, assessing the maturity of departments, typifying project portfolios, and designing educational programs for civil servants. Recommendations are proposed for unifying terminology in legal acts, harmonizing performance metrics, and developing a step-by-step roadmap for changes.

Data management and interoperability in digital public administration

Keywords: data management, interoperability, public administration, digital government, digital transformation, data platforms, legal mechanisms, and institutional leadership.

Annotation. Purpose: to systematize approaches to understanding data management and interdepartmental interoperability in public administration and to develop a multidimensional classification model. Discussion: based on the analysis of domestic and foreign publications, strategic documents, and international indicators, a key problem has been identified: the fragmentation of terminology and the confusion between the concepts of «digital government», «data platforms», «integration», and «interoperability». Using systemic, comparative-legal, and hermeneutic methods, the article distinguishes between levels of digital development and shows that sustainable results are achieved not so much through individual IT projects, but rather through the establishment of data ownership rules, exchange standards, and trust mechanisms. The article examines the experiences of Estonia, Singapore, Denmark, and China, which demonstrate the role of interdepartmental data exchange and institutional leadership in digital transformation. Results: three complementary classifications of data management technologies are proposed: evolutionary (from document digitization to a data platform ecosystem), functional (data collection and quality, integration and exchange, access control and identification, analytics and reuse), and by level of impact on management processes (incremental, architectural, and ecosystem). It is shown that the implementation of analytical and predictive solutions without prior data quality and compatibility leads to management risks and project failures.

The role of effective migration policy in ensuring economic growth in the Russian Federation

Keywords: labor resources, economic growth, migration policy, labor productivity, inflation, unemployment, monetary policy, birth rate.

Annotation. Purpose: to examine the trends of an effective migration policy that ensures the economic growth of the Russian Federation. Discussion: the scientific article provides an assessment of the dynamics of Russia’s main current macroeconomic indicators. It concludes that the economic growth rate will slow down in 2025, including due to the presence of a limiting factor such as a shortage of labor resources. Migration is the only short- and medium-term tool for compensating for demographic losses and maintaining the number of economically active population. Effective management of migration flows allows not only to compensate for the quantitative shortage of labor, but also to attract high-quality human capital that contributes to innovative development. Results: the authors propose measures that, according to them, can increase the country’s economic growth rate. The most important of these measures is the implementation of an effective migration policy.

Strategic transformation of social and ethical marketing imperatives in the matrix of domestic business digitalization

Keywords: socio-ethical marketing, digital transformation, marketing imperatives, ethical capital, domestic enterprises, digital technologies, consumer trust, algorithmic ethics, marketing strategies, sustainable development.

Annotation. Purpose: to identify patterns in the strategic transformation of the fundamental principles of social and ethical marketing under the influence of digitalization in Russian companies’ economic activities. Discussion: This article analyzes the main ways in which digital technologies influence the evolution of ethical marketing communications requirements. It establishes that these processes manifest themselves unevenly across different segments of the national market. The most rapid changes are observed in e-commerce, financial services, and digital platforms, where reputational risks and the demand for transparency are critical. In traditional industries, the transformation of ethical standards is proceeding more slowly. The key imperatives that determine the behavior of companies seeking to maintain competitiveness in the context of digitalization are characterized. Results: The identified vectors of transformation of these imperatives (verifiability of business practices, individualization while preserving privacy, and the sustainability of digital infrastructure) necessitate a revision of established approaches to organizing marketing activities and the introduction of fundamentally new standards for interacting with consumers. A compensatory mechanism for mitigating the costs of the transition period is the accumulation of reputational capital, based on the trust of the target audience and ensuring the sustainability of business models in the long term. Developing the competencies necessary for marketing specialists to operate in an environment of increasingly stringent ethical requirements for digital communications is of paramount importance for modern companies.

Assessment of the economic efficiency of emergency recovery works at gas producing enterprises, taking into account the loss of production function

Keywords: emergency and restoration work, economic efficiency, production functions, marginal profit, recovery period, gas industry, contracting, specialized units.

Annotation. Purpose: to substantiate and test the economic efficiency criterion of AWR based on the minimization of expected total losses. Discussion: economic efficiency is interpreted as the minimization of expected total losses, including direct costs for performing AWR and losses from limiting the production function of the facility until the recovery of the initial production level. For practical consideration of the recovery dynamics, a step-by-step production function is proposed, allowing to link the recovery period and the amount of lost marginal profit. Uncertainty in terms and price parameters is taken into account through a combination of PERT estimates and Monte Carlo simulation. The approbation was carried out on the data of four Gazprom Group gas producing subsidiaries in 13 areas of the ADB for 2024. Results: an approach is proposed to assess the economic efficiency of emergency recovery operations at gas producing enterprises in the context of the transformation of the market for contracting services and logistics. It is shown that the prevented losses from limiting the production function significantly exceed the savings in direct costs, and the choice of an alternative to execution is primarily determined by the recovery time. The proposed criterion can be used in the development of internal company standards for planning and monitoring of AWR, as well as in justifying decisions on «in-house / contractor / mixed» options.

Identification of the main socio-economic problems and determination of the degree of their impact on the investment attractiveness of the region

Keywords: socio-economic problems, investment attractiveness, regional development, degree of influence, structural imbalances, tourist flows, resource block, material block, personnel shortage.

Annotation. Purpose: Theoretical and methodological substantiation of the significance and determination of trajectories for identifying the main socio-economic problems and assessing the degree of their impact on the investment attractiveness of the region. Discussion: The article considers the main theoretical and methodological approaches to the analysis of socio-economic problems of regional development, noting that these factors affect certain types of regions differently: structural imbalances, personnel shortages, environmental constraints and territorial unevenness of digital development have the most significant negative impact on mono-specialized regions with a narrow industrial structure, while their influence is least noticeable in diversified regional economies with a developed innovative sphere. Modern methodological tools (comparative analysis, statistical data normalization, graphical interpretation, content analysis) are identified, which should be relied on when assessing the investment attractiveness of regional systems. Results: The identified theoretical and methodological approaches and areas of research into socio-economic problems determine the adoption, reproduction and implementation of innovative assessment methods in various areas of regional governance. Based on the author’s approach to identifying “investment vulnerability zones” across three resource potential blocks (resources and materials, personnel, and organizational), the need for economic diversification, production automation, and development outside the oil and gas vertical is substantiated to increase the investment attractiveness and sustainable development of the region. Despite the complexity and multifaceted nature of assessing investment attractiveness, this challenge can be offset by the accelerated development of interdisciplinary approaches and digital technologies for spatial analysis, which contribute to both the deepening of theoretical understanding and the refinement of methodological tools for assessing regional systems. The researchers’ task remains to develop a theoretical basis for future reforms in regional management and planning.

Ecological and economic efficiency of environmental management: the institutional aspect

Keywords: institutional field, energy intensity, carbon intensity, environmental management, balanced environmental management, ecosystem functions, low-carbon development, economic assessment.

Annotation. Purpose: to analyze the current institutional framework for environmental management and its potential for improvement in order to develop recommendations for improving the efficiency of environmental management. Discussion: The fragmented nature of the environmental management sector’s representation in the institutional framework does not provide sufficient conditions for fully accounting for the entire range of environmental management outcomes in the context of transition to low-carbon development. Since the energy intensity of the economy is the primary driver of greenhouse gas emissions, land use plays an important regulatory role. A number of documents provide estimates of the contribution of ecosystem functions, including their absorption capacity, to the regulation of the carbon intensity of the economy, but the development of institutional frameworks for regulating this area is necessary for their systematization and consideration as a factor in the efficiency of environmental management. Results: the systematization of terminology and its consolidation in legislative acts contributes to the development of economic assessment tools for the full-fledged consideration of ecosystem functions as a factor in the regulation of the efficiency of environmental management.

Econometric analysis of macroeconomic factors influencing the dynamics of iflationary processes in Russia

Keywords: price stability, regression analysis, panel data, consumer prices, inflation, regional heterogeneity, cluster analysis, machine learning, regional economy, econometric model, territorial differences.

Annotation. Purpose: to identify the optimal pathway to achieving price stability in the Russian economy. Discussion: attaining this objective requires identifying the key drivers of inflationary dynamics within the domestic economic system. In this context, the authors propose the construction of an econometric model explaining the dynamics of the Consumer Price Index (CPI) in the national economy. In developing the model, they account for the heterogeneity of economic development across the constituent entities of the Russian Federation, which leads to the adoption of a cluster-based approach to provide a more robust and comprehensive analysis of the inflationary process in Russia. Results: based on a thorough analysis of a set of macroeconomic indicators across 85 regions of the Russian Federation over the period 2016–2023, an econometric model is estimated to assess the dependence of the Consumer Price Index on a range of regressors. The findings indicate that the most significant contributors to the rise in the overall price level in the Russian economy are the exchange rate, the monetary base, labor productivity, and consumer expenditure. The paper visualizes the final data clustering.

Existential marketing in fast food chains as a tool for shaping the meaning of everyday consumption rituals and long-term loyalty in the context of digital overload

Keywords: existential marketing, fast food, ritualization of consumption, consumer market, digital overload, indices, existential loyalty, shareholder value.

Annotation. Purpose: to study existential marketing as a tool for shaping consumption rituals and long-term loyalty in the face of digital overload. Discussion: The article demonstrates the transformation of fast food chains from utilitarian saturation points into an infrastructure of everyday rituals that provide consumers with a sense of stability amid digital overload, and substantiates the financial viability of existential marketing as a mechanism for capitalizing on the «meaning» of standardized service. An interdisciplinary interpretation of behavioral and financial metrics links the «ritualization» of consumption with a decrease in the price elasticity of demand and an increase in marginality due to an increase in the average order value, frequency of visits, and retention, while simultaneously reducing acquisition costs. An existential loyalty index (ExL-Index) is introduced, demonstrating the multiplicative gap between ritualistic and situational customers in terms of annual contribution to profits and resilience to competitive offers. Results: A correlation between the effectiveness of meaningful campaigns and digital penetration was identified: as screen time increases, the return on discounts declines, while communications that appeal to belonging and the predictability of the experience increase. A separate link was also identified between human capital and economic performance: increased employee engagement correlates with increased LTV and decreased churn. A comparison of positioning strategies reveals the superiority of the «meaning» model in terms of ROIC spread over WACC and market multiples, which is interpreted as a reduction in the risk premium and an increase in the value of the brand’s intangible assets.

Risk analysis of implementation of digital innovations in the context of sustainable development of oil and gas companies

Keywords: digitalization, innovation, risk, sustainable development, analysis, oil and gas companies, management, cascading effects, transformation, model.

Annotation. Purpose: to develop a practice-oriented risk analysis methodology for the implementation of digital innovations in the business processes of oil and gas companies. Discussion: deep digitalization, leading to the creation of cyber-physical systems, transforms the nature of operational risks. Hybrid threats emerge, where a cyber-attack on the control system can initiate a real technological accident with consequences for the environment and personnel. Traditional risk management models are unable to assess such cascading scenarios, creating critical blind spots in management that jeopardize the entire sustainable development strategy. Results: the conducted research substantiates the need to change the management paradigm to a predictive-proactive one. Within the framework of the scientific article, a three-loop system of models (macro-, meso-, and micro-level) has been developed and tested for integral quantitative assessment of hybrid risks. It has been proven that operational sustainability is directly determined by the ability to manage digital threats proactively. The proposed methodology forms the basis for building a sustainable digital ecosystem that ensures the long-term sustainability of a company in the context of digital transformation.

Territorial endogeneity in balanced regional development

Keywords: sustainable development, endogeneity, exogeneity, region, regional economy, territory, regional system, regional policy, resources, location.

Annotation. Purpose: to substantiate that the basis of sustainable development is the principle of endogeneity, which is fundamental for the development of any regional system aimed at ensuring economic, food, technological, and other security. Discussion: the measure of export regional orientation is the localization coefficient or the share of industries focused on intraregional consumption in the GRP. It is rightly noted that the higher the localization coefficient, the higher the endogenous opportunities for regional economic development. Results: the endogenous development of the region is driven by the local economy, i.e., industries that are primarily focused on intraregional consumption. This is the source of balanced dynamic sustainability, as the domestic market is first saturated before any surplus is exported to other countries and/or regions.

From sanctions to a new multipolarity: the formation of a new center of power in the Moscow – Beijing – Delhi axis

Keywords: economic cooperation, strategic triangle, sanctions, de-dollarization, transcontinental logistics, economic architecture, financial autonomy, cooperation.

Annotation. Purpose: to analyze the increasing role of strategic cooperation between Russia, China and India as a key factor in the reformatting of the economic architecture of Eurasia. Discussion: the article analyzes how the implementation of large–scale infrastructure projects (the International North-South Transport Corridor and the Transarctic Transport Corridor) creates a new map of continental logistics. Special attention is paid to the impact of sanctions pressure, which, contrary to its original goals, acted as a catalyst for deepening economic cooperation between the three powers. Results: a steady transition to settlements in national currencies forms the basis for the financial autonomy of the Eurasian region. Collectively, these processes lead to the formation of a self-sufficient economic contour that defines the contours of a polycentric world order. The development of the North – South transport corridors and the Transarctic Route solves a twofold task: it creates new efficient logistics arteries that reduce time and costs, and at the same time forms a «strategic framework of sovereign connectivity» that minimizes dependence on traditional, Western-controlled sea routes.

Managerial approaches to marketing asset accountability in Russian companies

Keywords: marketing assets, marketing accountability, marketing performance, management approaches, cluster analysis, measurement tools, evaluation, online survey.

Annotation. Purpose: to identify and systematize managerial approaches to the assessment of marketing assets, taking into account the differences in marketing accountability regimes. Discussion: Marketing assets are an important component of a company’s intellectual capital and can significantly impact its value and market position. This paper addresses the issue of fragmented assessment of marketing assets, which is caused by the dominance of an instrumental approach to metrics and the lack of consideration of the managerial context in which they are applied. The theoretical framework is based on research on marketing assets as sources of long-term economic value and marketing as a accountable management function. Results: Based on a mixed research method that includes interviews and an online survey, cluster analysis was used to identify seven distinct marketing accountability modes. The study found that approaches to evaluating marketing assets are primarily determined by accountability modes rather than a set of specific practices.
