Issues of developing a marketing strategy for a foreign economic activities company

Keywords: marketing strategy, stages, foreign economic activity, tools, foreign markets, Russian companies, domestic marketing, international marketing.

Annotation. Purpose: to substantiate the stages of developing a company’s marketing strategy for operating in foreign markets. Discussion: the issues of building a marketing strategy that corresponds to the specifics of a company’s foreign economic activity for operating in a foreign market are even more relevant than in the domestic market, as the unpredictability in international marketing activities is significantly higher. Results: the proposed approach focuses on assessing the company’s readiness to conduct business abroad, taking into account its current position, which allows for a realistic assessment of the resource base and ensures that the exit is not premature. Priority is given to the economic justification as a necessary step for implementation, as well as to the iterative factor, namely feedback, in order to increase the adaptability of the implemented strategy. According to the proposed model, it is possible to take into account the possibilities of digital transformation, including digital marketing, big data analysis, e-commerce, and the implementation of CRM systems.

Decomposition of differentiation: the impact of differences within and between federal districts of Russia

Keywords: regional differentiation, inequality decomposition, Theil index, federal districts, intra-district differences, inter-district differences, spatial development, socio-economic development.

Annotation. Purpose: to quantify the contribution of inter-district and intra-district differences to the overall regional differentiation of the Russian Federation using the Thiel index decomposition method. Discussion: the relevance of the study is due to the continued high differentiation of Russia’s socio-economic development, which poses a threat to the country’s economic security and territorial integrity. The methodology is based on calculating the Thiel index and its structural decomposition into inter-group and intra-group components using official statistics from 2014 to 2024. Results: intra-district differences contribute more to the overall regional differentiation than the differences between districts, with the highest intra-district heterogeneity being characteristic of the Central, Far Eastern, and North Caucasus Federal Districts. The findings allow for the identification of priority areas for regional policy to reduce territorial disparities.

Contradictions of digital transformation: from systematization to management decisions

Keywords: digital transformation, double loop, innovation strategy, innovative development, innovation management, external adaptation, internal development, end-to-end technologies.

Annotation. Purpose: to identify the contradictions in the formation of a company’s innovation strategy in the context of digital transformation, and to develop a mechanism for overcoming these contradictions. Discussion: The most essential element for managing the contradictions in a company’s innovation strategy is the implementation of a «double loop» model, which separates external adaptation and internal development. This model is based on the separation of two loops – the strategic (external) loop and the operational (internal) loop – which are connected by continuous feedback mechanisms. The work of the model is based on the example of the implementation of artificial intelligence in production logistics, where the overcoming of the technological contradiction between the potential of artificial intelligence and the lag of data-based management culture, as well as the associated resource and organizational barriers, is considered. Results: it has been established that digital transformation requires overcoming the gap between information technology and business units. End-to-end technologies are shaping a new reality, imposing fundamentally new requirements on the company’s innovation strategy. The systematization of the study allowed for the identification of four groups of contradictions: macroeconomic, organizational and managerial, resource, and technological. The identified contradictions are interconnected and form «vicious circles» that block innovative development.

Marketing research of higher school human resources potential: anti-fragile models of forming relevant competencies

Keywords: marketing research, personnel potential, higher school, anti-fragile models, competencies, personnel management, job satisfaction, educational marketing, adaptability, human resources.

Annotation. Purpose: to develop the theoretical and methodological foundations of marketing research of the human resources potential of higher education and to propose anti-fragile models of the formation of relevant competencies, ensuring the sustainability of the higher education system in conditions of turbulence. Discussion: the quality of higher education depends directly on the human resources potential of teachers and management personnel. However, modern challenges (digitalization, aging of personnel, turnover, changing requirements for competencies) make traditional models of university personnel management ineffective. Marketing research of the human resources potential of higher education allows us to identify areas of vulnerability and build anti-fragile systems that not only withstand stress, but also strengthen under its influence. The article proposes approaches to the diagnosis of human resources potential and specific models for the formation of competencies that are adapted to the current realities of higher education in the Russian Federation. Results: a step-by-step model of marketing research of the human resources potential of a university is proposed. A cycle of continuous collection and analysis of data on job satisfaction, competency deficits, and human resources risks is developed. General principles of anti-fragile competency formation that are not tied to specific types of models are formulated. Their implementation helps to increase staff adaptability and reduce the risks of staff shortages.

Marketing technologies in higher education

Keywords: marketing technologies, higher education, digital transformation, marketing implication, educational marketing, digital tools, university promotion, target audience, communication channels, university competitiveness.

Annotation. Purpose: development and theoretical substantiation of an approach to the implication (embedding) of marketing technologies in the management system of higher education in the Russian Federation, as well as identification of directions for their transformation at the stage of digitalization, ensuring an increase in the competitiveness of universities. Discussion: the digital transformation of higher education requires a revision of traditional marketing approaches, which, in the context of digitalization, are becoming more personalized, operational and integrated into the educational process. At the same time, there is a lack of systematic research linking the technological capabilities of digital marketing with the actual practices of their implication in Russian universities. In this regard, the development of an approach that integrates marketing technologies into the management of an educational organization becomes a necessary prerequisite for the transition from passive promotion of services to active formation of demand and long-term relationships with target audiences in the context of digitalization and increased competition in the higher education market. Results: four key areas of transformation of marketing technologies in higher education have been identified (personalization of communications, automation of interaction with applicants and students, educational data analytics, digital university branding), a structural scheme for the implication of marketing tools in the educational process has been proposed, and an assessment of the potential effects of implementing the proposed approach has been carried out using the example of a typical Russian university.

Actualization of digital marketing elements

Keywords: digital marketing, multifactor uncertainty, updating, territory marketing, digital transformation, strategic planning, social media promotion, web statistics, consumer behavior, content strategy.

Annotation. Purpose: to identify the key elements of digital marketing that need to be updated in the context of multifactorial uncertainty. Discussion: digital marketing has faced challenges in recent years that were almost impossible to foresee at the beginning of the decade. The withdrawal of foreign platforms, the blocking of social networks, changes in search results and stricter rules for processing personal data are destroying previous schemes for attracting customers. Instead of following rigid annual plans, it requires constant updating of tools, from keyword selection to message formats. The article shows which elements of digital marketing are most sensitive to changes in the environment and how to adapt them in real time, based on the experience of Russian companies. Results: based on the study of open data on the dynamics of the Russian Internet market from 2021 to 2025, five turbulence zones have been identified that affect the effectiveness of digital marketing. A three-level model of updating marketing elements (operational, tactical, strategic) is proposed. A protocol has been developed for the regular review and adjustment of the content strategy, which is available for implementation by the full-time marketing team.

Strategizing the functionality of HR marketing systems in the face of a labor supply shortage

Keywords: personnel marketing, strategizing, personnel shortage, labor supply, employee retention, HR brand, labor market, human potential, employee engagement, HR-system functionality.

Annotation. Purpose: theoretical and methodological substantiation of the strategizing of the functionality of personnel marketing systems in conditions of a shortage of labor supply and the development of practical recommendations for adapting marketing tools to a shortage of personnel. Discussion: the modern labor market is characterized by a steady shortage of qualified personnel, which requires a review of the functionality of personnel marketing systems. Traditional approaches to attracting and retaining employees are losing their effectiveness, and there is a need for a strategic rethink of the role of personnel marketing as a key tool for managing human capital in a labor-deficient environment. Results: in the course of our research, we have developed conceptual frameworks for strategizing the functionality of personnel marketing systems, adapted to the conditions of a shortage of labor supply. A system of priority directions for the transformation of marketing tools is proposed, as well as an assessment of the factors determining the effectiveness of HR marketing in modern conditions.

Research of tariffs and prices in the sphere of housing and communal services

Keywords: social sphere, housing and communal services, public utilities, tariffs, pricing policy, housing and communal services reform, municipal economy, major repairs, apartment buildings, public utilities, management company.

Annotation. Purpose: to substantiate the role and place of housing and communal services in the Russian Federation’s economy. Discussion: housing and communal services are a key element of the municipal economy, based on subsidies from local authorities and the government. This is why this sector should be managed by the government and municipalities. However, the tariff policy in Russia’s housing and communal services remains one of the most sensitive issues for the population. On the one hand, the industry requires constant modernization of worn-out networks and investment, which leads to an increase in prices. On the other hand, the annual indexation of tariffs does not always correspond to the actual deterioration in the quality of services and the increase in the costs of resource-supplying organizations. Results: trends and patterns in the development of the housing and utilities sector have been identified, and recommendations for the housing and utilities sector in Russia have been presented.

Education is a key factor in labor productivity growth

Keywords: scientific and technological revolution, education, knowledge, labor productivity, reproduction, labor force, intellectual capital, qualification level, higher education, job satisfaction, professional training, professional self-determination, labor functions.

Annotation. Purpose: to study the theoretical and methodological aspects of the relationship between education and the level of productivity of social labor and the expanded reproduction of highly qualified labor. Discussion: Education is a crucial socio-economic factor in the expanded reproduction of qualified labor. Today, educational activities are a multifaceted and multi-stage process of intellectual development of personnel, which is a fundamental factor in the efficiency of labor and production. The qualitative changes in workplaces, the automation of routine operations, and the emergence of new professions require the system of professional training to constantly adapt. Results: the arguments have been clarified to prove that the level of qualification characterizes the degree of staff training, as well as the skill and speed of the employee in applying their professional knowledge and skills. The deformation of the pyramid of professional education creates a risk of staffing shortage in those segments of the transport industry where higher education is not mandatory, and practical skills have a decisive impact on labor productivity and transportation safety.

Analysis of the impact of geopolitical crises from 2014 to 2024 on the stability of the Russian stock market

Keywords: stock market, issuing company, company capitalization, company revenue, economic stability, economic cenosis, stability indicator, financial institutions, volatility.

Annotation. Purpose: to develop a methodology for assessing the stability of the stock market as a unified economic system of issuing companies in relation to their key financial and economic parameters (capitalization and revenue). Discussion: geopolitical crises from 2014 to 2024 have had a significant impact on the Russian stock market. Regulatory organizations and participants in the stock market face the urgent need to assess its stability. Results: based on the model of the economic system of issuing companies (economic coenosis), a dimensionless indicator of its sustainability has been proposed. From 2014 to 2024, the indicator of the stock market’s sustainability has been calculated based on data on the capitalization and revenue of the 100 largest companies listed on the Moscow Exchange. A significant correlation has been established between the indicator of the stock market’s sustainability based on capitalization and the inverse value of the Moscow Exchange’s volatility index.

Activation of the role of institutional factors in the development of economic space and increasing the efficiency of the spatial organization of productive forces in coastal regions

Keywords: economy, region, regional economy, economic space, spatial policy, institutional factors, coastal regions, productive forces, rational distribution.

Annotation. Purpose: to consider the institutional factors of economic systems development. Discussion: the processes of the formation of a unified economic space in the Russian Federation are in constant active mode. This is due to the ongoing global geopolitical and geoeconomic processes, as a result of which the spatial-economic landscape and the structural «palette» of the regions are changing. The seaside regions are the most important typological group of subjects, the significance of which is determined by the performance of the complex of sea-economic functions localized in their borders by the meso-level economic space. In this regard, the focus of the scientific and practical support for macro-regional economic policy should be on the inclusion of all growth-forming factors and conditions in the mechanisms for implementing spatial socio-economic policy for the development of seaside regions. One of these groups of factors is institutional, which sets the «rules of the game» for all economic agents within the regional economic space. Results: the article discusses the conceptual provisions, methodological aspects, and applied approaches for enhancing the role of institutional factors in the development of economic space and improving the efficiency of the spatial organization of productive forces in seaside regions.

The genesis of the concept of overtourism and sustainable development of tourist areas

Keywords: overtourism, tourism, sustainable development, management models, tourist territories, tourist flows, capacity, tourist load.

Annotation. Purpose: to trace the evolution of scientific ideas about overtourism and systematize approaches to its definition in the context of the concept of sustainable development of tourist territories. Discussion: the study is based on a bibliographic and content analysis of scientific publications from 2001 to 2025, as well as an analysis of international documents on sustainable development. The study reconstructs the evolution from the theory of limits to growth and the concept of territorial capacity to the formation of the concept of overtourism. Five approaches to the interpretation of overtourism have been identified and compared: the load approach, the socio-perceptual approach, the critical (growth reduction) approach, the discursive approach, and the institutional-economic approach. Results: overtourism is interpreted as a systemic indicator of the discrepancy between the dynamics of tourist flows, the capacity of territories, and management regimes. A comparative analysis of the approaches revealed the lack of a universal solution and the need to transition from static limits to adaptive management systems that integrate quantitative indicators of load, resident perception assessments, and institutional analysis, taking into account the specific characteristics of destinations.

Empirical analysis of the labor cost structure of the development stages of an innovative project: the ratio of technical and auxiliary tasks (based on railway rolling stock development data)

Keywords: innovative project, labor costs, auxiliary tasks, PMIS, project planning, development stages, hierarchical structure, overhead costs, empirical analysis.

Annotation. Purpose: to present the results of the author’s empirical analysis of the labor costs structure of a major innovative project – railway rolling stock development, based on primary data from the project management information system (PMIS) at the engineering center. Discussion: managing large innovative projects raises the question of choosing the optimal methodology. For transport infrastructure mega-projects, the cascade model is a priority, but its effectiveness depends on the quality of labor costs assessment and distribution. The representation of technology development as a complex process of probabilistic changes allows us to describe the movement of an innovative project as an S-shaped logistic curve, which graphically reflects significant investments in fundamental and applied research, testing, and prototype development. Results: This article provides an empirical basis for further transformation of labor planning methods in innovative projects in the real sector of the economy. It describes the methodological limitations of binary task classification, the effect of nomenclature consolidation, and the problem of the «gray zone» between categories.

The role of network structures in the implementation of regional equalizing economic policy and ensuring depolarised development of territories

Keywords: regional economy, regional policy, territories, economic space, depolarization, spatial and economic networks, territorial differentiation, regional development.

Annotation. Purpose: to systematize and detail the transformative potential of network structures in the implementation of an equalizing model of regional economic policy. Discussion: the initial methodological principles of the theory of spatial economics, the institutional nature of economic space, and the optimal allocation of productive forces were used to conceptualize the role of spatial-network structures and geographically dispersed economic, institutional, and infrastructure formations. Results: the starting point for the depolarized development of the economic space of the subjects is the imperative reduction of the degree of concentration of economic agents and structures in the centers of administrative-territorial division, as well as the infrastructural and institutional networking of peripheral territories and semi-peripheral zones. The initial conceptual and methodological provisions are formulated, revealing the features and specifics of the formation and implantation of network structures in the spatial and economic «fabric» of the meso-level organization of the economic space, the use of which is proposed to be considered in the context of reducing the center-peripheral gradients and the pronounced polarization of the economy.

Basic principles of logistics flow management in the field of radioactive waste management in nuclear energy

Keywords: cargo consolidation, route planning, logistics hubs, transport corridors, transportation method, logistics load, multimodal transportation, backup routes, logistical factors, nuclear energy, transport logistics, radioactive waste, transport infrastructure.

Annotation. Purpose: to investigate the transport logistics of nuclear energy as a specific subsystem operating under conditions of strict regulatory restrictions, increased safety requirements and continuous monitoring at all stages of the movement of radioactive materials. Discussion: the transport logistics of nuclear energy is fundamentally different from the generally accepted logistics schemes, since it is based not so much on economic and time-based efficiency criteria as on radiation and environmental safety requirements. The movement of irradiated nuclear fuel and other radioactive waste is regulated by a multi-level system of international and national standards, and requires special packaging, routes, transportation, and related documentation. Logistics chains in the nuclear industry include complex procedures for regulatory approval, physical cargo protection, and radiation monitoring along the way. Risk minimization becomes the main priority here, which requires the use of specialized containers and strictly defined routes that exclude passage through densely populated areas. Results: a general picture of the movement of irradiated nuclear fuel and other radioactive waste from electricity-generating nuclear facilities to their final destinations has been formed. These locations include temporary marina storage facilities, regional air conditioning centers, long-term storage facilities, and facilities for the processing or disposal of radioactive waste. The key stages of the logistics process have been identified: cargo preparation for transportation, route coordination, movement and intermediate storage.

Assessment of brand capital and its effectiveness in the JSC Russian railways

Keywords: marketing, brand, transport services, sub-brand, Russian Railways, logistics, logo, railway transport.

Annotation. Purpose: to determine the importance of a brand and its components in the transportation and logistics services market. Discussion: a brand is one of the most important parts of any company; it is a storehouse of trust, and its importance increases as the selection expands. Brand capital includes a significant amount of assets, but it must be used and applied correctly. With a strong brand, you need to compete for a larger share of the market. The wider the controlled market, the more inactive customers will use your product. A brand is built over years, based on the customer’s trust and confidence in it, and providing a poor-quality service destroys the brand capital that has been built over the years. Results: the article presents the results of surveys on the respondents’ awareness of the Russian Railways company; it provides a comprehensive analysis of the efficiency of using the brand capital assets of the holding company’s subsidiary in the field of transport and logistics services; it identifies the bottlenecks in using the brand power of the Russian Railways holding company; it develops recommendations for improving the effectiveness of using the accumulated brand potential in the future; and it determines the significance of the brand in the field of railway transport and logistics services.

Total marketplace financial exposure indicator for diagnosis of hidden liquidity risk in small and medium entrepreneurships

Keywords: platform dependence, liquid illusion, inventory immobilization, business model stress testing, credit scoring, aggregated indicator, platform shocks, platform economy, conceptual modeling, marketplaces, algorithmic shock, operational shock, cash gap.

Annotation. Purpose: to develop a concise quantitative tool for diagnosing latent liquidity risk in marketplace-dependent SMEs. Discussion: the paper shows why standard liquidity ratios and working-capital metrics miss a platform-driven «liquidity mirage» created by revenue concentration, settlement-cycle delays, and inventory immobilization under operator fulfillment (FBO). A PRISMA-guided review of 2021-2025 studies combined with conceptual modeling reframes marketplaces as systemic risk nodes where technical or algorithmic shocks can rapidly convert operational disruption into cash-flow distress. Results: a composite Total Marketplace Financial Exposure indicator is introduced and decomposed into three domains: Concentration Exposure, Settlement Exposure, and Inventory Exposure, with calibratable weights reflecting business-model specifics and environmental volatility. A demonstration case yields TMFE = 66.3%, indicating a mid-range exposure with pronounced dependence on platform payouts. The metric is positioned for SME stress testing and improved credit assessment in e-commerce.

Optimization of the framework of economic security of the banking industry based on modeling the stability of the distressed asset market

Keywords: economic security, distressed assets, restructuring, recovery, rehabilitation, loans, credit losses, loss of liquidity, economic shocks, regulatory circuit.

Annotation. Purpose: development and justification of an approach to assessing the effectiveness of the distressed asset market in the Russian banking sector, as well as identification of tools to ensure the stability of the regulatory circuit and minimize credit losses in the context of economic shocks in 2022-2024. Discussion: the management of distressed assets in the banking sector requires a revision of traditional approaches to restructuring, recovery and resolution, which, in the context of sanctions restrictions and loss of liquidity, become more flexible, predictive and integrated into the overall economic security framework. At the same time, there are no systematic studies linking specific tools for working with PA in Russian banks. In this regard, the development of an approach that integrates the assessment of repayment, capital burden and regional effect becomes a necessary prerequisite for the transition from reactive management of distressed assets to proactive formation of the stability of the banking system in the context of macroeconomic turbulence. Results: four key tools for managing distressed assets are identified, and a matrix of effectiveness measures is proposed that allows them to be compared in terms of speed, repayment, capital burden, and regional impact. Recommendations for scaling digital transmission circuits of PA have been formed.

Key barriers and drivers of forecasting and planning in the hospitality industry

Keywords: forecasting, planning, hospitality, sustainability, digital transformation, staffing, regional resources, strategic management, adaptation.

Annotation. Purpose: to identify and structure the factors constraining and stimulating forecasting and planning processes in the hospitality sector of the Russian Federation, as well as to propose ways to improve management practices. Discussion: the activities of hospitality enterprises in the Krasnodar Territory are facing contradictory effects of external and internal conditions. On the one hand, the proliferation of digital solutions and concepts of “smart” tourist areas creates opportunities for improving the accuracy of forecasts through the rapid collection and processing of information. On the other hand, there are still limitations caused by macroeconomic turbulence, personnel imbalances and weak integration of local tourism assets into a single planning system. The question of the applicability of classical forecasting methods to seasonal and event tourism remains controversial. Results: based on the processing of scientific sources and profile reviews, key barriers are systematized: macroeconomic instability, lack of qualified personnel, heterogeneity of digitalization of accommodation facilities, incompleteness of strategic planning at the municipal and regional levels. The driving forces for optimizing forecasting and planning in the hospitality industry have been identified: the introduction of smart technologies, the cluster approach, government measures to support innovation, and the expansion of human resources. A classification of forecasting and planning factors is proposed, taking into account the stage of development of hospitality enterprises and the specifics of regional management.

Transformation of staff marketing models at the staffing shortage stage

Keywords: personnel marketing, employer branding, talent shortage, labor market, value proposition, employee attraction, employee retention, digitalization of recruitment, HR communications, reputational capital.

Annotation. Purpose: to study the patterns that characterize the evolution of HR marketing. These changes are caused by a structural labor shortage and the digitalization of business activities in Russian enterprises. Discussion: this paper examines the key vectors of market shifts’ influence on the formation of labor attraction and retention strategies. The most pronounced dynamics of change are observed in innovative sectors and the manufacturing sector, where the shortage of qualified specialists reaches a critical level. In industries where labor supply exceeds demand, personnel changes occur much more slowly. The key driving forces shaping the corporate behavior of companies seeking to ensure personnel stability in the face of personnel shortages are identified. Results: the obtained data indicate the need to revise existing approaches to transforming the laws of HR marketing. This implies a fundamental overhaul of established HR practices and the introduction of innovative interaction standards encompassing both the external and internal environments. The targeted accumulation of employer status capital serves as an effective regulatory mechanism capable of minimizing the costs associated with the transition period. Competition for people and constant changes in HR communications dictate their own conditions. HR specialists are forced to master new competencies, without which it is simply impossible to work successfully today.

Early forecasting of financial assets and industry markets based on multidimensional market factors using machine learning technologies

Keywords: financial markets, machine learning, forecasting, time series, capital flows, asset strength, classification, housing market, demand forecasting.

Annotation. Purpose: to consider the combination of disparate information – time series, industry data, macroeconomic indicators – in order to identify the movement of financial flows relative to a market benchmark at an early stage. Discussion: Hybrid ML models can subtly capture changes not only within a single market, but also in the relationship between currencies and indices of related markets. By tracking capital migration or market turnover phases at an early stage, it becomes possible to adjust strategies in advance, such as financial investments or housing planning. Results: an ML architecture is proposed that integrates temporal and cross-market features to early detect changes in the relative strength of assets. The classification approach is used as a form of representation of «early signals» that replaces the traditional price forecast. The applicability of structural and cross-market factors for modeling market capital rotation without direct flow data is demonstrated. This means that even without direct capital flow statistics, it is possible to successfully model market rotation using structural and cross-market indicators, as they indirectly reflect capital behavior.

Cultural and behavioral contour of organizational development management in a national infrastructure organization

Keywords: organizational design, organizational development, infrastructure organization, JSC Russian Railways, cultural-behavioral contour, change management, organizational culture, behavioral mechanisms, digital transformation, sustainable development, behavioral economics.

Annotation. Purpose: to substantiate the cultural-behavioral framework as a mechanism for translating the proposed organizational design into the actual actions of managers and employees. Discussion: designing an organizational configuration cannot be limited to changing the structure, functions, regulations, or digital tools, since formally developed solutions become effective management practices only when they are behaviorally reinforced. Results: a diagnostic and corrective model of the cultural-behavioral framework is proposed, linking change leadership, trust, motivation, readiness to learn, a culture of responsibility, and a culture of working with data with the levels of adaptive organizational design. An empirical specification of the model is performed using a documentary mini-case of JSC Russian Railways. It is substantiated that the cultural-behavioral framework acts not as external support, but as an internal mechanism for sustainable organizational transformation. The proposed model can be used to diagnose and correct behavioral gaps during any organizational changes, regardless of their scale and industry affiliation.

Strategic planning of small businesses in the face of new challenges: integration of scenario analysis and forsight methods

Keywords: strategic planning, small business, scenario analysis, foresight, new challenges, adaptation, uncertainty, regional economy.

Annotation. Purpose: to substantiate the applicability and propose a methodological framework for integrating scenario analysis and foresight methods into the strategic planning system of small enterprises in the context of high uncertainty in recent years caused by the pandemic and sanctions pressure. Discussion: small businesses (tourism, trade, agriculture, and services) are currently operating in an unstable environment. Since 2022, the usual planning methods have stopped working: demand is constantly fluctuating, the key rate changes several times a year, and logistics restructuring and staff shortages make forecasts based on past data useless. In such a situation, entrepreneurs need not just a plan, but a flexible strategy that is ready for different scenarios. Results: based on the analysis of macroeconomic statistics, industry reviews and regulatory documents from 2021 to 2025, five key areas of uncertainty for small businesses in the region have been identified. To account for these factors, a three-scenario matrix has been constructed that integrates the dynamics of effective demand and the availability of credit resources. For practical application, a lightweight foresight protocol has been developed, which includes four consecutive stages and does not require the involvement of external consultants. The use of a scenario approach makes it possible to increase the accuracy of forecasts because the estimated variance of errors in operational indicators is reduced by 25-30% compared with traditional budget planning.

Purpose: to develop a four-level architectural model of the maintenance and repair (M&R) business process integrated with a digital twin of a mining and processing plant, aimed at increasing equipment reliability and optimizing enterprise costs. Discussion: the proposed model combines physical assets (sensors, controllers), a data acquisition and transmission layer (IoT, SCADA), a digital twin with 3D models and diagnostic algorithms, and a repair planning layer based on an EAM system. It is shown that the closed digital-physical repair cycle ensures continuous information exchange – from raw sensor data to failure predictions and feedback for updating the digital twin. This enables a transition from scheduled maintenance to condition-based maintenance, identifies hidden defects, and forms adaptive M&R schedules. Results: implementation of the architectural model yields the following effects: reduction of equipment downtime by 20-30% through early fault prediction, reduction of M&R costs by 15%, and optimization of spare parts inventory by 25% using ABC analysis. The model serves as a basis for the digital transformation of repair management, improves the operational efficiency of the mining and processing plant, and can be replicated across mining, metallurgical, and engineering enterprises.

Key models of state policy in the field of industrial automation

Keywords: technological modernization, industrial enterprises, government programs, investments, robotization, investments, industrial base, economic development.

Annotation. Purpose: to analyze key models of public policy in the field of technological modernization in countries with the highest rates of automation and robotics implementation. Discussion: the choice of a specific model of industrial modernization is determined by the structure of the national economy, the level of institutional development, and the prevailing socio-economic conditions. Currently, the Russian model of technological modernization reflects a trend towards convergence with the Asian model, which involves large-scale government investments. Results: the results indicate the existence of two dominant models of technological renewal: the market-based model, which is characteristic of developed economies in Europe and the United States, and the state-oriented model, which is prevalent in Asian countries. The European and American approaches focus on creating institutional conditions and incentives for businesses, which aligns with the theory of technological modernization, which suggests that innovation spreads in a competitive and market-driven environment. The Asian model, exemplified by China and South Korea, implements a strategy of accelerated technological development through large-scale government investments and subsidies.

Adaptability of forecasting small and medium-sized enterprises Russian enterprises to market turbulence market conditions: trends and relevant cases

Keywords: forecast adaptability, small enterprises, medium enterprises, market turbulence, conjunctural risks, digital transformation, scenario analysis, short-term planning, business processes, cases.

Annotation. Purpose: to clarify the theoretical and methodological aspects of forecasting mechanisms for Russian small and medium-sized enterprises (SMEs) in a volatile market situation; to identify sustainable trends and develop practical tools based on the analysis of real business cases. Discussion: forecasting methods based on past trends turn out to be ineffective in case of sudden market fluctuations. This is becoming a serious problem for SMEs experiencing resource scarcity. Therefore, it is necessary to rethink forecasting approaches, making them more flexible through short-term forecasts, the development of alternative scenarios and the use of inexpensive digital analysis tools. Results: the study identified the key adaptive strategies of Russian SMEs. An approach to the formation of hybrid predictive models combining rapid analysis of the current market situation with benchmarking of industry indicators is proposed. It is proved that the implementation of the proposed tools makes it possible to reduce the error of short-term forecasting by 15-20% without a significant increase in operating costs for a small enterprise.

The role of marketing assets in ensuring conditions to forming customer brand loyalty

Keywords: antecedents, customer experience, loyalty, marketing assets, transition, gap, loyalty chain, logical implications.

Annotation. Purpose: analysis of forming customer brand loyalty with the decomposing this process into four stages, systematizing logic implications for transition to each subsequent stage along the positive gradient of customer brand loyalty and identifying role of marketing asset alignment at each of transitions between stages. Discussion: methodologically, the study is based on an inductive-interpretive approach and is based on content analysis of two sets of empirical data obtained from 20 in-depth interviews and 104 respondents’ responses to open-ended questions. Results: a typology of transitions is proposed, the gaps in the loyalty formation chain are identified, and it is shown that they are caused by a mismatch between the essence of the loyalty chain stage and the type/method of marketing assets used. The contribution of the study is the development of a conceptual model of a four-stage chain of logic implications for transitions between the client’s mental states (Si) corresponding to his/her attitude towards the brand. This allows us to systematically determine at each stage the role and relevance of the marketing assets used in ensuring the truth of the implications depending on the cumulative composition of the antecedents of brand loyalty.
