Domestic and foreign experience in measuring multidimensional poverty
Keywords: multidimensional poverty, poverty level, CIS countries, measurement methodology, comparative analysis, deprivation, socio-economic indicators, global challenges.
Annotation. Purpose: to analyze the existing approaches to measuring multidimensional poverty in the CIS countries and substantiate the need to develop a comprehensive methodology. Discussion: A meaningful analysis of the identified differences confirms that the lack of unified measurement procedures significantly complicates the formation of a holistic picture of poverty in the region. This limits the ability to develop coordinated policies and objectively assess progress towards achieving social goals. As a promising direction for overcoming existing barriers, a step-by-step algorithm for developing a consistent methodology is proposed, including the creation of a standard set of indicators and the unification of statistical information collection procedures. Results: the practice of using key measurement tools, including the multidimensional Poverty Index (MBI), the AROPE index and the MODA methodology, has been systematized, revealing significant discrepancies in their implementation at the national level. The data obtained indicate a deep methodological disconnect between the CIS member countries. It has been established that countries such as Kyrgyzstan and Moldova have successfully integrated adapted versions of the IMB into their statistical practice, while the Russian Federation remains focused on monetary evaluation criteria with elements of using the AROPE approach. Significant discrepancies are observed in the approaches to defining measurement areas, selecting indicators of deprivation, and the degree of data detail.

Sustainable development of maritime transport in a polycentric world economy: assessment of disbalances and system of economic priorities
Keywords: logistics circuit, logistics corridors, maritime transport, sustainable development, economic priorities, logistics systems, decarbonization, port infrastructure, regional markets, shipping, carrying capacity, throughput.
Annotation. Purpose: to develop a system of economic priorities for the sustainable development of Russia’s maritime transport, which is adapted to the current challenges of the transformation of the international logistics architecture. Discussion: the central systemic contradiction that hinders the sustainable development of maritime transport is the structural imbalance between the fleet parameters and the configuration of cargo flows. The observed inertia of investment processes and the slow pace of fleet renewal exacerbate this contradiction, creating a self-perpetuating mechanism of systemic imbalance: the lack of modern specialized vessels limits the diversification of the cargo base, which reduces the investment attractiveness of building such vessels. Results: four systemic problems have been identified: structural mismatch of the fleet to cargo flows, vulnerability of logistics corridors, high costs of adapting to environmental requirements, and a shortage of personnel. A system of six interconnected economic priorities has been proposed, aimed at integration into international supply chains, improvement of the analytical system, minimization of risks, and advanced development of carrying capacity and throughput.

Impact of the sanctions regime on exports of the Russian Federation
Keywords: sanctions restrictions, exports, commodity structure, geographical diversification, non-primary exports, economic adaptation, foreign trade turnover, commodity flow, energy resources.
Annotation. Purpose: to analyze the transformation of the export potential of the Russian Federation under the influence of sanctions restrictions imposed in 2022, with an emphasis on changes in the commodity and geographical structure of exports. Discussion: A set of methods of economic and statistical analysis was used, including descriptive, comparative, and growth rate analysis. The empirical basis was aggregated data from the Federal Customs Service and Rosstat for 2018-2024. Results: it was found that the sanctions regime had a multidirectional effect. On the one hand, it provoked a sharp reduction in supplies to traditional European markets and created technological constraints. On the other hand, he acted as a catalyst for forced adaptation, which resulted in a radical reorientation of commodity flows to Asian markets (primarily China) and partial diversification due to the growth of non–primary exports, in particular agricultural products. Despite a partial recovery in volumes by 2024, export values remain critically dependent on energy market conditions.

Educational tourism in export models of education as a resource for shaping a cross-cutting mechanism of international mobility
Keywords: education market, cross-border mobility, education export, academic training, international education, educational platform, academic space, academic activity, educational organizations, educational trajectories, short-term mobility, educational programs, educational tourism, educational service, international students, academic mobility.
Annotation. Purpose: to determine the role of educational tourism in the export of educational services; to prove their mutual conditionality and the general context associated with the movement of international students. Discussion: International students are considered as consumers of exported educational services and as subjects of educational tourism, which generates the effect of overlapping and conceptual “dissolution” of tourism in the statistics of educational services exports. Classical approaches to the export of educational services in different countries have allowed us to identify a number of models and determine the place of educational tourism in each of them. Results: in conditions of economic turbulence, educational tourism remains a kind of entry point into the system, which creates prerequisites for further conversion into a full-fledged export. Educational tourism allows educational institutions to offer not only full degrees, but also a variety of short-cycle programs, which expands the target audience and makes international mobility accessible to more people.

Diagnostics and risk management in the economic security system of small and medium entrepreneurship
Keywords: economic security, threats, risks, small business, economics, diagnostics, internal control, SMEs.
Annotation. Purpose: to develop a theoretical foundation and provide practical recommendations for building a risk diagnostic and management system to ensure the economic security of a small business. Discussion: the study is based on general scientific methods of analysis, synthesis, systematization, comparative analysis, and modeling. The key tool is diagnostics, implemented through a comprehensive toolkit (general, complex, systemic, and express diagnostics), allowing for the identification of deviations in business activity. A risk-oriented internal control model was developed based on the systematization of threat factors. Two universal key business processes most vulnerable to risk were identified: “Employees and Management” and “Taxes and Tax Accounting.” Results: a practice-oriented risk management model was developed and tested, representing a closed-loop system from threat identification through the development of preventive control procedures to the assessment of their effectiveness. The model focuses on proactive management and allows for the concentration of limited resources of small businesses on neutralizing the most significant threats. The proposed model resolves the central contradiction between the importance of small businesses and their vulnerability, creating a foundation for sustainable development. The theoretical and practical significance of this work lies in adapting the principles of a risk-based approach to the specifics of small business. Prospects for further research lie in testing the model and adapting it to specific industries.
