The tourism market is subject to strong fluctuations, as evidenced by the authors’ analysis of the country’s tourism industry. In the context of the «COVID-19» pandemic, the imposition of illegal sanctions by «unfriendly» countries against Russia and Russian society as a whole, and the implementation by the countries of the “collective West” of measures to depopularize the opinion of their population about the Russian Federation, seriously affected the number of inbound and outbound tourist trips. The authors note that for the development of domestic and inbound tourism, it is necessary to form comprehensive (systematic) information from all participants in the tourism industry.

Blue carbon projects: opportunities and barriers to development in the Russian Federation

Keywords: climate agenda, climate projects, CO2 emissions, CO2 sequestration, carbon farms, absorption technologies, greenhouse gases, risks, carbon units, climate legislation.

Purpose: to systematize, analyze the cost and risks of technologies for sequestration and storage of climatically active gases by marine ecosystems, as well as to substantiate the role of carbon landfills in the development of marine carbon farms in the Russian Federation to achieve carbon neutrality. The object of special study is the analysis of the institutional environment and regulatory regulation of the climate agenda at the national and supranational levels. Discussion: Natural climate projects are an integral part of solving the tasks of the Paris Agreement on achieving carbon neutrality. According to the Climate Doctrine of the Russian Federation, updated in October 2023, Russia should achieve carbon neutrality by 2060, including by increasing the absorption capacity of terrestrial ecosystems. At the same time, the ecosystem of the world’s oceans, as international studies demonstrate, has significant potential for sequestration and storage of CO2, however, priority in both global and Russian practice today is given to the implementation of natural climate projects on land. Results: Today there are no unified approaches to monitoring, verification and certification of ocean-based climate projects in the world, but the EU has developed guidelines for creating projects of this type, while in the Russian Federation there is no methodology for implementing climate projects based on marine ecosystems, which significantly complicates their development. In the Russian Federation, a network of carbon landfills can play a leading role in the creation and development of marine carbon farms due to the availability of scientific and technical resources, fundamental research in the field of ocean CO2 sequestration technologies and the development of common approaches to monitoring and assessment of climatic active gases by marine ecosystems.

Indicators of the state of public passenger transport in the context of environmentally sustainable development of a large city by the example of Rostov-on-Don

Keywords: sustainable development, indicators, environmentally sustainable development, public transport, large city, transport system, socio-economic development, environmental friendliness.

The purpose of the study is to substantiate a group of environmental and technological indicators characterizing the state of public urban transport of the agglomeration using the example of the city of Rostov-on-Don, necessary for monitoring this area and assessing the level of a sustainable large city. Discussion: the article notes that the conceptual field of the construct “sustainable development” is poorly structured, as a result of which the indicators of its measurement for the municipal economic space in general and public passenger transport, in particular, are blurred and unsystematic. At the subregional level, transport problems are becoming more urgent due to the influence of such factors as a high degree of wear and tear and, as a consequence, a low level of environmental friendliness of public passenger transport in a large city; low level of technology of transport infrastructure, which necessitates the measurement and assessment of these parameters. Results: the practical effectiveness and significance of the work lies in the methodological validity of environmental and technological indicators, the use of which is possible and advisable by public regional and municipal authorities when developing long-term transport development strategies in the context of achieving the goals of sustainability of mesosystems, including in the field of urban public passenger transport of the city Rostov-on-Don.

The role of the state and territorial entities in creating conditions for improving the quality of life

Keywords: standard of living, quality of life, well-being, indicators, social standards, target programs, per capita income, population needs, social support, households.

Purpose: to formalize the possibility of establishing relationships between a wide range of indicators, which includes many factors essential to meet various needs, such as social support, healthcare, accessibility of transport, cultural institutions, communications and the implementation of the state strategy for improving the quality and standard of living. Discussion: the possibilities of universalizing the approach to assessing living standards are being considered, which would include a standardized set of criteria due to the fact that existing assessment methods differ in the characteristics used. Results: theoretical and methodological provisions are presented that reveal the management of standards and the welfare of citizens through legislative measures and strategic planning. A study of regional problems of living standards using the example of the Republic of Tyva revealed lags from the Russian average indicators, especially in the sectors of demography, income, health and safety, and the absence of a unified system of indicators for monitoring the insufficient level of quality and standard of living. The results of the proposed directions may be positive changes in the socio-economic sphere of the region and the emergence of trends to improve relevant indicators.

The city as an object of innovative ESG transformation

Keywords: city, ESG strategy, ESG factors, ESG transformation, stakeholders, stakeholder approach, innovation, infrastructure.

Purpose: clarification of the concept of “city” as an object of innovative ESG-transformation, which takes into account certain parameters in the development of sustainable development strategies, and includes three factors: ecology (E), social policy (S), quality of governance (G). Discussion: in order to solve the problems hindering the sustainable development of cities, it is necessary to make a transition to a new model of governance, taking into account ESG factors. Cities have actively joined the sustainable development agenda, but the problems of lack of unified methodological approaches to the implementation of ESG-transformation remain unresolved. The authors note that there is no single universally accepted formulation of the concept of the city as an object of sustainable development. The success of ESG-transformation depends on the understanding that urban diversity is the result of previous development and creates prerequisites for future development. Results: the multidimensional concept of “city” is clarified based on the analysis of scientific literature. The results of the study show how the diversity of cities affects the realization of ESG-agenda goals. It was found that the priorities of economic development of the city significantly affect the formation of the environmental component of ESG-transformation, and the problems of sustainable development, from the position of the managerial component, depend on the administrative-territorial structure of the city. The modern interpretation of the city as a complex and open socio-economic system emphasizes the need to identify and measure the effects generated by the interaction of its constituent elements. The influence of stakeholders on sustainable urban development is ensured by the balance of interests. The main provisions of the stakeholder model of the city are formulated. The results can be used by specialists in the implementation of ESG-agenda in the strategic development of cities.

Patterns of development of mechanical engineering in the regions of Russia as significant factors in its strategizing

Keywords: mechanical engineering, Russia, regions, methodology, strategizing, digitalization, sustainable development, concentration of production.

Purpose: identification based on the principles of the methodology of Academician V.L. Kvint of regional factors necessary to take into account when strategizing Russian mechanical engineering. Discussion: Mechanical engineering is the core of the manufacturing industry, its development is quite strongly connected with the general development of this industry. At the same time, the main machine-building capacities are concentrated in relatively few regions. Results: It is shown that its prevalence in the regional economy does not provide a significant increase in the level of the economy as a whole (which, obviously, does not apply to machine repairs), however, it requires an increased level of development of the regional scientific and innovation complex. The increased demand for labor in the current period causes some desire for it in the “machine-building” regions of the country, however, it is expressed very relatively and requires additional analysis. The identified patterns highlight the difficulties of strategizing mechanical engineering in Russia, taking into account the importance of regional characteristics and restrictions imposed on this process.
