Long‑term staffing needs as a marketing guideline for higher education
Keywords: marketing, higher education, staffing needs, staffing forecast, labor market, university marketing, professional prospects; competencies; educational choice; marketing communications.
Annotation. Purpose: to consider the long‑term staffing needs as a benchmark for higher education marketing; to develop a model for transforming staffing forecasts into educational and marketing decisions of a higher education institution. Discussion: the duration of the educational cycle creates a time gap between an applicant’s choice of an educational programme and their entry into the labour market. This gap is exacerbated by the high dynamics of technological changes and the transformation of the sectoral structure of employment, which requires higher education institutions not only to monitor the current market situation promptly but also to carry out long‑term forecasting of staffing needs. Results: a temporary mismatch has been identified between the current market for educational choices and the future professional fulfilment of graduates. A model for transforming personnel forecasts into educational and marketing solutions, followed by reconciling personnel prospects with changes in the labor market over the course of the educational cycle, has been proposed. It has been substantiated that the marketing task of a university is to interpret the labor market’s personnel prospects and present them to prospective students through a professional perspective. At the same time, the effectiveness of marketing communications is determined by the university’s ability to translate objective data on future demand for specialists into career scenarios that are subjectively meaningful to prospective students.

Modeling the process of sustainable socio-ecological-economic development of the regional gas transportation system
Keywords: gas transportation system, sustainable development, regional economy, environmental safety, social acceptability, resilience, sustainability index, multi‑criteria assessment, infrastructure management.
Annotation. Purpose: to develop an approach to considering the regional gas transmission system (GTS) as a complex socio‑ecological‑economic complex, the stability of which is determined by the balance of the three subsystems that form it. Discussion: the regional GTS, which operates at the intersection of technological, environmental, social and economic interests, has been considered. An integral model for assessing the stability of the GTS has been developed, which not only allows diagnosing the current state of the GTS but also predicting the consequences of various management decisions that determine its development prospects. At the same time, maintaining the stability of this system is characterized as one of the most important factors ensuring the sustainable development of the region as a whole. Results: the mechanism of interaction between the gas transportation company and federal and regional authorities has been characterized; the formation of this mechanism is an inherent condition for the practical implementation of the proposed model. The proposed approach creates the basis for long‑term planning of the gas transmission system’s development, ensuring a balance between technological capabilities, environmental requirements, and the socio‑economic needs of the region.

Transformation of faculty professional and reputational capital into university marketing outcomes
Keywords: internal marketing, marketing, higher education, professional reputation capital, university teacher, professional reputation, personal brand, university capital, marketing partnership, marketing communications, educational outcome.
Annotation. Purpose: to study the transformation of the professional and reputational capital of teachers into the marketing result of the university. Discussion: based on comparative, substantive, and structural-logical analysis using conceptual modeling, the definition of professional and reputational capital of teachers is proposed and a two-circuit model of its transformation is developed. The first circuit reflects the impact of teachers’ professional activities through the educational outcomes of students and graduates, the second is related to the teachers’ own professional reputation. It is shown that both circuits are involved in the formation of the university’s brand capital, the external implementation of which is provided by marketing communications. Results: on this basis, it is proved that a teacher can act as a subject of an internal marketing partnership without transferring the functions of a marketer to him. The practical significance of the approach lies in the differentiation of professional and marketing functions, in which marketing departments identify, confirm and ensure the external representation of already achieved professional results.

Updating marketing narratives of behavioral patterns of personnel in the food service industry
Keywords: catering, marketing narrative, behavioral patterns, personnel, internal marketing, employer brand, customer experience, service behavior, engagement, restaurant marketing.
Annotation. Purpose: to examine the issue of operationalizing marketing narratives linked to the behavioral patterns of foodservice personnel. Discussion: a marketing narrative is defined as a cohesive system of meanings and messages through which an enterprise communicates its value, behavioral model, and attitude toward guests, colleagues, and the product to its employees. The study analyzes key behavioral patterns among foodservice workers, such as responsiveness, customer orientation, emotional engagement, teamwork, and adherence to standards. A methodology for operationalizing marketing narratives is proposed, incorporating behavioral monitoring and an assessment of the gap between the declared brand identity and the staff’s actual experience. Results: it is demonstrated that an effective marketing narrative must be authentic, actionable, and reinforced by actual organizational practices. For the modern foodservice sector, the most promising narratives center on hospitality, professional expertise, team support, technological proficiency, development, and fair treatment of employees. Operationalizing such narratives enhances the consistency of staff behavior, service quality, and brand resilience.

Spatial inequality and resilience in the sustainable development agenda
Keywords: sustainability, spatial inequality, sustainable development, interregional disparities, adaptive capacity, territorial connectivity, regional policy, resilience.
Annotation. Purpose to combine three research paradigms – sustainable development, spatial inequality, and the resilience of regional systems – in order to transition from crisis management to managing the evolution of territories. Discussion: resilience is justified as a necessary condition for smoothing out disparities between regions. The evolutionary approach to regional resilience is compared with theories of spatial polarization. On the one hand, the mechanism by which the growth of territorial gaps hinders the achievement of sustainable development goals is examined; on the other hand, the adaptive capacity of territories mediates the relationship between shocks and the development trajectory. Results: two types of resilience have been identified: a return to the previous state and transformative recovery. It has been shown that the second type is most characteristic of lagging regions. A theoretical framework has been proposed to link spatial inequality, resilience, and sustainable development. A criterion for the coherence of regional policy has been developed, taking into account the impact of management decisions on interregional disparities. Directions for introducing resilience indicators into the system assessing the achievement of sustainable development goals at the subnational level have been identified.

Management of public debt of subsidiary regions of Russia in conditions of macroeconomic instability
Keywords: subsidized regions, public debt, regional budgets, intergovernmental relations, budgetary policy, macroeconomic instability, budgetary capacity, debt corridor.
Annotation. Purpose: to analyze the structural changes in the public debt of subsidized regions of Russia over the past three years, as well as to develop proposals for improving the tools for managing regional debt. Discussion: the measures taken by the government have created a two‑tier system for ensuring the debt sustainability of subsidized regions. The main problems of these regions lie in the high sensitivity of their budgets to external negative influences. It has been revealed that the priority of modern budgetary policy is the strict optimization of expenditures and the search for internal opportunities for growth. Directions for improving the regulation of debt sustainability in subsidized regions have been proposed, namely, the creation of a fund for automatic compensation of lost revenues and the introduction of an individual “debt corridor” with automatic debt adjustment. This mechanism may stimulate the economic development of regions and reduce their dependence on federal transfers. Results: based on the analysis of regulatory legal acts and statistical data, the dynamics of regional borrowing, structural shifts in the composition of debt obligations, as well as new mechanisms for regulating debt sustainability introduced by the federal center, have been examined. A trend towards the commercialization of regional debt has been identified, manifesting itself in the replacement of budget loans with bank borrowings. Groups of regions with the highest risks to budgetary sustainability have been identified: highly subsidized entities with a poorly diversified economic structure and a high dependence on the commodity sector.

Imperatives of innovative development of the industrial sector in the context of resource constraints
Keywords: innovative development, industrial sector, resource shortage, resource efficiency, financial resources, investments, resource constraints, innovative strategies.
Annotation. Purpose: to clarify the systematization of approaches to stimulating innovation in the industrial sector under conditions of prolonged resource uncertainty, as well as to identify effective mechanisms that influence the innovative activity of industrial enterprises. Discussion: contrary to popular belief, a shortage of financial resources does not block innovative processes; on the contrary, it shifts the focus from capital‑intensive solutions to intangible, organizational, and network‑based sources of growth. Examples are provided where resource scarcity stimulates the development of cooperative chains and the use of external competencies. Results: the findings allow us to assert that in the current phase of uncertainty, the priority is no longer the volume of investments, but the flexibility of management decisions and the quality of using existing assets. The proposed mechanisms can be scaled up both for individual enterprises and for sectoral programs, which confirms their importance for the sustainable innovative development of the industrial sector.

The prospects for application of the green non‑exchange‑traded bonds for the public in the Russian Federation
Keywords: green bonds, non-exchange-traded bonds, Tobin’s Q, sustainable finance, green premium, retail investors, financial model, market valuation.
Annotation. Purpose: to identify and justify a pool of issuers with the greatest potential for issuing non-exchange-traded green bonds in the Russian Federation, and to develop a practical financial model for issuing such bonds to the general public. Discussion: a financial model for issuing «retail» green bonds was developed using the «Novoselki» solid waste processing facility project in St. Petersburg as a case study; this model encompasses three financing scenarios, categorizes associated risks, and proposes mitigation mechanisms. The study’s key findings can be utilized by regulators to refine the regulatory framework, by issuers to structure bond issues, and by placement organizers to develop products for retail investors. Results: theoretical and methodological approaches to evaluating green bonds as a sustainable finance instrument were systematized, and an empirical analysis was conducted regarding the impact of environmental factors on the investment attractiveness of Russian companies. Based on correlation and regression analysis of panel data from 33 public companies operating in sectors with high anthropogenic impact (2022-2024, N=99), the existence of an «environmental premium» in company market valuation was quantitatively confirmed: a one-point increase in the E-score leads to a 0.017 increase in Tobin’s Q (R²=0.513).

Corporate social responsibility as a factor of sustainable territorial development: strategic guidelines for a new social architecture
Keywords: social responsibility, corporate governance, civil society, social architecture, social partnership, sustainable development, industrial enterprises, regional economy, urban environment, social initiatives.
Annotation. Purpose: analysis and systematization of the experience in implementing corporate social responsibility, using the example of the Komsomolskaya Pravda Plastic Processing Plant, in the context of shaping a new social architecture of society. Discussion: corporate social responsibility is becoming not just an add‑on to commercial activity, but a strategic guideline that determines the long‑term development of the enterprise and the territory where it operates. In the face of numerous external threats and demands from society, companies are forced to revise their approaches to interacting with employees, local communities, and government institutions. Voluntary social commitments are transformed into systematic programs covering educational, environmental, patriotic and other areas. On the example of the Plant named after Komsomolskaya Pravda can trace how the social architecture of a new society is being built through specific projects that take into account both the interests of business and the needs of local communities. At the same time, the key condition for effectiveness is not the one-time nature of initiatives, but their integration into the long-term development strategy of the enterprise with the active participation of civil society. Results: based on the analysis of the plant’s social projects, the main areas of activity in the field of corporate social responsibility are highlighted. The enterprise demonstrates a systematic approach to implementing social programs covering education, ecology, patriotic upbringing, and the development of the urban environment. It has been established that the achieved level of social responsibility is ensured not only by funding activities but also by the involvement of employees and openness to dialogue with local communities. The plant’s experience shows that an effective social policy becomes a factor in the sustainable development of business, forming the basis for a long‑term partnership between the company and society.

Tourist NFT and gamification as tools for domestic tourism development
Keywords: tourism NFT, gamification, destination branding, domestic tourism, hospitality industry, digital assets, tourist engagement, blockchain technologies, promotional tools, digital loyalty.
Annotation. Purpose: to substantiate the architecture of an NFT ecosystem that eliminates the problem of one‑off visits to mature destinations. Discussion: the conclusion is substantiated that the tokenization of the tourist experience contributes to the formation of an emotional attachment to the destination and the even distribution of tourist traffic between the cities along the route. Unlike traditional tools, NFT technologies make it possible to capture unique experiences in digital form, turning them into a tangible asset that can be shared and exchanged. This enhances the effect of “anchoring” the tourist to the region and reduces the burden on overloaded locations. Results: a three‑tier system of NFT tokens (basic, bundled, unique) is proposed, featuring discount mechanics for repeat visits, AR souvenirs, and conversion into traditional loyalty programs. Basic tokens record individual visits, bundled tokens are collected for completing routes, and unique tokens are unlocked for rare events. This architecture creates long‑term value for the tourist and a sustainable model for repeat visits, and for destinations it provides a tool for data collection and management of tourist flows.

The impact of macroeconomic factors on the Russian labor market
Keywords: professional competencies, professional education, macroeconomic factors, labor market, platform economy, platform employment, unemployment rate, labor shortage, self-employment, wages, employee, employer, salary.
Annotation. Purpose: to assess the impact of macroeconomic factors on the Russian labor market and identify the relationship between key factors and key indicators of labor market development. Discussion: in today’s realities, it is necessary to understand the mechanisms through which macroeconomic conditions are translated into labor market indicators. This is important both for the development of effective public employment policy and for strategic planning at the company level, which must forecast labor force availability and adapt HR policies to changing economic conditions. Results: it is shown that the influence of macroeconomic factors results in labor shortages in many sectors of the economy. Using a correlation and regression analysis using the least squares method, the author demonstrates that labor shortages are most closely related to the growth of self-employed workers, which is a manifestation of the labor market’s adaptation to new economic realities.

Territorial marceting: fundamentals and development scenatios
Keywords: marketing strategy, territorial marketing, territory marketing, regional marketing, image, marketing environment, marketing relations, marketing activities.
Annotation. Purpose: to examine the improvement of territorial marketing and its development prospects. Discussion: At this stage, territorial marketing is not simply advertising and promotion, but also a way to create a comfortable environment for people by taking into account the interests of various groups, including vulnerable ones. Features of a complex system combining multiple factors are emerging, including culture, ecology, psychology, infrastructure, and the social sphere. Results: the influence of territorial marketing will grow even more, and its success is directly dependent on proper analytics and the accurate interpretation of data on the preferences of a specific stakeholder group. In today’s conditions of global territorial competition, this approach requires a profound transformation of management paradigms. Successful implementation of the strategy is impossible without the creation of a unique location brand that seamlessly combines historical heritage with the innovative potential of the future.

Structural and dynamic analysis of Russia’s agro-industrial regions usingthe shift-share method
Keywords: agro-industrial regions, structural shifts, shift-share analysis, mix effect, differential effect, value added, sectoral competitiveness, regional economy.
Annotation. Purpose: to assess the structural shifts and competitiveness of the sectors of the economy of the agro-industrial regions of Russia in order to identify the reasons for the lag in their economic growth rates from the average Russian level. Discussion: a modified two-component shift-share analysis method based on the industry structure of the economy of the current period has been applied. The study covers 17 agro-industrial regions of Russia from 2015 to 2023 and is conducted according to Rosstat data in the context of the OKVED-2 industry. Economic growth is decomposed into the composition effect (MIX) and the competition effect (DIF); the analysis is supplemented with an industry competitiveness map. Results: it was found that there is a predominance of industries with growth rates below the Russian average, which creates a negative MIX effect. Agriculture in the studied regions is developing more actively than the national average, but it remains a lagging sector at the national level. Manufacturing industries are characterized by low growth rates in the regions, despite high growth rates across the country. The divergence between regional and average national trends leads to a systematic lag in economic growth rates among agro‑industrial regions, while certain sectors of the service sector are developing most dynamically.

Multiplicative effects of an impulsive approach to promoting regional development
Keywords: propulsive driver, regional development, regional economics, region, propulsive approach, propulsive industry, propulsive clusters, regional strategizing, directive approach, agglomeration principle, advantages of growth, regional system, innovation ecosystem.
Annotation. Purpose: to reveal the role of the propulsive approach in ensuring sustainable regional development and to characterize the main forms of its institutionalization; to propose tools for identifying and forming poles of regional growth. Discussion: the propulsive approach is a holistic concept of spatio‑dynamic development, in which the growth pole acts as an open innovation ecosystem capable of generating centrifugal impulses through a system of intersectoral and network interactions. At the same time, its effectiveness is determined by the institutional environment that ensures the diffusion of innovations and prevents the “leaching effect” of resources from the periphery. Results: indicators for assessing the propulsive potential of industries and territories have been proposed. A toolkit for assessing the propulsive potential of industries and territories has been developed, including indicators of innovative activity, intersectoral links, and multiplier effects. The key forms of institutionalization of the propulsive approach have been identified.

Economic efficiency of a visual express method for assessing radiation pollution of forest resources
Keywords: economic efficiency, biomonitoring, cesium-137, radiation control, avoided costs, forest resources, radiation pollution, ecology.
Annotation. Purpose: to substantiate the economic efficiency of a rapid visual method for assessing radiation contamination of forest resources based on morphological changes in Leccinum holopus and to conduct a comparative analysis of the costs of traditional instrumental monitoring and the proposed method. Discussion: based on the analysis of 46 fruiting bodies, a strong correlation was established between the activity of cesium-137 and the number of hymenophore tubes per 1 cm² (r = -0.74, r² = 0.55). Results: a threshold visual risk indicator was proposed: if the number of tubes is less than 200/cm², the activity of the radionuclide is 1.3-3.3 times higher than the Sanitary Rules and Norms standard (2500 Bq/kg for dry mushrooms). A comparative analysis of the costs of traditional instrumental monitoring (gamma spectrometry) and the rapid visual method showed that the implementation of the latter can significantly reduce the cost of primary screening.

Forest fires as a factor of economic and ecological risks in regional forestry
Keywords: forest fires, economic damage, environmental risks, radioactive contamination, cesium-137, sustainable development, Leningrad Region, forest management, damage assessment, monitoring.
Annotation. Purpose: identification and systematization of economic and environmental risks of forest fires, taking into account the radiation factor in the system of regional forestry management. Discussion: based on Rosstat data for the Leningrad region for 2024-2025. and scientific publications on the radioecology of forests have shown that local zones containing cesium-137 create the preconditions for secondary radioactive contamination during fires. In the Leningrad region, despite a decrease in the number of fires in 2025 (from 127 to 45), 82% of fires occur on leased lands, which indicates insufficient control by tenants. Radioactive contamination with cesium-137 is a specific risk that creates long-term environmental and economic consequences. Results: existing approaches to assessing damage from forest fires are analyzed and it is shown that they are focused primarily on direct economic losses. Directions for improving the risk accounting system are proposed: inclusion of the radiation factor in regional forest plans, creation of a monitoring system in contaminated areas, development of a methodology for integral damage assessment.

Model of ecological and economic assessmentof environmental protectionactivities in the industrial aspect
Keywords: environmental protection activities, ecological and economic assessment, environmental pressure, environmental response, industry analysis, index method, sustainable development, environmental economics.
Annotation. Purpose: to develop a model of ecological and economic assessment of environmental protection activities, focused on comparing the scale of environmental impact and environmental response in the sectoral context. Discussion: the necessity of moving from the analysis of disparate absolute indicators to a systematic consideration of environmental protection activities as a set of interrelated analytical contours: environmental load, compensation and cleaning, investment and current environmental protection activities is substantiated. The model includes the calculation of indices of environmental impact, environmental response, ecological and economic balance, as well as indicators of the gap and deficit of environmental response. The approbation was carried out on the basis of Rosstat data on six types of economic activity of OKVED-2 from 2020 to 2024. Results: a pronounced sectoral differentiation has been established, the maximum deficit of the environmental response has been identified in mining, the most balanced state in manufacturing industries. A matrix of types of the actual state of environmental protection activities has been formed, creating the basis for differentiated management decisions.

The influence of socio‑economic indicators of Russian regions on the attraction of scientific staff (the arctic aspect)
Keywords: Arctic zone, Russian Arctic, scientific and educational personnel, personnel drain, Murmansk Oblast, Arkhangelsk Oblast, attracting personnel, human resource potential, northern territories, migration processes.
Annotation. Purpose: to identify the patterns of influence of socio-economic indicators of Russian regions on the recruitment of scientific personnel to work in them, and to determine the position of the Arctic and practical regions relative to the obtained trend. Discussion: a comparison of actual data and the model revealed profound differences in the Russian Arctic. Murmansk and Arkhangelsk regions act as aggregators of scientific potential: the accumulated Soviet academic infrastructure (KNC RAS, NArFU) retains personnel despite market pressure. On the contrary, resource‑rich regions – the Yamalo‑Nenets Autonomous Okrug (with a labour shortage of -36.2 relative to the model), Khanty‑Mansi Autonomous Okrug (-31.4), and Nenets Autonomous Okrug (-38.4) – show pronounced signs of a shortage of scientific personnel compared to the national trend. The high incomes and wages in the fuel and energy sector in these regions cannot compensate for the lack of a developed local university environment. It is necessary to shift from monetary incentives for shift workers to subsidizing permanent jobs for young researchers at universities in the polar regions. The results show that the strongest correlations were found within the education system: the density of professors is linearly correlated with the density of students (+0.86) and postgraduate students (+0.81). The only personnel characteristic of scientific organizations that retained a stable positive impact on economic growth and income in the non‑resource sector was the relative number of full‑time researchers (+0.54 with GRP per capita and +0.52 with average salary). The developed regression equation has proven that the main factors contributing to the retention of scientists in the Arctic region are the specific density of student capital (beta=+0.54) and the level of base salaries (beta = +0.36). The share of “just young people” aged 25-34, without any connection to universities, has a negative coefficient of influence (-0.08) and does not contribute to the development of science.

Conceptual framework, structure, and factors influencing the formation of a territory’s marketing potential
Keywords: marketing strategy, marketing mix, marketing appeal, marketing potential, structure, elements, territory, approaches, marketing opportunities, regional development.
Annotation. Purpose: clarification of theoretical concepts regarding marketing potential and its structure. Discussion: marketing potential is a complex phenomenon; its structure is constructed by experts based on their own assessment, relying on various theoretical foundations. Studying its elemental composition, as well as the factors that shape it, is of key importance for planning territorial development. Results: a definition of the marketing potential of a territory has been proposed, according to which it is represented by a combination of existing resources, determined by internal and external factors, as well as the territory’s marketing opportunities to attract external material and intangible resources, relying on the identified groups of regional development stakeholders. The mutual consideration of their interests makes it possible to build a territorial marketing complex that takes into account the goals of territorial development embedded in the territory’s marketing strategy and ensures its competitiveness.

Structural and functional model of the industrial policy mechanism as a tool for increasing the sustainability of the regional industrial complex
Keywords: regional policy, industrial policy, structural‑functional model, cluster analysis, differentiated approach, region clustering, cluster analysis, structural heterogeneity.
Annotation. Purpose: to develop tools to enhance the resilience of the regional industrial complex in conditions of structural heterogeneity of territories and increased uncertainty in the external environment. Discussion: the empirical basis is data from Rosstat for 18 constituent entities of the Central Federal District for 2024-2025, which demonstrate a high degree of concentration of investment resources and a significant gap in the rates of industrial growth. It has been established that industrial policy in the constituent entities of the Central Federal District is implemented mainly as a set of disparate support measures that are not integrated into a unified architecture, which leads to fragmentation of management decisions and a reduction in their cumulative effect. Results: a structural and functional model of the mechanism for implementing industrial policy has been proposed, comprising seven blocks, which makes it possible to ensure a systemic impact on the industrial sector. Based on cluster analysis, four models of regional development and the corresponding packages of industrial support measures have been substantiated. The results of the study can be used by government authorities in the development and adjustment of regional industrial development programs.

Current marketing trends and directions in the national industrial compressor market
Keywords: technological sovereignty, critical import dependence, marketing methods, marketing interaction, marketing strategies, mechanical engineering, industrial potential, digital transformation, digitalization, marketing research, digital model.
Annotation. Purpose: interpretation of the results of an applied study of manufacturers’ marketing activities in a large national market exhibiting signs of loss of technological sovereignty and critical import dependence. Discussion: achieving strategic national priorities and strategic goals of national development in the medium term requires changes in regulation and industrial policy regarding national markets for industrial products, in terms of creating sustainable marketing systems capable of ensuring sovereignty and preventing import dependence. In the context of sanctions restrictions and the disruption of technological chains, the adaptation of marketing strategies to the new reality – focused on import substitution and the development of domestic competencies – becomes particularly important. Results: have proven that the national Russian market for industrial compressors provides technical support for production processes in the most important sectors of industrial production and industrial complexes in the country, the activities of which are of significant economic and social importance. At the same time, the marketing activities of manufacturers in this market require a shift from traditional promotion schemes to the formation of long‑term partnership relations with consumers and the creation of a service support system, which will help reduce dependence on imported counterparts and strengthen technological sovereignty.

Financial culture of regional population: the gap between attitudes and actual behavior as a threat to economic security (based on materials from Krasnoyarsk krai)
Keywords: financial culture, financial literacy, regional monitoring, economic security, attitudes, actual behavior, households, financial security.
Annotation. Purpose: to evaluate the impact of financial literacy and culture among adults in the Krasnoyarsk Krai on its economic security, and define directions for modifications within regional policies. Discussion: based on the analysis of a survey conducted among more than 18,000 inhabitants of the region, there has been a comparison made between publicly stated intentions and real-life practices. Evidence suggests that the present state of financial culture diminishes households’ capacity to resist economic shocks. Thus, the purpose of monitoring the level of financial literacy and culture must be linked directly to detecting behavioral shortcomings even when theoretical knowledge exists. Results: proposed adjustments include developing a network under the Bank of Russia project «Points of Financial Access» specifically targeting remote and poorly accessible regions where bank branches, post offices, or multifunctional centers are either absent or being closed down, and internet access remains limited; creating modular educational materials tailored towards different demographic groups based explicitly upon established local financial behaviors. For instance, practical scenarios aimed at income groups earning up to 80,000 rubles per month could involve savings formation strategies and Long-Term Savings Program (LTSP). Additionally, implementation of tools promoting habitual saving behavior through regional digital platforms using mobile applications provided by partner banks along with popular regional services such as «Active Citizen» or «Siberian Longevity». Finally, annual monitoring including question blocks designed to measure effectiveness of implemented measures regarding their recognition, accessibility, and subsequent behavioral impacts is recommended.

Mechanisms for managing labor productivity in a transport company
Keywords: labor productivity, transport company, staff motivation, transportation efficiency, personnel management, human resources potential, operational efficiency, personnel management, digitalization of transport, economic security.
Annotation. Purpose: to systematize the theoretical and applied mechanisms for managing labor productivity in transport enterprises and to identify their specific characteristics and limitations across various transport sub-sectors. Discussion: The article examines the organizational and economic relationships that arise during the work activities of transport company personnel and influence the efficiency of time and resource utilization. Based on a comparative analysis of industry practices, three key labor productivity management mechanisms are identified: administrative, economic, and socio-psychological. Their specific features and limitations within various sub-sectors (road, rail, maritime, and air transport) are demonstrated. It is argued that sustainable productivity growth is achieved not through a single tool, but through the synergy of regulation, motivation, and corporate culture. At the same time, the study reveals a lack of developed methodologies for assessing the intangible factors that influence labor productivity. Results: The research enabled the classification of labor productivity management mechanisms based on their functions and limitations, as well as the determination of the specifics of applying each mechanism within transport sub-sectors. It was established that the administrative mechanism is most effective in environments requiring strict regulation (rail and air transport), the economic mechanism in competitive segments with a high share of private carriers (road transport), and the socio-psychological mechanism in sectors characterized by long work cycles and a significant human factor component (maritime transport). Recommendations are formulated for the integrated application of these mechanisms to achieve sustainable labor productivity growth, taking into account industry-specific characteristics.

A methodological approach to developing a company’s marketing strategy in the market of digital logistics solutions administration services
Keywords: B2B marketing, customer value, expert positioning, lead qualification, customer journey, marketing analytics, customer support, marketing strategy, demand generation.
Annotation. Purpose: develop a methodological approach to formulating a company’s marketing strategy in the market of consulting and administration services for digital logistics solutions, in which industry segmentation determines the content of the value proposition and subsequent communications with the client. Discussion: the main idea is simple: if an industry segment exists only on paper, as a mere checkbox, it is of little use. It’s a different matter when it sets the tone for everything – from the formulation of the value and content to the logic of demonstration and the assessment of the result. Then promotion becomes real management of the customer experience, not just advertising. Results: a matrix of needs, promotion arguments, and support forms has been constructed for five customer segments. The proposed approach links marketing, sales, and customer service through unified segment characteristics and indicators.

Evolution of state regulation of the green economy in Russia: institutional logic and current trends
Keywords: green economy, environmental well‑being, government regulation, environmental policy, sustainable development, national project, climate regulation, green financing, environmental protection measures.
Annotation. Purpose: to identify the logic behind the transformation of environmental policy and its transition from individual environmental protection measures to a comprehensive model of green development. Discussion: an analysis of the national project «Ecology» showed that by 2024, the share of MSW sent for processing had increased from 3% to 55.1%, and for disposal – from 1% to 14.3%, while the share of landfilling remained at 82.5%. The ratio of reforestation area to the area of cut down and dead plantations reached 157.91% against the target of 100%, and the damage caused by forest fires decreased from 32.2 to 10.6 billion rubles. The number of specially protected areas of federal significance increased from 211 to 226, and the number of their visitors rose from 6 to 17.59 million people. The contradiction in the current model remains the gap between the expansion of regulatory tools and the limited possibilities for their practical implementation. Results: key regulatory and programmatic documents were analyzed, the outcomes of the national project “Ecology” were assessed, and the limitations of the existing environmental protection system were identified. It was established that the Russian model of the green economy is developing through the consistent complication of regulation and the inclusion of carbon, financial, and project‑based instruments in it.

Norm‑forming factors in the system of expenditures for agroforestry climate projects
Keywords: agroforestry, norm‑forming factors, forestry, climate projects, low‑carbon development, carbon balance, forest ecosystems, sustainable agriculture, environmental safety.
Annotation. Purpose: to identify the most significant norm‑forming factors influencing costs within agroforestry projects, including those aimed at reducing emissions and increasing greenhouse gas absorption (low‑carbon forestry development). Discussion: using the expert method, the influence of norm‑forming factors was assessed, and the most significant ones were identified – those reflecting the characteristics of agroforestry processes and the conditions for their implementation, which ensure not only an increase in the productivity of forestry practices but also a reduction in losses from the resources involved. Results: it has been established that in the group of natural and climatic factors affecting the regulatory costs of climate-based agroforestry projects, the hydrological and soil regimes of the area, as well as the type of forest conditions, are of priority. In the group of forestry factors, the most important in determining the costs of agroforestry are the characteristics of forest plots, the species composition, including in the structure of planting material, and the age of forest crops. In the group of operational factors, the machine system and the complexity of the forestry work performed are of key importance. It has been determined that when justifying the costs of agroforestry, it is necessary to rely on scientifically grounded performance standards for the phases of work and operations, taking into account the diversity of natural and production conditions, technical means, and technological methods of their implementation. Based on the analysis conducted, approaches to accounting for the identified norm‑forming factors in the planning and financing of climate projects in the field of agroforestry have been proposed.

The ethical paradox of hyper‑personalized marketing: technologies for managing consumer experience in the context of digital trust
Keywords: hyper‑personalization, digital marketing, customer experience, digital trust, personal data, technology ethics, behavioral analytics, machine learning, data protection, consumer behavior.
Annotation. Purpose: explication of the fundamental contradiction between the operational efficiency of hyper‑personalization mechanisms and the potential threat of devaluation of digital trust on the part of users in the process of implementing hyper‑personalized marketing strategies. Discussion: within the framework of the modern consumer experience management paradigm, the rapid intensification of the use of big data sets and predictive machine learning algorithms provides the opportunity for precise influence on the behavioral patterns of market participants. However, alongside the operational efficiency of hyper‑personalization, significant ethical risks arise, including privacy violations, direct manipulation of consumer choices, algorithmic bias, and the “filter bubble” effect. At the same time, digital trust is positioned as a key strategic resource that ensures the long‑term competitiveness of a business in the digital environment. Thus, the key problem lies in the need to resolve the antinomy between the depth of personalization and the preservation of institutional trust. Results: the study’s final outcomes propose a conceptual framework for resolving the identified paradox, which involves implementing the principles of “ethics by default,” radically extending the transparency of data processing procedures, systematically transforming the regulatory environment, and increasing the level of digital literacy among the population. It is convincingly argued that achieving a dynamic balance between the depth of personalization and the preservation of user trust is a mandatory condition for the sustainable development of the digital marketing ecosystem.

Socio-ecological-economic sustainability of Russia in the context of climate change
Keywords: climate risks, sustainable development, carbon intensity of the economy, low‑carbon transformation, adaptation, environmental safety, green investments, carbon regulation, decarbonization, climate policy.
Annotation. Purpose: to develop and test an econometric approach based on the ARDL model, which makes it possible to quantify the impact of environmental and macroeconomic indicators on the sustainability of socio-ecological and economic development in Russia to justify climate and regional policy. Discussion: climate change reduces the sustainability of territorial development primarily through the growth of climate risks and associated economic losses. Additionally, the growth of the carbon intensity of the economy and inflation has a constraining effect, while energy efficiency, investment activity and the effectiveness of adaptation policies enhance the ability of territorial systems to recover. The SEESI integral sustainability index, which combines social, economic, and environmental indicators, was used as the dependent variable. Before building the model, the time series were tested for the presence of unit roots using the extended Dickey–Fuller test, which made it possible to determine the order of their integration and justify the use of the ARDL approach. Results: between 2000 and 2024, the SEESI index for Russia increased from 0.241 to 0.619. Calculations using the ARDL model have confirmed the presence of short-term and long-term relationships between sustainability, environmental indicators, and macroeconomic indicators. The main long-term factors of the Russian economy’s sustainability are the economy’s carbon intensity, energy efficiency, investment activity, and inflationary stability.

Prospects for the development of the circular economy as a factor strengthening the eco-oriented effects of the low-carbon transition
Keywords: circular economy, closed-loop economy, low-carbon transition, decarbonisation, secondary resources, ecological and economic effect, carbon intensity, carbon price, manufacturing industry.
Annotation. Purpose: to assess the contribution of circular transformations to enhancing the eco‑economic effects of the low‑carbon transition at the level of industrial production and to measure the relationship between the share of secondary resources in the material balance and the specific carbon intensity of production. Discussion: the resource and climate dimensions of state policy are developing in parallel, while the quantitative measure of their interconnection is described in fragments. The calculations were carried out using the author’s model of the resource‑ecological balance of a model manufacturing production facility for the period 2019–2026; horizontal and structural analysis were applied, along with factor decomposition using the chain substitution method, which highlighted material savings, resource substitution, and energy efficiency, as well as scenario modelling with varying the share of secondary resources and the internal price of carbon. Results: as the share of secondary resources increases from 8.4% to 21.7%, specific emissions decrease from 42.7 to 28.9 tonnes of CO₂ equivalent per 1 million rubles of output, and the accumulated environmental and economic effect reaches 379.5 million rubles. The substitution of primary raw materials with secondary ones accounts for 6.48 out of 13.8 units of reduction in specific emissions (46.9%), outpacing material savings and energy efficiency. The elasticity of the effect with respect to the share of secondary resources (1.24) is almost twice as high as the elasticity with respect to the price of carbon (0.63), which indicates the leading role of the material lever in decarbonization.

Annotation. Purpose: to provide a comprehensive assessment of the alignment of changes in production, consumption, and the structure of generating capacity, and to identify key imbalances in the transformation of the energy system. Discussion: the study is based on official statistical data for 2010-2025, using time-series, structural, and comparative analysis. Changes in energy consumption, primary energy production, and installed capacity of wind and solar energy are compared. Results: energy balance diversification is accompanied by the preservation of structural inertia, a widening gap between primary energy production and energy consumption, and the rapid expansion of new generation. The main risks arise from the inconsistency in the rates of change in production, consumption, and infrastructure. The obtained results allow us to consider the sustainability of the energy transformation as the result of the coordinated development of interconnected elements of the energy system.

Digital investment direction for oil and gas companies
Keywords: digital investments, oil and gas companies, digital transformation, technological sovereignty, operational efficiency, cybersecurity, artificial intelligence, multifactorial assessment, digital maturity, process automation, industry risks.
Annotation. Purpose: analysis of the structure of strategic priorities and methodology for assessing the effectiveness of digital investments in the Russian oil and gas sector in the context of geopolitical instability and the need to achieve technological sovereignty. Discussion: a qualitative analysis of corporate non-financial reporting and industry statistics was conducted. The key areas of investment have been identified: the development of proprietary software, the formation of unified digital platforms, ensuring cybersecurity and the implementation of solutions based on artificial intelligence. The limitations of the traditional ROI indicator are substantiated and a multifactorial approach to performance assessment is proposed, including operational, technological, strategic and risk criteria. Results: using the example of the activities of PJSC NK Rosneft, it was found that the implementation of the software import substitution strategy made it possible to achieve 80% independence from foreign solutions. The use of the extended assessment methodology has recorded a 6-fold reduction in reporting time, an increase in the accuracy of predictive analytics of equipment by 80-90% and savings of up to 70 million rubles per year. It is concluded that targeted digital investments are a fundamental condition for long-term competitiveness and operational sustainability of companies.

The indicative approach as the basis for the algorithm of implementing antitrust compliance in telecommunications corporations
Keywords: control, compliance, antitrust compliance, telecommunications corporations, indicative approach, antitrust risks, corporate governance, risk management, antitrust regulation, telecommunications market.
Annotation. Purpose: to develop an algorithm for implementing antitrust compliance based on the use of an indicative approach, which makes it possible to identify, prioritize, and minimize antitrust risks in the key business processes of telecommunications corporations. Discussion: the features of antitrust regulation in the telecommunications industry are examined, including risks associated with market concentration, pricing, inter‑operator agreements, and access to infrastructure. The indicative approach is defined as a system of reference indicators and decision‑making rules designed for the prompt identification and management of risks. The need to adapt the indicators and the algorithm for implementing antitrust compliance to the specifics of the telecommunications market has been considered. Results: a system of antitrust compliance indicators has been proposed, including input control indicators, process indicators, performance indicators, reputational indicators, and control indicators. An algorithm for the implementation and subsequent monitoring of antitrust compliance on an indicator‑based framework has been developed, including assessment, integration, monitoring, and corrective stages. Its application ensures regular collection of data on the indicators, their comparison with target values, and the adoption of corrective decisions in the event of deviations.

Cash management: evolution of theoretical models and practical tools in a turbulent economy
Keywords: cash flows, cash management, liquidity, financial reserves, economic instability, turbulent economy, cash, financial risks.
Annotation. Purpose: to examine the systematization of theoretical approaches and practical tools for managing a company’s cash flows, as well as to identify their evolution under conditions of economic instability. Discussion: classical cash management models are considered, including the deterministic Baumol model and the stochastic Miller–Orr model; their limitations and possibilities for adaptation to modern realities are analysed. Special attention is paid to taking into account the interconnection of cash flows within corporate structures, a multi‑criteria approach to liquidity management, and the impact of the digitalisation of payment systems on the demand for cash. Results: effective money management in an unstable economy is only possible if you abandon the attempt to find a single optimal solution. Instead, you need a system that can quickly adapt to changes, calculate various scenarios, and assess whether the company can withstand a sharp deterioration in conditions. The study confirms that cash does not lose its value even in the era of digital payments. In moments of serious upheaval, it continues to perform a stabilizing function, providing a safety net where electronic tools fail. Ultimately, the author concludes that reliable cash management cannot be based on a single approach – it requires a combination of different methods and tools that take into account the specifics of a particular company and external conditions.

Innivative tools for managing investment risks in real estate development projects
Keywords: development project, investment risks, financial risks, market risks, project financing, escrow accounts, new construction market, digital monitoring.
Annotation. Purpose: to develop methods for applying innovative investment risk management tools in development projects that take into account financing features, the availability of escrow accounts, market conditions, and the analysis of financial and construction indicators. Discussion: the implementation of development projects is accompanied by investment risks that become difficult to analyze using traditional methods. Therefore, this paper substantiates the need to integrate digital tools for assessing project risk. High-quality risk analysis is possible with the continuous monitoring of a set of indicators covering financial, market, and construction risks. Results: the use of digital monitoring, scenario analysis, and indicator analysis is substantiated, ensuring the timely identification of real estate asset non-sale risks and cash flow gaps, and preventing deviations between actual and planned indicators. Indicators for digital monitoring of investment risks are considered.

Foreign trade of the central federal district: scale, commodity structure, and role in Russia’s international commodity flows
Keywords: foreign trade, exports, imports, regional economy, non-commodity exports, food exports, export support, commodity structure.
Annotation. Purpose: to conduct a statistical analysis of the foreign trade of the Central Federal District (CFD) – Russia’s largest macro-region in terms of economic contribution. Discussion: an economic-geographic profile of the district is presented, covering its composition, area, population, Gross Regional Product (GRP) structure, and industrial specialization. It is shown that in 2020, the CFD accounted for 54.6% of the Russian Federation’s foreign trade turnover, with a total volume of $310.6 billion and a trade surplus of $16.2 billion. Results: the study examines the district’s non-commodity, non-energy exports – which constitute approximately 40% of the national total – and its foreign trade in food and agricultural raw materials; in the latter category, the CFD ranks first among federal districts, with a turnover of $16,985 million in 2016, driven largely by Moscow and the Moscow Region, which together account for one-third of Russia’s agricultural trade turnover. The paper also highlights institutional support for the district’s exporters and the leading positions held by its constituent regions–including the Vladimir Region–in national rankings.

The structure of the Indian economy and limitations on expanding economic cooperation within the shanghai cooperation organization
Keywords: economy of India, Indian politics, diversification, IT sector, technological dependence, SCO countries, capital, labor, economic sovereignty, economic multiplier, export of services.
Annotation. Purpose: identification and characterization of the economic factors of India’s policy of «balancing» between cooperation with Russia and China, on the one hand, and the United States and other Western states, on the other. Discussion: the highest level of technological dependence of India’s economy on the West remains. All Indian IT systems, banks, and government databases run on American operating systems and processors (Intel, AMD, Microsoft, Oracle). The architecture of cellular communications and 5G networks is built on European (Ericsson, Nokia) or Taiwanese equipment controlled by the United States. At the same time, India’s industry (smartphone assembly, the automotive industry, pharmaceuticals) is becoming increasingly dependent on supplies of Chinese components. Results: India’s economic dependence on Western countries suggests that India will remain a «internal dissident» within the SCO. If the US adopts a «containment policy» towards India (as it has already done with China – restrictions on the issuance of work visas, the introduction of tariffs, etc.), India’s strategy of «balancing» between Western countries and SCO partners will find itself in a situation of uncertainty.

Mechanisms of human capital transformation into economic growth: a panel vector autoregressive analysis (2000-2024)
Keywords: human capital, economic growth, vector autoregression, Granger test, R&D, club convergence, panel analysis, macrostructural clustering.
Annotation. Purpose: to investigate multivariate causal relationships between public spending on education, scientific and technological development parameters, and gross domestic product (GDP) dynamics. Discussion: using panel data for 2000-2024 for 48 of the world’s largest countries, a vector autoregressive (Panel VAR) model in first differences was constructed. The results of Granger testing refute the simplified hypothesis of a direct linear effect of educational expenditures on economic growth. It is proven that human capital impulses are translated into GDP exclusively through intermediate stages: an increase in researcher density and subsequent domestic expenditure on research and development (R&D). Results: macrostructural clustering was conducted, revealing three models of factor interactions: the «investment loop» (USA, China), the «consumption lag» (Russia, Saudi Arabia), and the «poverty trap» (many developing countries). The absence of global unconditional convergence is substantiated and the phenomenon of «group divergence» is recorded.

China’s innovation activity in the global economy: drivers, stages and the transformation of its international position
Keywords: innovation system, China, innovation, scientific publications, triad patents, scientific personnel, innovative development, export, strategizing.
Annotation. Purpose: to determine the nature and scale of the impact of various macro-level factors on the performance of China’s scientific and innovation system. Discussion: the study examines the influence of the following factors: population dynamics, GDP per capita, government spending on science, the number of researchers engaged in R&D, government spending on education, and the share of exports in GDP. The performance of China’s scientific and innovation system is approximated using indicators such as trends in the number of scientific publications indexed in Scopus, the number of domestic patent applications, and the number of international triadic patent families. Results: key turning points in the development of China’s scientific and innovation system were identified in 2006, 2008, 2009, and 2012; these can serve as a basis for establishing a timeline of the system’s evolution. Granger causality analysis confirmed China’s «leading» development strategy: a rapid increase in education spending drove growth in the number of researchers; the resulting influx of personnel, combined with increased R&D funding, led to a rise first in publications and domestic patent applications, and subsequently in internationally recognized triadic patents.

Digital transformation of society in Japan: an evolutionary-strategic perspective
Keywords: digital transformation, Society 5.0, Japan, national strategy, digital society, data circulation, public administration, normative density.
Annotation. Purpose: to reconstruct the methodological foundations of societal digital transformation embedded in the national strategy of Japan and to identify the principles that turn digitalisation into a mode of social design rather than infrastructure renewal. Discussion: the evidence base comprises six strategic and statutory documents adopted between 2016 and 2025. Qualitative content analysis, categorical coding of meaning units, comparative typological interpretation and a four-point scoring of normative density across three time slices were applied. The corpus is treated as functionally differentiated: a conceptual plan, a statute and a priority programme perform distinct methodological roles, and the coherence of the strategy follows from this division of labour rather than from repeated wording. Results: six stable methodological contours are identified, namely human-centredness, data circulation and standardisation, platform-based coordination of public services, local applicability, trust and cybersecurity, and continuous regulatory revision. Mean normative density grows from 1.50 in 2016 to 2.83 in 2025, with continuous regulatory revision rising fastest. The strategy shifts from a futurological image of a super-smart society towards a legally and organisationally fixed model of interagency delivery.

Development of tools for improving the efficiency of Russian international industrial cooperation
Keywords: intra-company planning, cooperation strategy, industrial cooperation, international relations, added value, production chain, technology localization, efficiency improvement.
Annotation. Purpose: to develop a tool to improve the effectiveness of international industrial cooperation. Discussion: one of the main limitations of international industrial cooperation has been identified; however, it does not render cooperation impossible. Since there is no single tool to mitigate all limitations, this study developed a «value capture» tool that helps companies maintain control over a critical link in the production chain and thereby manage cooperation. Results: the role of internal planning and the participation of Russian companies in international industrial cooperation are examined. As part of the cooperation strategy, a value capture tool is proposed that allows for a gradual interception of a partner’s share of the produced value. An algorithm is proposed that allows for progression through the stages of the production chain and the pursuit of increasingly profitable production operations.

Environmental regulation as a factor of structural changes in the mutual trade of Russia and China
Keywords: environmental regulation, Sino‑Russian trade, carbon intensity, structural shifts, carbon market, carbon footprint, product concentration, low‑carbon transformation, export flows, climate policy.
Annotation. Purpose: identifying the mechanisms and quantitatively assessing the structural sensitivity of mutual trade between Russia and China to environmental regulation. Discussion: environmental regulation is becoming a factor of international competitiveness and a condition for access to markets. For Russia and China, this has dual significance: after 2022, Russian flows have shifted towards the Asian direction, and China has established itself as the largest trading partner. At the same time, requirements for the carbon intensity of products and the traceability of supplies are growing. In the short term, environmental regulation is not the dominant factor driving the dynamics of trade turnover; however, in the medium term, it shapes the structural adaptation of energy‑intensive industries. Results: in 2025, the share of mineral fuels in China’s imports from Russia decreased from 73.5% to 63.0%, while the shares of ores, aluminium and copper increased. The concentration index decreased from 0.551 to 0.416, and the Ryabtsev index reached 0.083. The trade turnover in 2020-2024 increased from USD 107.77 billion to USD 244.80 billion, with a CAGR of 22.8%; in 2025, the trade turnover fell to USD 228.10 billion. The expansion of China’s emissions trading system for steel, cement, and aluminium is increasing the importance of carbon reporting for Russian suppliers, but the changes are shaped by the combined effect of price, logistics, and regulatory factors.

Food security and sustainability of the agro-industrial complex: towards the differentiation of concepts
Keywords: food security, agro-industrial complex, economic sustainability, development, agricultural production, ecology, domestic products, food.
Annotation. Purpose: to determine the relationship between the concepts of «food security» and «agricultural sustainability» and to highlight their important differences. Discussion: the sustainability of the agro-industrial complex (AIC) is analyzed using the examples of the United States, China, India, and Russia, identifying strengths and key vulnerabilities. It is shown that China’s AIC has grown in scale but has become more vulnerable to import dependence. India’s AIC has grown but remains hostage to climate change. The United States maintains stability through capital and technology, while Russia has undergone the most profound transformation over the past 25 years. Results: the dynamics of the 21st century show that territory and production volume do not guarantee sustainability. In terms of food security, all four countries are stable. In terms of economic sustainability of the AIC, the United States and Russia remain leaders.

China’s trade interests in the new BRICS+ countries
Keywords: interstate union, foreign economic strategy, “dual circulation,” internationalization of the yuan, energy security, investment cooperation, Global South, development bank.
Annotation. Purpose: to identify and analyze the trade interests of the People’s Republic of China in the new BRICS+ countries that joined the association in 2024-2025. Discussion: the trade interests of the PRC in Egypt, Ethiopia, the United Arab Emirates, Saudi Arabia, Indonesia, and Iran were examined. The main focus is on expanding the trade space, gaining access to new resource bases and markets, ensuring energy security, diversifying supply chains, internationalizing the yuan, and fostering investment cooperation in the context of the Belt and Road Initiative and the “dual circulation” concept. Results: the volume of bilateral trade and the structure of China’s trade turnover with new BRICS+ participants have been identified, priority areas of sectoral cooperation have been highlighted, and the strategic goals of China’s foreign economic policy have been outlined. It has been established that the largest trade volumes are concentrated in Saudi Arabia, the UAE, and Indonesia, and the expansion of BRICS+ contributes to an increase in the trade space by providing access to new resource bases and markets.

Algorithm for making investment decisions taking into account the strategic significance of a project for the enterprise
Keywords: investment decisions, algorithm, high‑tech enterprises, technological sovereignty, strategic importance, project management, digital environment, information systems, defense order, import substitution.
Annotation. Purpose: to develop and test an algorithm for making investment decisions that allows for deviations from the criterion of a positive net discounted income for projects aimed at ensuring technological sovereignty, provided there is a justification for the strategic necessity of their implementation. Discussion: investment projects at high‑tech industrial enterprises are not always aimed at generating commercial profit. Some of them are implemented to ensure the technological sovereignty of the enterprise and the industry, to fulfil the state defence order, and to replace critical components with domestic ones – that is, to address the national tasks set out in Presidential Decree № 309. In such cases, traditional indicators (such as the net present value, internal rate of return, etc.) are usually secondary; however, the existing investment analysis methodologies do not contain formal procedures for making decisions regarding such projects. Results: during the work, in accordance with the set goal, the following tasks were solved: the types of investment projects for which the amount of net discounted income and the internal rate of return are not decisive were identified; a list and the interrelation of information systems were presented, the integration of which makes it possible to recreate a unified digital environment for managing investment projects; the indicators for assessing an investment project were systematized, reflecting the information systems – data sources; an algorithm for making management decisions was developed, taking into account the strategic significance of the project. The testing of the algorithm using the example of projects of PJSC «ODK‑Kuznetsov» confirmed its applicability to projects of various types, including strategically significant ones.

Existential management trajectories of Russia’s digital economy: transformation under bifurcation conditions
Keywords: digital economy, management trajectory, bifurcation, economic environment, strategic transformation, digital sovereignty, technological adaptation, institutional change, managerial choice, economic resilience.
Annotation. Purpose: to identify possible management trajectories for the development of Russia’s digital economy as the economic system passes through bifurcation states. Discussion: attention is focused on situations in which the previous logic of digital development loses its stabilizing effect and further movement depends on the combination of technological, institutional and resource constraints. Bifurcation conditions are interpreted as a state of multiple alternatives that increases the importance of managerial choice and the ability of the economic system to revise its priorities. Results: several trajectories of digital economy transformation are identified, differing in the nature of the managerial response to structural shifts. The relationship between the depth of bifurcation changes and the transition from adaptive decisions to the restructuring of the management architecture itself is substantiated. Criteria for selecting a trajectory are proposed, including infrastructure resilience, technological autonomy and institutional adaptability.

Strategic management of intersectoral interaction in the education-science-production circuit at the stage of economic entropy
Keywords: project configurations, strategic management, economic entropy, inter-sector management, inter-sector interaction, production sector, scientific sector, educational sector, management mechanism, resource coordination, interaction stability, adaptive management, cooperation, inter-sector system.
Annotation. Purpose: to clarify the approach to strategic management of the mechanism of interaction between entities in the production, scientific, and educational sectors in the context of economic entropy. Discussion: the impact of increasing uncertainty, changing resource constraints, and the disruption of stable cooperative ties on the nature of intersectoral interaction in the “education-science-production” triad is considered. Particular attention is paid to the need for adaptive management, which allows for the adjustment of the composition of participants, the distribution of resources, and the sequence of joint actions in the face of a changing external environment. Results: the analysis showed that with increasing economic entropy, the stability of interaction between the production, scientific, and educational sectors gradually decreases. The main difficulties are associated with changes in resource availability, technological conditions, the composition of partners, and the timing of joint projects. It is established that the nature of management decisions should depend on the degree of uncertainty in the market space. At low and moderate levels, individual cooperation parameters are sufficient, while high and critical levels require the redistribution of resources.

Digital transformation of municipal management: new challenges for the sustainable development of urban economy
Keywords: digital transformation, municipal management, sustainable development, urban economy, smart city, digital government, digital divide, low-carbon development.
Annotation. Purpose: to identify how the digital transformation of municipal management affects the sustainable development of the urban economy and to systematise the challenges that limit this effect in Russian and Chinese practice. Discussion: the study relies on a review of Russian legal acts and United Nations documents, a comparative reading of the 2025 international smart city ranking, case studies of municipal digital platforms, and a logical analysis of the causal links between digital governance and the sustainability of the urban economy. A distinction is drawn between the direct influence of digital infrastructure on urban resource intensity and the indirect influence exerted through industrial structure and the mobility of production factors. Results: digital government is shown to narrow intercity disparities in resource allocation and to support low-carbon urban development, with Moscow, Beijing and Shanghai among the global leaders in the digital maturity of city management. Four challenges are systematised: the digital divide between core and peripheral areas, data security and privacy protection, the shortage of qualified municipal personnel, and the financial sustainability of digital projects. Remedies are proposed for each, including an inclusive digital strategy, data classification rules, a dedicated digital curator position and concession-based financing schemes.

The economic effects of the development of Russian-Chinese cooperation in higher education and their impact on the recognition of qualifications and the implementation of joint educational programs
Keywords: export, educational services, education sector, Russian-Chinese cooperation, higher education, recognition of qualifications, educational programs, transaction costs, academic mobility.
Annotation. Purpose: to quantitatively assess the contribution of qualification recognition and joint educational programs to the dynamics of Russian universities’ export revenue from educating Chinese citizens. Discussion: the export of educational services to the People’s Republic of China relies on the institutional infrastructure of bilateral cooperation that has been developing since the mid-1990s, and its economic performance is determined not so much by tuition fees as by the costs of entering the national education system for foreign applicants. Results: a factor decomposition of export revenue growth was performed using chained substitutions, and a scenario projection was constructed through the 2029/30 academic year. It was found that over the period under review, export revenue increased by approximately 2.7 times, with the contribution of enrollment expansion and tuition indexation being comparable, with a slight preponderance of the former factor. The scenario calculation shows that fully activating the mutual recognition mechanism and scaling up joint programs could increase annual export revenue by approximately 13 billion rubles relative to the inertial scenario.

Modeling and selection of value chain formation scenarios within Russia’s sovereign technological space
Keywords: added value, technological sovereignty, scenario modeling, technological space, industrial cooperation, production localization, technological dependence, strategic management, productive competencies, resource constraints, economic performance, cooperative potential.
Annotation. Purpose: to refine the approach to modeling and selecting scenarios for the formation of value chains, taking into account the objectives of strengthening Russia’s sovereign technological space. Discussion: the transformation of the formation of production and technological links is considered in the context of the need to reduce critical external dependence and maintain the economic efficiency of cooperation. Particular attention is paid to the relationship between localization, intersectoral interaction, technological security, and the ability of individual links in the chain to be reproduced within the national economy. Results: a contour scenario logic for the formation of value chains is proposed, providing for an assessment of the criticality of technological links, the availability of domestic competencies, cooperation potential, and resource constraints. Possible options for constructing value chains are systematized, and scenario selection criteria are defined, allowing for simultaneous consideration of the objectives of technological sustainability and the economic efficiency of production cooperation.

Strategic trends in economic positioning the Russian hospitality industry at the stage of increasing uncertainty
Keywords: hospitality industry, strategic trends, hotel chains, tourism economy, infrastructure development, apartment hotels, uncertainty factors, increasing competitiveness, domestic market.
Annotation. Purpose: to examine the strategic trends in the economic positioning of the hospitality industry in Russia. Discussion: the hospitality industry is simultaneously a service sector, a part of the tourism economy, a tool for territorial development, and a source of employment. Therefore, its sustainability affects not only the financial performance of individual enterprises but also the investment attractiveness of regions, the development of infrastructure, and the quality of the urban environment. Structural changes in the market require increased adaptability of hotel networks: flexible forms of service provision, the development of digital ecosystems, and the integration of technological solutions to improve operational efficiency and customer experience. In the context of growing uncertainty, sustainable positioning requires a combination of «digitalization + localization» strategies and an enhancement of service quality, branding, and operational flexibility. Results: the mechanisms for adapting business models, market regulation, technological innovations, and government support to improve the industry’s resilience and competitiveness at the national and international levels have been examined.

Diversification of centralized government governance mechanisms as a key condition for ensuring technological advancement at the stage of labor supply shortage
Keywords: labor shortage, technological leadership, public administration, labor productivity, human capital, robotics, digital economy, personnel policy, national projects, economic development.
Annotation. Purpose: to identify and characterize the trends in the diversification of mechanisms of centralized state governance in the context of a persistent shortage of labor supply and the need to ensure technological advancement of the Russian economy. Discussion: the thesis is substantiated that, in a situation of limited labor resources, the traditional management model, which is based primarily on the administrative allocation of resources and directive planning, is losing its relevance. To achieve technological leadership, it is necessary to transition to a multi‑level architecture of state governance that combines: Strategic goal‑setting, project financing, human capital development, labour productivity stimulation, formation of technological demand, digital management, public‑private partnership and adaptive regulation. Results: the main causes of labour supply shortages and their impact on investment activity, innovation and the implementation of national projects are examined. A classification of centralized management mechanisms is proposed by areas: strategic, resource‑based, regulatory, personnel‑related, infrastructure‑related, digital, coordination‑related and assessment‑related.

Digital technologies as a mechanism for improving the effectiveness of state sustainable development policy
Keywords: digital transformation, public policy, sustainable development, public administration, digital services, factor decomposition, data economy, scenario modeling, digitalization of regions, government programs.
Annotation. Purpose: to identify the factors through which digital technologies affect the effectiveness of state sustainable development policy and to quantify the contribution of each of them. Discussion: growth in digital service coverage is routinely equated with growth in managerial returns, although the empirical grounds for such an equation are scarce. A multiplicative model is constructed that links an integral effectiveness indicator to the coverage of the digital administrative perimeter, the quality of managerial data and the speed of the management cycle. Factor contributions are separated by chain substitution, and the forecast is built along three scenario trajectories up to 2030. Results: between 2021 and 2025 the integral indicator rose from 0.2103 to 0.3951, with roughly 59.7 per cent of the increment attributable to coverage expansion against 21.2 and 19.1 per cent for data quality and cycle speed. Scenario estimates show the extensive factor fading as coverage approaches saturation and the weights inverting in favour of intensive factors: the gap between the baseline (0.6247) and target (0.7626) paths is produced by the joint increment of data quality and cycle speed rather than by the perimeter itself.

The impact of demographic, economic, energy and institutional factors on the global economy decarbonization: quantitative analysis
Keywords: global economy, demographic factors, institutional factors, economic factors, energy factors, environmental regulation, clean energy, fossil fuels, low‑carbon energy, government subsidies, the Paris Agreement.
Annotation. Purpose: an assessment of the impact of demographic, economic, energy, and institutional factors on the dynamics of decarbonization of the global economy, based on an analysis of a dynamic series of panel data from a country sample of 56 countries over the observation period from 2014 to 2023. Discussion: according to the results obtained, demographic and economic factors remain the most influential determinants of fossil fuel consumption; government subsidies for the development of low‑carbon technologies have a negative effect on the growth of fossil fuel consumption, but the scale of this effect remains significantly smaller compared to the impact of demographic and economic variables. The results: it has been proven that current trends in decarbonization are largely driven by actual economic measures implemented, rather than by institutional commitments embodied in the ratification of the Paris Agreement. The general hypothesis of the study is confirmed with regard to demographic, economic, and energy factors; the influence of the institutional factor turns out to be more selective and depends on the policies actually implemented by states.

Transformation of the information culture of a leader in the world of unstructured information
Keywords: unstructured information, personnel, personnel management, predictive analytics, artificial intelligence, data visualization, information culture, management.
Annotation. Purpose: to identify the transformational features of HR manager’s information culture under the influence of the growing volume of unstructured personnel information and to substantiate the structural components of this culture. Discussion: based on a systems approach and HR analytics concepts, an analysis of the evolution of the manager’s information culture was carried out (four stages: from documentary-accounting to the stage of data democratization and integration of artificial intelligence (AI)). Specific features of unstructured HR information are highlighted: subjectivity, contextual dependence, polysemy, ethical sensitivity, heterogeneity and generation dynamism. Barriers to the formation of an information culture and possible ways to overcome them are determined. Results: it is substantiated that the modern information culture of HR managers includes five interconnected components: motivational-value, cognitive, activity-practical, reflexive-evaluative and communicative. It is shown that the use of low-code/no-code platforms, predictive analytics methods and natural language processing allows extracting management insights from unstructured data.

Loyalty and engagement of production staff as factors of Russia’s technological sovereignty
Keywords: technological sovereignty, production personnel, loyalty, involvement, human capital, industry, personnel monitoring, diagnostics, labor productivity, technological competencies.
Annotation. Purpose: to examine the relationship between the loyalty and engagement of production personnel and the assurance of Russia’s technological sovereignty. Discussion: technological independence is determined not only by the availability of domestic equipment, software, scientific developments, and production capacities but also by the willingness of employees to master, maintain, and advance new technologies. Production personnel serve as the bearers of the critical practical knowledge, organizational memory, and competencies required for the sustainable operation of technological systems. It is proposed that personnel management be viewed through three interconnected processes: monitoring the current state, diagnosing the causes of observed changes, and balancing loyalty and engagement through targeted management decisions. Results: the distinction is clarified between loyalty defined as steadfast commitment to the organization and engagement defined as active participation in achieving results and improving business processes. A multi-level assessment model has been developed, encompassing the individual, team, production-unit, and organizational levels. The study concludes that high loyalty without engagement fosters a state of inertial stability, whereas engagement without loyalty fails to ensure the long-term retention of competencies.

Ecosystem interaction of education, science and industry based on a digital approach and multi-resource management
Keywords: educational ecosystem, education, science, industry, digitalization, multi-resource management, cross-sector interaction, resource integration, digital platform, innovation development.
Annotation. Purpose: to clarify the approach to organizing ecosystem‑based interaction between the education sector and science and industry, based on digital coordination and joint management of various types of resources. Discussion: the problem of inconsistency in the human, scientific, informational, infrastructural, and technological capabilities of the participants in implementing joint initiatives is examined. The transition from individual bilateral ties to an ecosystem model is considered, in which educational organizations, scientific structures, and the industrial sector are included in a common framework for the exchange of resources and the results of their activities. Results: a model of ecosystem‑based interaction is proposed, uniting the education, scientific, and industrial sectors through a digital environment. The multi‑resource management principle is substantiated; it предполагает согласованное распределение кадровых, информационных, научно‑технологических и инфраструктурных ресурсов в зависимости от задач совместной деятельности. The main directions of resource exchange in the “education‑science‑production” ecosystem and the conditions for forming sustainable intersectoral cooperation have been identified.

Current constants, trends and tracks of the production management ecosystem of Russian business under turbulent dynamics
Keywords: production management, manufacturing management, industrial enterprise, digitalization, production ecosystem, robotics, artificial intelligence, industrial data, technological resilience.
Annotation. Purpose: to examine the changes taking place in the production management system of Russian enterprises and to identify the areas that remain relevant in conditions of high environmental variability. Discussion: the basis was the materials from the 10th anniversary practical industrial conference «Effective Production 4.0», which was held on May 12-13, 2026, in Moscow. The conference programme showed that for industrial businesses, digitalisation is no longer limited to the implementation of individual software products. Increasingly, it affects the production organisation itself: planning, equipment operation, maintenance, data collection and monitoring of the production programme implementation. Results: robotics, the use of artificial intelligence, MES and APS systems, digital MRO and the industrial Internet of Things were considered. The analysis of the presented approaches allows us to identify several stable tracks. Enterprises strive to integrate disparate digital solutions into a common production circuit, use data faster in decision-making, and reduce the dependence of results on manual control.

Human resource management under labor supply shortage: challenges and solutions
Keywords human resource management, labor shortage, talent shortage, workforce planning, employee retention, recruitment strategies, labor market, HR challenges, labor deficit, workforce optimization.
Annotation. Purpose: to identify the key challenges and systemic issues in personnel management in the context of a sustained shortage of labour supply in the Russian market, as well as to develop practical recommendations for adapting personnel strategies to improve the effectiveness of attracting, retaining, and developing staff. Discussion: the problem of staff shortages has become one of the main challenges for the Russian economy in recent years. The decline in the working‑age population, changes in the value orientations of young people, and structural shifts in the labour market have led to a persistent imbalance between the demand for and supply of labour. Traditional methods of recruiting and retaining employees are no longer effective, and competition for skilled workers is intensifying across all industries. Results: an analysis of the current situation and best practices has identified four key areas for adapting HR management to the conditions of a labour supply shortage: transitioning from reactive personnel management to proactive long‑term planning of staffing needs; strengthening internal training and reskilling programmes for employees to reduce dependence on the external labour market and increase staff loyalty; introducing flexible employment formats as a tool for expanding human resources through new geographical and demographic groups; and digitalising HR processes as a critical factor in improving the efficiency of HR management in conditions of a limited labour supply.

Technological vector of development of strategic HR management: tension in the labor market and diversification of HR tools
Keywords: strategic management, human resources management, technological vector, labor market, personnel shortage, diversification of tools, digitalization of management, automation of recruitment, personnel analytics, HR innovation.
Annotation. Purpose: to analyze the key areas and practical results of the 5th Interregional HR Forum «HR Platform 2025», held in Voronezh, in the context of the implementation of the national “HR” project and the search for effective solutions to address the shortage of qualified personnel in the labor market. Discussion: the forum, held on April 24, 2025, became a significant platform for dialogue between representatives of government, business, and the expert community. Its timing coincided with the launch of the new national “HR” project, which determined the agenda and focus of the discussion on pressing HR management issues. The focus was on the implementation of advanced HR technologies and their role in business development in the context of an acute labor shortage, which has become one of the main challenges for the regional economy. Results: an analysis of the forum materials revealed several key findings and sustainable trends in HR management. Firstly, the high relevance of technological diversification of HR tools was confirmed: the implementation of artificial intelligence and digital platforms is viewed not as an option, but as a necessary condition for improving recruitment efficiency and optimizing costs. Secondly, a demand for stronger cooperation between business and government was recorded.

Digital approach to strategic management of import substitution policy in the agro-industrial complex as a key vector of economic security of the Russian Federation
Keywords: agro-industrial complex, import substitution, technological sovereignty, digitalization, strategic management, economic security, food security, digital technologies, public policy.
Annotation. Purpose: to determine the role of digital tools in the strategic management of import substitution in the agro‑industrial complex and to demonstrate their importance for reducing the sector’s technological dependence. Discussion: the current policy of import substitution is gradually moving beyond the direct replacement of foreign equipment, machinery, and certain technologies with domestic counterparts. For the agro‑industrial sector, the ability to independently form and develop its own technological base is becoming increasingly important. This system includes: scientific developments, digital platforms, Russian software, breeding and genetic solutions, agricultural machinery, and mechanisms of state support. With this approach, digitalization becomes not an end in itself, but a tool for coordinating and monitoring the changes taking place in the industry. Results: reviewing the materials from MAEF‑2026 makes it possible to identify several areas that define the current content of the import substitution policy in the agro‑industrial complex. These include the development of the domestic scientific and technological base, reducing dependence on critical imports, expanding the use of digital management systems, improving state support mechanisms, and shifting from the local replacement of individual foreign solutions to the formation of a sustainable technological environment.
